OK, I have been dealing with this since I bought my GSII and cannot find any information about it.
Firstly I want to say that I am completely stock and unrooted.
My phone does not like to keep a stable data connection. About 50% of the time, when I try to do anything that requires a data connection (facebook, browser, gmail, etc.) the 2 arrows under the 2g/3g/4g icon will stick being grey and my phone just sits there "loading". I tried a factory reset, didn't install any apps, and also got a new sim card and the issue remains. It happens everywhere so it is not just a bad network connection.
I decided to post the question here because yesterday I was playing with my brother's GSII, and his did the same thing.. So it made me think that maybe it wasn't just me. Has anyone else experienced this? Or does anyone know what might be the cause?
Edit: I set my phone to use 2g only, and the problem vanished.. So it doesn't like to connect to 3g/4g.

Try going to your mobile network connection settings, choose access point names, hit your menu button and click "restore defaults".. It may fix it, I had data issues and it did the job. Hope it works for you!

Do what the gut above me said. Also call Tmobile and tell them, they will refresh your data connection on their end. That will clear up three problems your having.
But if it's also happening to your brothers phone, it's a network error. Call Tmobile.

I restored the apn settings and had Tmobile refresh my data connection, and it still happens. I noticed today that it's not just data, I'm also unable to call or text when it happens.. Tmobile just said everything tested normal so there is nothing they can do.. And I really don't think it's the phone so I don't want to exchange for a refurbished unless I have to.

Its happened to me before. For about a week, the data connection just dropped. It would come back for a bit and later vanish. I called t-mobile and they guided me through routine steps (i.e. taking the battery out, rebooting, resetting) but nothing seemed to work. They really couldn't figure it out and later told me to replace the SIM. I can't remember if they shipped me one or had to go to the store but either way that relieved the problem. This was on an HTC HD2.
That might not be the case with you though. At one point in time all the phones under my name lost data connectivity just as you explain. This really had no solution but to wait it out.

you mentioned your brother's is doing the same thing, its probably not the phone, but rather the cell tower your connected to is fuggin up. Try going 5 miles from where you currently are and see if its still happening.

Just in case it's not a cell tower or network problem . . . My SGS2, purchased in October, had the same symptoms as the OP. After trying everything the OP did, and more, I came to the conclusion that the firmware on the phone was corrupt. I used Odin to flash the factory stock ROM & Kernel images (2.3.5 at the time). There was a definite improvement in the faltering/hesitant/fail connectivity problem at that point, but it was still very subpar. So I then also flashed, again using Odin, the baseband ("modem") image - I did it twice for good measure. The problem was finally immediately solved at that point and I had very prompt loading of webpages, etc. Still working fine months later (and even better with a custom ROM). See the thread entitled "[Q]Is there a "true" factory restore for T-Mobile Galaxy S II?" for help about the seemingly same symptoms/problem you (and your brother) are experiencing. If your underlying problem is in fact the same as mine (and the poster of the thread I cited) then it's apparently either a bad factory flash or a post-factory corruption occurrence that is causing your problem . . . the coincidence of your brother also having the same problem aside. Got my M8 the other day and noticed my MMS through Hangouts wasnt working while I had WIFI on, I turned of WIFI and MMS worked right away. I did some searching and found that people from verizon and att also having this issue but there was no solution. Thought I would post this here to see if anyone else is having this issue and if there is a fix. Never had this issue on M7.

That's really weird, i'm on Wifi right now and I just sent a MMS to my other phone and it sent just fine.... Also, i'm using Hangouts....
I think several phones and carriers have been having issues with Hangouts for the last week or so..

I have even tried stock messaging app as well, same issue, if my wifi is on and try to send/receive mms the 4g/lte icon comes on but just sits there trying to download, if i turn wifi completely off it comes right through
that is weird..I assume you have rebooted the phone a few times..
maybe time to call tech support, and see if your phone is defective?

rebooted several times, will call tech support but i have seen others with this same issue
I wasn't able to receive MMS while on wifi with hangouts or hoverchat unless I opened the stock messaging app. I messed with wifi and mobile priorities and APN setting and no luck so I'm using the stock app for now.
If you're using WiFi calling you can't send and receive MMS unless it's the stock app.

I'm experiencing the same issue. I actually called T-Mobile tech support and they walked me through deleting all my SMS messages in the hangouts app and then making the native app the default messaging app again. Then they wanted me to send a test MMS message to myself (using the native messaging app) and it worked. So i went back to using hangouts again and it worked for a day, and now it stopped working again. sounds like a bug in the HTC software to me.
I've always had this issue. You can help it out a bit by going into the wifi settings and setting it to be able to auto switch from wifi back to your 4G connection. Still doesn't always work. I don't send MMS often though so its not a big deal to me. Its the only thing that doesn't work for me. It does the same thing for me in the normal messaging app too. I turn wifi off and it goes though just fine. My M8 is only a few days old but most of my issues came from that same issue on my Note 3.
I can't send mms with hangouts on wifi either.
Is there a way to report this issue to HTC?

How did I never see this when I had the Note 3. It was soooooooooooo annoying. I always disabled my wifi and get it then go back to wifi. I just tested this and it works. I don't do very many MMS messages but when I get one I know it'll download correctly.

I'm going to have to retract my previous statement where I said it works. Yes, it does work but you have to disable wifi calling for it to work. I guess I'll have to deal with disabling wifi when I send/receieve MMS because wifi calling is a must for me.
I'd like to see TMobile fix this to work with wifi calling enabled too.

I have also been having this issue. Sometimes a text message takes an hour or more for me to receive it or my recipient to receive it, other times I'll receive up to 4 of the same message in quick succession. It mostly happens when I have Wi-Fi calling enabled, as text messages don't seem to play well with it. For some reason, it completely disables the cellular radio instead of working in conjunction with it. Drives me crazy.
My wife's phone has wifi calling enabled but had cellular as the preferred connection method, so it would only switch to wifi calling if there was absolutely no signal. So I don't think in her case wifi calling was the issue. I completely turned it off just in case tho. I'm having her try another messaging app just to see (Google Messenger vs. HTC stock), but I don't think that's the problem.

Also remember that the only app that can send mms messages over wifi calling is the delivered one that comes with the phone. Any 3rd party apps (like handcent, chompsms, etc) will not be able to send mms messages over wifi calling.
Hi, I had the same problem plus mms would be sent nor downloaded. I was using the messenger google app though, switched back to stock message app and it resolved the issue

I called T-Mobile and they had me clear the cache from the Messaging app, and then reset the APNs back to default. So far so good... Everything started working.

while related but unrelated, I had to do a factory reset after the lollipop update b/c my wifi was having issues that seemed random.

I don't think she's had any issues with wifi but i'm not really sure. I know yesterday I was trying to back up her phone preparing to wipe it and I saw the wifi would go out then come back on. I was about 10 feet from the router and everything else on wifi was holding steady except for the phone. Is that similar to the issues you were having?

My issue was that the wifi would connect and then drop then connect. Also some wifi AP, it would work great. To me it was just inconsistent, so I figured in for a penny in for a pound and just wiped the phone. That worked for me, but it if didn't I was planning on re-installing TWRP and some custom ROM as my bootloader was unlocked (but I was still s-on).

Any further solutions to this problem of intermittent delayed text messages? I now have 5.1.1, and use Hangouts. I also sometimes don't get calls either, it's like the cell antenna just turns off.
From what I remember a hard reset fixed the problem for my wife's phone.
I have gone thru 2 sim cards, 2 SM-N910A with similar results.
In settings, call, additional settings, it comes up with Network or SIM card error. AT&T has replaced two sim card, one a micro sim, one a nano sim with adapter.
From the keypad, **21*808551999# the error message as attach
The AT&T associate spent an hour with the advanced tech support to no avail.
I have a Nexus 6 and I can access all the above function, so my account is provisioned properly and I'm post paid

It's something to do with the phone, as you seem to be aware of, I had a customer come in who wanted to forward his note 4 to his gear s, the same issue happened, from what I can gather it seems to just be an issue with the call app itself, a fix I read but never go to try was taking a sim card from a known working phone that has call forwarding on and inserting it into the unworking phone.
Try stopping the phone app and clear all data. I got a new sim card and then did that and my call forwarding worked. YMMV
I have the same problem. I called tech support today and the lady I talked to didn't even know that the gear app could auto forward you calls. She said she would set it up for me on her end. Not what I wanted. I want this 2 high end devices to perform the way they are suppose to before att got there hands on it.
So what I did was, I pulled out my Note 3. Updated to latest FireKat Rom and problem solved.
My note 4 and gear s worked perfectly when I first got them. THEN WE GOT AN UPDATE--------THE ONLY UPDATE.
That's when I first started having this problem.
Not only do we not have root, but now it isn't doing the cool things it should. I'm sorry for the long winded ***** but I shouldn't have to wait for the chance of a possible maybe sometime in the future if everything goes right update that may or may not correct this problem and could possibly inject more issues. I'm sure someone will correct me if I'm wrong.

This is a problem with AT&T. I'm running 4.4.4 Android on a new Note 4 and discovered that Google Voice wouldn't run on the phone. I suspect the issue is tied to AT&T's implementation of their Visual Voicemail.
After spending a few calls with AT&T Tech Support, I was able to get my Google Voice to work by using the Call Forwarding Settings of "Forward When Busy", "Forward When Unavailable", and "Forward When Unreachable" to be set to my Google Voice number. The problem is that the Note 4 has the bug you mention. It's not possible for the user to access the settings on the phone without getting the "Network or SIM card error" message.
AT&T Tech Support can manually configure these settings, but this will only help if you don't change the settings often because a call to AT&T is required. I'm hoping they fix this bug in the Lollipop build.
Be careful when calling AT&T Tech Support, the first two times I called, the Tech Support Agent had no idea that this type of Call Forwarding Settings were configurable.
For the 3rd try at calling them, I got someone more knowledgeable who first reset my voicemail to "Basic Voicemail". This is done in the AT&T system, not on the individual phone. Once that had been done, I then had to "activate" the Basic Voicemail by configuring my box. As soon as that was done, the AT&T rep was able to go into the AT&T system and manually configure the three Call Forwarding options that I wanted.
It was a huge pain to go through, especially because all I wanted to do was use Google Voice which has worked on AT&T Samsung phones going back to my first Galaxy SII.
My phone still shows the "Network or SIM card Error" whenever I try to access the Call Forwarding Settings, but at least I was able to get the Call Forwarding configured for my Google Voice to work again.
I don't know if this info helps you out, but I wanted to pass it along.
Went back to AT&T yesterday, this time armed with my Nexus 6. Got a nano sim. Nexus 6 call forwarding function work. Working sim into Note 4. same crap happens.
I just check again this morning, and my Note 3 is working flawlessly. Gear app autofowards my calls as it should and advanced call settings does not show error message. I believe it's a problem with the Note 4 not able to register it's self with the network. If I use another phone it registers fine, call forwarding work as does tethering hot spot. If I try my Note 4 neither wants to work. When I call att they can fix my tethering hot spot but can't fix forwarding. My Note 3 just works by its self without having to do anything such as clear app data or anything with I have tried along with phone reset multiple times. I'm going to use my Note 3 for a while.

My Note 3 running Firekat is just as fast. The only thing is the camera and the screen is so good. I wish my Note 4 was as, we'll I'll stop there. Thinking about trading Note 4 in for the iPhone 6 plus. I'll still have my Note 3 that everything works perfectly on. I get bored and like to be able to switch up the experience so if I have android, Note 3 would be note 4 but, and the hated ios witch just works and that can be jailbroken with a lot more help because they are all the same device and dose not have individually locked boot loaders. ????? What to do???

Tethering should work unless you have unlimited data, all mobile share plans from att include thethering, also you can pre-order the s6 on Friday, if I remember what our new Sammy rep was talking to me about, got to play with it for 30 seconds before a customer walked in, the ui is nice and smooth and the new octa exynos chip is suppose to run cooler and it seemed, just for ui scrolling, to sail through it all. I like the look and feel, I want it......
Edit: keep in mind that you'll be in the same position you are now as far as root and unlocked bootloader, if you want these things wait to see who sells the phone unlocked then buy it at full retail and use it on your account. I work for att, I know even the nexus 6, the most close to stock phone we sell has bloat ware and is locked down tight. If I get the s6 it's out right and unlocked.
Yes I agree. It should work. If I switch my sim to another phone it works just fine. Everything works as it should, but if I put my sim back in my Note 4 in phone settings advanced settings I get an simcard or network error and call forwarding does not work. Also tethering will fail telling me to call 611 or visit website to register device for tethering. Gear app will fail to forward calls also and I have had problems with network data. If you Google this problem it is a problem with note 4. Some people on the att forums are just hoping for an update soon. That's is not acceptable to me. It worked when I bought the phone then there was an update that was pushed to my phone and now my phone is turned off and I'm using my Note 3. So by the time this gets resolved and I can enjoy my phone it will be old in the world of phone technology. So why should I keep it, hoping it will be updated sometime in the near future which keeps getting pushed back for some unknown to me reason. Don't get me wrong. I love my Note 4 but I want it to work now.

always call forward setting , **21*808551999# (did you make sure it is 10digits? should be , **21*1808551999# if you are in the us. it might be worth a try.
conditional call forwarding **004*1808551999# (busy, rejected, missed calls)

There's definitely something wrong with how AT&T network supporting this phone. I have no problem with my Nexus 6. It's very frustrating but it's something I have to live with if I want to keep using this phone.

The upgrade fixed the problem for me. I didn't change anything else besides the OTA update.

only thing I have not done is "wipe data/factory reset" from the recovery mode. I'll see if I can back up my data on ODIN

Weird that would have been one of the first things I did.. Assumed you already went that way.. If after all this it doesn't work it seems you may have a defective device and should bring it up with samsung or att for an exchange...

I did the "wipe data/factory reset" from recovery and its still the same. You maybe right that the device is defective and since its more than 30 days, either I'll call Samsung for a replacement or claim insurance, however, by looking at AT&T community forum thread, I read that it all worked with N910AUCU1ANIE firmware, when AT&T updated that firmware, all hell broke loose. I'll see if I can have Samsung replace it.

My mother bought a brand new nexus 5X from Google's website and cannot send or receive picture messages through messenger and Google hangouts as well. MMS only working through third party apps, extremely annoyed by this. Checked apn settings, rebooted, all that stuff. Any solution?

I have had a few issues with mms as well. Not sure what the issue is, or if it is network related or not.

I also just started having mms issues yesterday. I have a group thread that's been active since I got the 5x a few weeks ago, but for the last 24+ hours all of the messages from one participant are saying "Couldn't download. Touch to download." And when I touch, it tries to download for a second and then goes back to saying it couldn't download. I've tried resetting the APN, rebooting into safe mode, nothing's working. This is all through Messenger; haven't tried a third party app yet.

I have had this issue a few times it doesn't happen very often but when it does I pull my sim card out for a minute first I power the phone off pull the SIM card out for a minute then turn it back on and usually everything is fine also I make sure that my Wi-Fi is off and I have good signal when I do this the last time I did this was about 2 weeks ago and the problem hasn't happened since knock on wood

Same here, just started happening yesterday using the Messenger app. Was working flawlessly before that.
I've tried booting into safe mode. APN looks fine. Strong LTE signal from AT&T tower. What changed yesterday?
Edit: Just tested using Hangouts as the default SMS app, and it worked fine. Something's broken in Messenger.
Hmm unfortunately neither taking out my sim card not switching to Hangouts seemed to do the trick. Still not downloading the messages from that person, and touching to download does nothing.

Guys what are your carriers? I have T-Mobile and don't have the issue, but I know a neighbor with iPhone 6 also on T-Mobile, where as her phone doesn't get mms messages while Wi-Fi is connected. I basically have to text her first and tell her that I am about to send mms, so she could turn off Wi-Fi and get the mms. Check with Wi-Fi off and on. I have seen some android phones didn't switch to cell data to get mms and because of that mms would get stuck and may never reach the phone.
Yea I've seen those types of issues too, but this is with WiFi off. I rarely have it on. And I'm on AT&T.

Same here.
I had that issue a couple days ago (on AT&T). I fixed it by deleting all the APNs within Messenger, then restoring them, and rebooting the phone.

How do you delete APNs within messenger? I don't see any setting for that?

My bad, not within Messenger. Settings - More... (under Wireless and networks) - Cellular networks - Access Point Names - tap on a name - three dots - Delete APN (repeat last last 3 steps as necessary).
This issue just started happening today for me. Lte works fine. On At&t.

Deleting all of the APNs, re-adding the previously functional one and rebooting seems to have done the trick. Back on messenger and can send/receive MMS again.
PS, my son had the same issue on a Sony Xperia Z3 running KitKat, also on AT&T, and the same procedure fixed his as well.

Do you guys have three APNs -- Nextgenphone, Phone, and WAP? Which one was selected before you deleted the APNs and which one was selected after restoring the default APNs? For me, Nextgenphone was selected before and Phone was selected after.

I had this exact same issue using Hangouts for MMS - on Cricket (AT&T MVNO). Wasn't sure who to blame at the time - new Nexus phone or Cricket issues. When it first happened a few weeks ago, getting the MDB08L OTA seemed to fixed it. It happened again last week and I was never able to retrieve several MMS messages (Click to download/retrieve message with it failing to download when attempting) before they expired. I never tried the deleting APN trick, I'll have to give it a go the next time this happens.
I'll be switching to to Project Fi soon though, which will either solve this or create a whole other host of issues.
