Here it is in a nutshell: Error 927 on ANY download, any app, any game, be it paid or free, on my Nexus 7 (2013) FHD. I've done the following:
- Cleared the data and cache for the Google Play Store, Download Manager, and Google Services Framework.
- Uninstalled updates for the Google Play Store and Google Services Framework.
- Deleted and re-added my Google account.
- Rebooted.
- Hard reset.
- Downgraded to 4.3 and re-upgraded to 4.4.2.
- Tried to download the apps and games from the Google Play website, and get "An unexpected error has occured. Please try again later."
- Changed the filter and proxy settings on my Cisco router.
- Switched to LTE, and... same thing.
- Created another Google account, and it worked, but I will NOT be forced to re-purchase the apps I've spent nearly $80.00 on over the years, or upload my music collection to Google Music again.
- Reached out to Google for help, and... crickets.
I'm at the end of my rope. If this isn't resolved soon, I'm returning the Nexus to Wal-Mart. I've NEVER had this sort of issue before, even with my first-generation Nexus 7. I've had Android tablets since my Motorola Xoom awhile back. I've ALWAYS had Android tablets. I'd hate to have to abandon Android because of this idiocy, but I may have to do so. I don't want to have to go with Apple for both my smartphone and tablet, but it's starting to look that way.
If anyone has any suggestions that aren't listed above, please, help me out. I love my Nexus 7, but without apps and games, it's pretty worthless.

Normally deleting and adding back the Google account is a solution for Play Store problems, but as you said, you tried that. Some have reported that error 927 is because of a network connection error. How is web browsing? YouTube?

All web browsing and pre-installed apps work just fine. Just any attempts to update those apps, or install any other apps from Google Play, fail with error 927.

I actually have flashed the stock ROMs, from the original 4.3 to 4.4.2, with the exact same results. I've also made certain not to unlock the bootloader and to not root as to recreate the OOB experience as well. At this point, my options are exhausted.

I've been having the exact same issue for 4 days. Regardless of rom, phone, or gmail account I use. I've done every wipe format imaginable even Odin as I have a Samsung phone same issue. Now I cant even get any Google apps to connect at all. Such as Google plus play store YouTube etc...Google says never heard of it before sorry.

I'm having the exact same problem now for a few days. I called Google support and they are aware of the problem and had no resolution. I was told too bad basically.
Out of curiosity, for those having this issue, did you upgrade to a 4.4.2 ROM?
I updated to stock rooted 4.3 galaxy note 2 Verizon and it happens on all of my gmail accounts too

I have the same problem. Ran across this thread doing a search for the error 927. Running a Verizon HTC One and an LG G Pad 8.3. Both have the same problems, and i too have called Google several times. Their answer was to call HTC. I was livid. I changed my password, but was only a temporary fix until I made a purchase from the Play store. Then the error came back. I realize i am in the Nexus 7 forums but wanted to chime in since the problem is happening to me too. Hopefully Google comes up with a fix. Too much money tied up to just create new account, which does work by the way.
Creating a new account shouldn't even be an option what it the issue happens on the new account? Google just needs to fix it.

Same boat. I did everything the original poster did as well. Called into play store support and eventually got passed off to tier 2 support. Haven't heard anything in over a week.
The issue affects every device I log into with my account. Originally showed rpc:s-7 error, now 927.
Anyone with this problem find a solution? Again, I've done everything the op posted. In the past I've been able to correct the problem. But this time, no go.
Have the same problem... In every device I'm using with my account... 3 tablets, 2 cell phones. Spent more than 400 dollars in apps.. Can't download, nor even update. Always error 927. Changed password and problem persists.. It's obviously a problem with my account.. Wonder what could I do.

My problem has gone... Seems it was from google side.
Too bad I had to flash my cel 3 times before I realized it was happening to all my devices.
Don't know if the password change had anything to do with the fix since, at least, it didn't work immediately.
If you encounter the same problem don't panic... give it a little time, hopefully it fixes on its own.

Since upgrading to JB 4.2 the Amazon app store keeps having me authenticate periodically. I assume that this is related to the JB update, but I haven't seen anyone else mention this issue. Particularly when accessing Tweetcaster Pro is when I see the issue start, but then no other app works correctly.
Just for some background, I wiped my phone yesterday with 4.1 and then installed 4.2. I have the latest version of the app store and have tried clearing cache/data, uninstalling, reinstalling. No help.
So I'd like to know if anyone else is seeing this or if it is just me.

It kept asking me to sign in and when I did it was saying wrong password even though I knew it was right. I only had about 3 paid apps for free that I still used so I just uninstalled them and purchased from the play store and uninstalled the amazon app store.....haven't "bought" a free app in like 3 months...the selection is getting to be crap

Sorry for you, but glad to hear it. I ended up calling them today and they hadn't heard of any issues. I suspect they know now.
I'm getting the same thing too although my login credentials actually work. The one thing I haven't checked is whether or not these logins are creating a new device authorization every time.
I completely wiped my phone before upgrading to 4.2 and Amazon App store and Verizon FiOS Mobile Remote are the only two apps with issues.
I have the same issue with Forum Runner. Every time I close the app I get signed out and need to re-login every time I open it back up. So annoying but I'm guessing its a 4.2 update thing. I've deleted it and re-downloaded it and it made no difference.

They explained to me that everytime you login, it creates a new device instance. They limit it at 25. I hit that mark yesterday.

I've read that in the past, but it's never been true for me. I use TubeMate from Amazon and dont need the Amazon Market installed to do so.
Having the same issue with the app store. Just got off the phone with amazon and they are aware of the problem and are working on a fix now

Ouch! I just logged in to my Amazon account and saw all the "Nexus 7 xx" devices that were registered.
Thanks for the heads up. I deregistered all the new devices.
This worked for me
From another forum I found this solution to work:
1) Delete Google Account
2) Reboot Device
3) Reactivate Google Account
4) Log on with Amazon Appstore App
All apps load and run without need to log on each time now.
I also deleted excess Amazon devices as noted above.

Hi all,
This morning I received a notification from my provider , that I have used all the data within my bundle.
I started investigated what was using this because normally I use about 20% of the entire bundle.
I found out that google services used 400 mb within 2 weeks time !
After searching some time I found some older threats pointing out this was due to a android update.
I immediately thought of the release of 4.3
I made some logging with logcat, and the log shows the data is indeed used to download the OTA update.
I am running an AOSP rom 4.2.2 RasSaber.
But this rom does not have an option whether to check for OTA updates or not.
Can anybody tell me how to stop this OTA from being tried to download over and over?
Everytime my phone gets restarted, it tries to download again.

This has started happening to me too. I'm running cm10.1 20130706 nightly. I've seen this happening to people using the nexus 4 and other custom ROMs.
Has this issue been fixed yet in a newer nightly?

Guys I am facing such extremely annoying Google Services (DownloadManager in BBS) battery drain + mobile/wifi data usage issue and I have been searching for some hours.
First of all I have tried the most answered solution - clearing the data of all those stuffs related to Google Services - well it did not work so well.
Then I don't think freezing download manager / factory reset / restrict background data / disabling google services framework are good solutions as I myself did not make changes related to this recently so a factory reset should not be needed, plus the other mentioned solutions would cause syncing issues with Google and this doesn't suit my lifestyle of heavily depending on various google services.
Many of you have proposed that the massive download / repeated downloads are related to downloading the 4.3 OTA and that might be possible according to the similar file sizes as well as logcats you have found. But on the other hand one of the solution - disabling Network Locations settings has also stopped the "download" triangle from constantly staying there when my wifi is on. Therefore we can conclude that it is partially related to the 4.3 OTA download which cannot be disabled on our custom ROMs, as well as partially about the stock Network Location settings.
Fortunately after many posts that do not provide a feasible answer I have found this xda post which addresses the issue related to the Google Play Store 4.1.6. Some of the users have reported that 4.1.10 has fixed the issue and some even said the newest version 4.2.9 is over the internet since 25/7 together with 4.3 update.
Not sure why such critical update did not roll out to the unluckily bunch of us from Google, but I have found the Android Police source about 4.1.10 fixing the "Network Location bug which hogs the battery" and hopefully this will stop the DownloadManager wakelock as well as the crazy battery drain + data drain by Google Services.
I haven't tested this thoroughly because I will probably need a day to check out whether it stops the crazy behaviour but I would just like to share with you guys my founding as soon as possible so you guys can try it out together with me. The latest Google Play Store 4.2.9 apk can be downloaded from Android Police here.

I have had the same exact problem yesterday, I am on a pre paid plan and the stupid thing used all my credit by downloading 112mb (I'm sure it would use more the instant I add credit) but it does nothing on wifi. If it is indeed an OTA issue with 4.3 the only fix maybe to flash android 4.3 to stop the OTA from downloading said 4.3? Just a thought. I will try it now as I have free time and will let you guys know if it works. It really is a stupid problem to have.
I am on Slim ROM, I thought the OTA service was not included in most of the custom ROM's so it won't look for an update, how come it is doing it anyway?

Sent $10 credit to my phone and so far all is well, Google services only used 14kb so far (this is on mobile data) I will continue to use mobile data for the rest of the day and weekend to see what happens. So far it works:

UPDATE 2: About 5 hours in and Google services are not going crazy as before. It really could be an OTA update issue, I should have tried the play store update mentioned by Miasmic but I was so frustrated I just flashed. If someone can try and confirm Miasmic's method we could all save other people from this trouble.
This still sucks and google owes me $20 US, how an update was being pulled from Slim ROM I have no clue.
So in conclusion flashing/updating to android 4.3 cured my problem. Hope it helps someone else who has these troubles, or at least you can cut your data being used up before you reach a cap or lose all your credit like me.

Thanks for the constant updates! I myself have confirmed that updating the play store does not work. Finally I copied the old good FOTAkill.apk from gingerbread times to /system/apps and it stopped all the google services data hogs. However seems like my Hangouts app is not receiving messages since then.
I am also planning to upgrade to 4.3 as soon as I got the time. Sigh Google, what a cool way to **** up all of us custom roms users.
Here's how to disable the OTA download on any ROM
Install Autorun Manager from the Play store.
Then enter its recommended advanced mode.
Go into the settings and enable the following: system entries and system app disable.
Disable com.android.gsf.update.SystemUpdateService$Recieve r under Google Service Framework

I don't think it disables play store updates.
I still have pending updates showing in my play store for a few apps I have chosen not to update (maps and talk) after disabling the system update service
EDIT : Just double checked if play store is still updating correctly by uninstalling my Skype and restoring an older version from titanium backup.
The update for Skype showed up immediately when I viewed my apps in the play store.

Hi, just wanted to check in and confirm that I do have the same issue. I'm on AOKP 4.2.2, maybe it is an AOKP issue, that they didn't disable the OTA functionality completely?
I remember when 4.2.x or even 4.1 was rolling out, I had the same issue, also on AOKP rom.
I had to switch to stock 4.2/4.1 until AOKP released their update.
It's really annoying though.. I'll raise a bug for AOKP.
So only solutions is disabeling the receiver or installign FOTAkill.apk?
What does FOTAkill.apk disable? only the OTA or also other Google Services?
I cannot tell for sure that it is only blocking OTA updates because I have not seen the code.
But my auto upload of pictures to google+ is still working.
I haven't experienced any other stuff not working anymore.
Only thing is that it stopped downloading that OTA every time my phone rebooted

Yesterday I had some apps that had new updates on the play store, so I started to update them.
I started seeing one wouldn't go through because it was giving "Package file invalid". So I tried over WiFi and same issue.
Got home and looked at my two tablets (Nexus 7-2012 and asus tf101) and they were having similar issues with updates, but different apps. I was also even getting download error #497. Sometimes just trying over and over again would work but now it seems like some apps just wont go due to the errors.
I tried clearing the cache/data of play store and download manager as google suggests, but that did not help. I've tried to use google's contact us form but I type this lengthy description of my issue and it tells me that I need to type more... (probably a glitch in their contact us form...) So I cant get something sent to them.
My girlfriend just got the S4 for sprint yesterday and now she is having the same issue, some apps wont download due to invalid package.
Is anyone else having this issue? Any suggestions on what can be done? Anyone think this is a issue on google's end?
Also, of my devices only the tf101 is rooted at the moment. Had some issues where I had to do factory restore on my GS4 and haven't rooted it again yet, and nexus 7 I kept reverted back to stock to get official 4.3
If they're system apps use a root explorer and delete them and install them again (if they're available on the playstore) if they're not then install them delete data and cache and remove your account and launch playstore and sign in and it should fix it... Remember if u delete an app with a root explorer you have ti reboot for it to take effect... And also fix permissions...

ive also been having errors with this. im on revolt 8/6 build and using PA gaps. but i have also tried with normal gaps, and get the same. its funny because it only happens with certain apps, and the apps that have the error change everytime i flash a different gaps. And yes, it even happens on newly installed apps.
Though to fix, i just turn off wifi and use data, its inconvenient but its a workaround until the actual problem is identified

Pull up each app in playstore and hit the menu button... Gives u the option..

I dont think that will work because if it happening across multiple devices with and without root then I'm thinking it's a issue on Google's end. Plus my phone is not rooted anymore.

go to play store, open menu go to settings and there is an option for auto update. I believe the default is to update over wifi only.
I was reading something earlier tonight (after having problems with 10.2 unofficial and getting error 497 with every file I tried to download) that Google was having problems with a few different ISP's and the Play store connections. Some people with the Nexus 7 (2013) were getting this error straight out of the box. Updates sometimes worked via Mobile network, but WiFi would fail with an error code or say package invalid every time.

Yeah, I just saw some articles on it finally. Sounds like everyone is reporting the same issue no matter what version of play store etc.
Use a VPN. Apps that refuse to update on my Wi-Fi network seem to update or download successfully if I use something like Hideman or Hideninja. I've not had problems with either. I can't vouch for their security, but Play Store reviews seem mostly positive for each. I use Hideninja VPN because it's free without time restrictions whereas with Hideman, you're limited to 5 hours each week and the shortest length of time you can activate is a 1 hour block.

I had read about using a VPN over the weekend, just needed to find a app to use. Hideninja did the trick and my apps all updated finally.
The hardest part was trying to download hideninja... it wouldn't download on my phone haha but luckily I have helium on all my devices and its set up with my google drive so it thankfully downloaded on another device.
Does anyone have this issue? After about 60hrs of reboot Google Now just stops to display any cards and it is just blank with the google searchbar on top...
I have Google Now enabled and never had this issue before. Tried clearing cache and app data and that doesn't fix the issue. Only reboot helps. This is annoying. Any help is appreciated. I am running stock Android 4.3 (no root).

Ive had this happen before. I dont really know what causes it, it just fixes itself usually. I did, however, find that at one point I had both of my devices with Google Now and they had different settings enabled and it was messing up what was shown. That was a while ago and I think the settings sync now. But you never know. If you have two devices, try that. Also, you can try to clear the data for the app and see if it fixes it.
I have tried clearing the app data and that didn't do much. Still having the issue. I will check the settings on my tablet for Google Now, maybe you are right and this is what causes my problems. Thanks for the idea-will give it a try.
It's generally "normal" I think.
I really wish Google would give us more control over Now... Soon?

I'm also experiencing this "issue". I use Galaxy Note II and CarbonRom 1.8 here. Decided to search Google for this and found this thread.
I thought it was due to a lot of ROM flashing I was doing here, so maybe it eventually messed up my Google account info on servers and made my Google Now became empty some times, but I realized that probably it's some technical difficulties on Google Now server itself, since it's happening with more people.
Let's hope for an update to solve this. It's pretty annoying!

Did this issue get resolved for you? I have found the problem and I temporary fix.
The issue is related to the new Google play services 3.2..they changed location to use wifi as Android 4.3 has it on at all times.. This is to save power from using GpS.. Anyway if your not running 4.3 and have wifi on all the time your location based cards will not work...
The solution, downgrade to Google play services 3.1 Everything works great on 3.1..

This issue got solved by itself here, but thanks for the tip anyway!
By the way, I'm using 4.2 here and in fact I don't have wifi enabled all the time. Need to say also that Google Now in Brazil is not sooo much great, it does not have so many services, only the basic ones, so maybe it had something to do with Brazilian Google servers issues on that time.
What i have done so far is: cleared cache, uninstalled updates and then let it update on its own and then trying to update/resume downloads, factory reset. It is happening on my One and LG G pad. Anybody run across a fix or have any tips other than what I've already tried? I contacted Google and like an idiot when he asked about me being rooted i said yes. He blamed my problems on being rooted. I dont believe that is the problem since i went all the way back to stock with the same problems. Beyond frustrated.

The only one i havent tried is creating a new account. That kinda defeats the purpose and then I'll lose all my paid apps. Thanks though.

Yeah that ones kind of pointless. I think what some people say is create a new account just to update all your apps and then switch back. Maybe uninstall paid apps prior as well. And then re install once you update core apps.
To me it sounds like a google problem with your account. Does this happen when downloading new apps, when updating an already installed app, or both? Is it just paid apps or free apps too? Try to create a new google account just to see if you can successfully download a new app, or update your current apps. If it works with the new account, then the problem is google and not your phone.
Well, your not gonna believe what fixed it....I changed my password. Maybe something or someone got a hold of my password somehow and blocked the play store..thanks for all the suggestions!

I'm glad you got it worked out. That's annoying it was something so ridiculous.
Well..turns out that must have been temporary. After changing it, worked for a little while then, I had to change my password after purchasing apps twice, error out after each purchase...Google tech help is worthless.
