I want to install cm 13 or whatever is most stable and I'm curious what recovery is needed is there a version of twrp that works best or can I continue to use the old version of Phil's I'm on?

So, I am using MultiROM and used it to install Cyanogenmod 11 Snapshot M8. However, it took almost 15 minuted to boot up into the OS. Furthermore, When I installed gapps, the UI too, became horribly laggy. Any Advice/Solution?

I would try re-flashing it from CyanogenMod's website (get.cm). CM11 has been working great for me after doing it that way.
Edit: Disregard that answer. Just realized you arent wanting this as your main ROM.

I do want it as my main rom. Just dont want to lose my internal memory and too lazy to backup it. If it works well, i will switch.

Try a more stable version
Maybe you should try a more stable version like a snapshot or release candidate and most preferably, a stable version. Maybe its just a bug that your build is having.

Since you are on stock stable build..4.1.3 these ones I personally used and would recommend with tons of optimizations....
CyanogenMod 13.0 with custom kernel by Sultanxda - Install and forget...!
or Freedom OS based on 4.1.3 by by NevaX1 - Stable and well updated...!
Experience Rom or xXx Rom which has great optimizations
U won't get Official OTA Updates on any custom Rom but Experience Rom is extremely fast updating his rom when new ones come out, not sure about xXx since they just released their Rom
LineageOS 14.1 OFFICIAL. There you get OTA Updates. But we cannot recommend you anything unless you tell us where you want optimizations.
I have redmi note 5 officially there was installed miui china stable rom
Now I am unlock the BL and install miui global stable rom.
And I am try many custom rom . All rom are few time leter crashed just display blinking and reboot to reboot continiusly.
Now that are horrable for me. I am used many phone and all phone i used custom recovery , rom.

I don't quite understand your question whether you are on 12 planning to switch to 11 or on 11 planning to switch to 12.
I may have (I really forgot, but my miui had one really slow update process) updated my miui to android 12, and installed lineageos 18.1 (android 11) and I have no problems so far aside from the auto brightness acting erratically.
Check the recommended firmware required by the custom rom
