Scammed by UK MOBILE STORE, help required - Samsung Galaxy Nexus

Hi guys,
I require here some assistance dealing with this online seller
Ordered the desktop and the card dock on their website on 22nd Feb (£108.35 GBP) with paypal
After the update of my order (because items were not in stock) I asked for a refund on 24th Feb
Got an answer they will send it "soon"
Asked again for refund on 28th feb
No answer
Asked again on 15th Apr
Answer on 15th Apr: items will be on stock on 20 Apr
Asked for refund again on 15th
On 16th Apr, I asked again how is the refund process going on
Got this answer : "I have already passed your details to accounts for refund to be made"
On 17th May, I emailed them again and contacted paypal
Same day : I got this answer : "We will have the product in stock on 22nd and we will send it out via DHL"
Asked again for refund the 18th May
No answer and no refund done.
My question is, I think I'm not in the delay to get the refund via paypal, what can I do now ?
How can I advertise their customer service to have some more pressure ?
Any help appreciated.

open a paypal dispute?

Open a ticket with PayPal, and be firm with them. Threaten to contact the appropriate authorities if no refund is made within 24 hours.

Since I worked in credit card billing disputes I will lend my experience. I believe your time frame to dispute with paypal may be passed but call them anyway and open a dispute on an unreceived item if you can. If that doesn't pan out, go to your credit card company and do the same thing. The seller will have to provide proof of delivery in order to win the dispute. Hopefully you used a credit card to pay cause I don't know how other payments are disputed.

As mentioned above, file with PP anyways, they still might be able to help.
Have all your communications been done by email? If so, try calling. Those types of emails are likely "hot potatoes" and no one wants to deal with them. Talk to a "real person" and you'll likely have a much better chance of making them sympathetic to your situation.

Paypal dispute has ended after 45 day, and paypal do stick to the rules, unless you made payment with a credit card company, there is nothing you can do, but since the credit card payment was made to paypal, i'm not sure if the credit card company can do anything, maybe eqjunkie829 can answer this.
The local authorities is your best bet.

Yeah I thought that paypal dispute was 45 days but wasn't sure. Anyways get a dispute started immediately don't wait, you are on a time limitation for disputing with credit card and time is only on the merchants favor. After 180 days at the credit card I worked at, the merchant isn't even required to respond and you will not get anything if they don't.

Dispute the charge with your credit card company. I had a similar situation and was also outside the 45 day limit with PayPal. If you didn't receive the item then you are within your rights to get your money back.
Your credit card company will send the dispute notice to pay pal who will then start a conflict with the seller.

As mentioned, the dispute I opened with pp was closed (because I was out of the 45 days limit)
I'll try to call this online store directly, if it's not successfull, I'll get in touch with my credit card company.
Never had this kind of problem before (after 12+ years of buying stuff online)

Thanks for letting me know, I wasn't too sure about this because the credit card company made payment to paypal and not to the seller, so the credit card company can't direct the dispute to the seller.

Take our advice, forget about the online store, If they are really sincere to do something, it would of happened a few months back, don't waste time, go direct to the credit card company and end this.

IMEI-Check

IMEI-Check used to run by a guy called Florin Mandache. He always seemed very good, helpful and I think was highly regarded, from what I've read on various forums.
Suddenly his unlocking site has insisted that you need to send them some Photo-ID in addition to the PayPal payment. Hang on a minute, fraud is not his problem, that's up to PayPal and PayPal say they do not need it.
In my case the payment has gone from PayPal to IMEI-Check but they're still insisting on Photo-ID
So I inquired to [email protected] as to why Photo-ID was needed as just about everybody advises you nowadays, not to give out that kinda stuff on the net!
The reply "Below" was not like any reply I'd seen Florin make on bulletin boards before (his english is better!) and now I'm very nervous about using them...

Hi there,
We had to introduce this protection to avoid people buying with hijacked accounts , because two weeks ago we cought one of the big scammers/phishers and now police is investigating this and paypal and ebay need (a much to long) time to investigate.
So to protect ourself we had to install this extra protection.
The seller is not getting any money if was used by hijacked paypal accounts. Even worse we have to pay GBP7 / reversed transaction...
To keep this service online we request something which proves identity of the paypal account holder. So the hijacker (which sold for 15GBP on ebay) will not have a chance anymore. We have to continue until police arrested this guy (full address and name are known)
Regarding paypal saying not to send anything is not true! Paypal says NOT TO SEND CREDIT CARD DETAILS OR BANK DETAILS (we never ask for them).
Also here is a quote from our paypal manager (when we said to them that we had to introduce this verification because PayPal don't protect us and our sells droped):

verification is an excellent idea. As a business person, I presume you
weighed up the costs of losing out to fraudulent activity relative to

I ordered a code to unlock my desire from HTCCODE.COM last month Never got my code, Zero contact from the seller, sent e-mails for a refund but got no replies, field a dispute with paypal and got this answer.

If you have a hacker friend just point him at totalgsm.org and say the magic words,,,,, 'please yourself'
Use eBay to unlock your desire. The unlockers on there get about 99.8% positive feedback and your money will be protected. Plus it's cheaper than anywhere else. Why pay more?

i dont like any of these unlock sites, i would rather go to some guy in a dodgy phone shop.
if you read the terms and conditions on these sites, what is says is quite shocking.
in a nutshell you are buying a code, not a service to unlock your phone. so if the code doesn't unlock your phone, you just payed for a random number, literally.
Paypal is the expert on providing reasons to now help you, I have been on both ends (seller & buyer) and Paypal gave some reason in all cases not to help.
I've used HTCCODE.COM in the past and although communication hasn't been great, they've always come through eventually.
PM ferraripassion on these forums, as he is part of HTCCODE.COM and I'm sure he'll either give you your code or refund your money.

You're quiet unlucky, as I did file a paypal dispute and won, got the whole of my money back and crossed the website of my agenda.
They didn't give your code cos they are all off their faces on your hard earnt moneez.

I purchased the unlock using a credit card, and couldn't get the htccode unlock application to connect. I used the live support link on the website and an engineer took my IMEI number, and 10 minutes later I received my code via email which worked perfectly.
This is the second time I have used them successfully for different devices, and although I understand your frustration at not getting your code, you do not explain what went wrong in the first place to cause you to want to get a refund.
Categizoring a service as a scam due to a single failure does not seem representative to me; perhaps you can clarify what went wrong in the first place, and how you have tried to contact them as they were very responsive in my case, and anxious to receive good feedback.

he clarified what went wrong, and that is that HE NEVER GOT THE UNLOCK CODE
he also says that he e-mailed them numerous times with no response
code from ebay
I used express-codes from ebay paid 8.99 £ got the code 5 minutes later

They're actually charging £17.99 for the Desire.
EDIT: Sorry, they have multiple auctions for the same device all at different prices. How bizarre.
Hmm can anyone recommend any good sites then? I've heard Unlock Zone is a good safe site with very good feedback. Any other good and trusted sites to unlock?
I'm gonna say you were just unlucky/something went wrong. Paul O'Brien (who laid a fair share of the groundwork for rooting Desires) supports that site, as it's a sticky topic on his forum, and I trust that guy.

Security deposit

All you had to do was type your question into Google.
As for the "no contract", I'm not sure how that would work. Call T-Mobile and see what they say. Since there aren't contracts, it might go by two things: you are up to date on your payments and the phone is paid off. As long as those things are taken care of you should be able to request and get the whole amount of the deposit. If those things aren't taken care of, they will take the money you owe from the deposit and you get what's leftover. Like I said, call T-Mobile and ask them.
"You can request a refund for the deposit you paid at activation, as well as any credit balance or overpayment that may be made to your T-Mobile account. We refund deposits on final credit balances upon request, unless otherwise required by law. Interest is applied on deposits at the rate the law requires.
Note: If you have an outstanding balance, the deposit may be applied in any order to any amount you owe on any account. You also may be required to increase or replace your deposit amount.
If you would like to request a refund, please contact Customer Care. You will need to be the billing responsible party or an authorized user and we will need you to verify the following information:

Here is my story hopefully this makes its rounds on the internet. No company should EVER treat its customers this way...
I attempted to cancel my order using the cancel button on my order page and was told that I needed to contact the Google Play Help Center.
I called the Help Center and told the customer service representative that I wanted to cancel my order. The woman who answered the phone told me that she was unable to cancel my order as it had already been processed - even though the watches are not scheduled to leave the warehouse until 9/19. I asked to speak to her supervisor.
The customer service supervisor got on the phone and told me that they could not cancel my order as it had already been processed and the order was sent to the warehouse. I reminded him that my order was not even going to ship for another 7 days and therefore he should be able to cancel the order. He told me he was unable to do that. He told me I had to wait until the watches shipped, then refuse the package and AFTER they receive it back, I would be credited the $512. He also informed me that once it left Google, it could take 10 days for me to receive it, refuse it, and then another 10 days to send it back. That is a total of 27 days. I asked to speak to his supervisor and he refused. I asked for his name and at first, he did not want to give it to me. When I pressed him, he told me "David". I asked for his last name and he refused. I asked for an employee number or some other identifier that I could use when writing a letter. He again refused to give me anything. He told me my only option was to wait and refuse the package. He told me that the "leaves the warehouse" date on my order was a "no later than date" and that it could leave sooner. I asked him to tell me exactly what day my order was scheduled to ship - since it had already been processed and sent to the warehouse. David told me that he couldn't give me that information because "IT WAS BACKORDERED"! THEY DID NOT HAVE THE WATCH IN STOCK! They couldn't cancel an order on a watch they didn't physically have-I had to wait until they received a shipment, processed it, shipped it to me, and then refuse it and return it!! I told him that this was absolutely ridiculous and I wanted to speak to his supervisor. He told me he "just remembered" he could cancel an order if it wasn't in stock and he put me on hold. When he came back he told me he would transfer me to shipping and returns and Cassandra would help me. He transferred the call and told me she would be able to help me.
Cassandra told me that she was unable to cancel my order and that I would have to wait for it to arrive, refuse shipment, and allow it to be sent back. I told her that was unacceptable and I wanted to speak to her supervisor, she refused. She then informed me that I had ONE HOUR after placing my order in which to cancel it! ONE HOUR! I told her that was ridiculous and she told me that was their policy. I asked her why there is a cancel button attached to my order if I am not able to cancel it after one hour. She told me she couldn't answer that. I again told her that I should be able to cancel the order when the item is backordered. She told me she didn't know if the watches were backordered and so I asked her to transfer me to the warehouse where I could speak to someone who knew the current stock status. She told me that they don't have a phone in the warehouse!!!! I again asked for her supervisor and she refused. She said "I will pass on your feedback when we discuss customer feedback issues." I said that was unacceptable and she asked if she could help me with anything else. I told her she hasn't helped me at all. She said: "I'll pass on your feedback". End of conversation.
Wow! I didn't expect that from Google Play costumerservice! Like you said that's just ridiculous!! They should easily canceled it

This is complete BULL****! Outright customer deception.
I had a terrible experience purchasing the first nexus 7 from google play. My unit was defective and getting a hold of someone was impossible. They had the balls to remove their contact phone number when tons of people started having issues with their devices and orders. Luckily some websites made a screenshot of their support page that still had their phone number listed. Even with the phone number I was not really being helped. Lots of run arounds and "I can't do that". That experience has left an extremely bitter taste in my mouth from ever ordering any kind of hardware from google play. I think they have gotten better since then but I have no interest in testing that out first hand.

I was able to simply go to my google play account and cancel the order.
"Cancel or change your order. Please note that changes may not be possible after the first hour."
You get than in their email from google right away.

^^ THIS!! Call your Bank or Credit company and explain to them that you have not receive the item, it is out of stock for an undetermined amount of time, and that they will not Cancel/refund you. Your Bank/Credit company will handle it from there. Once you Get your Money Refunded from your Bank/Credit company then File a Complaint with BBB and send an email to every Google Play's CS email you can find online with your BBB complaint/file number and story about "David". Mention that you would like them to contact you ASAP and watch the magic happen after that!

Sounds about status quo for Google. That particular NSA front is pretty bad at customer service.

I remember my Nexus 4 being delayed on the google play store...and then when it actually shipped I paid for the 2 day shipping but it took 4 business days to arrive. I contacted google support to at least get a shipping refund or credit, but they offered nothing except for an apology. Wouldn't use them again!
I ordered the G watch on release but canceled it within 10 minutes and had no problem.
All of you that say you'll never buy from the play store again must not use nexus devices.
Thanks God I have chosen Amazon to pre-order the EU version.
They are light-years forward when we talk about customer service!

Are people having as much trouble pre-ordering as I am?

First day applied for Paypal credit and was given a credit line of 2750. Paypal credit never became an option while checking out. Now the 12 month financing is gone. 2nd day used my other paypal account and paypal credit is now an option but when I go to check out I continuously receive payment authorization failed. HTC and Paypal have no idea why this is but point fingers at eachother. Paypal advised me to wait another day. Now that I have waited the pre-order code is no longer valid... What? Why is this so complicated?
I was able up get the $100 off through the online chat so that is an option. As far as the 12 month, I was not allowed it for some reason. Wasn't even an option. Only 6 months interest free.

The 12 months no interest financing really isn't available for HTC 10 at this preorder period. Believe me I tried. When I placed my order for the first time, 12 months no interest financing says you should select PayPal Credit option at checkout (options are debit/credit, PayPal Credit and PayPal) but I don't see that option, so I just selected PayPal at checkout, logged in and selected PayPal credit as payment method. Then when I received the confirmation I just got 6 months instead of 12 months. I tried to checkout other HTC products, HTC One M9 and RE Camera and I was successful in getting to select PayPal Credit option at checkout so before placing the order which I didn't, it's states that financing is 12 months not 6 months. I called HTC support 3x and they told me it's possible that the PayPal Credit option at checkout is only available after the preorder period. And I know that's unacceptable, why would they advertise that it's eligible for 12 months mo interest but can't really get that option when placing the order.
And just today I received an email from HTC support confirming the issue:
"Thanks for getting in touch with the HTC Online Store Support Team, I hope you are having a wonderful day!
I am very sorry for the long wait to give you a response! Actually, the reason why you do not see the 12 months PayPal credit option is because at this moment is not available yet, this is because the phone is still in the pre-order stage, but no worries! Once the phone has been released, the 12 months option will be available."

PayPal got rid of the 12-month plus option months ago after their separation from eBay. The most you can get is 6 months interest-free. I have noticed all websites have not updated the current PayPal policy for many months. Unfortunately, six months is the max and many sites including HTC need to update their information.
Vendor customer service sites are not aware of it.

It would seem to be that PayPal Credit option now is a completely different checkout option to just PayPal, but still maintained by PayPal as a whole. It's just when you checkout using PayPal instead of PayPal Credit (if there's any from the merchant's website) you'll really just be getting 6 months no payments no interest. I tried checking out using PayPal Credit instead of Paypal with products like HTC One M9 and RE Camera and the PP Credit option is available with debit/credit option and PayPal and just right before placing the order, it states there that it's qualified for a 12 month no payments no interest financing.
Going slightly out of topic, I tried placing an order at Dyson's website and there is also PP Credit option available at checkout, but it's different with HTC. HTC got 12 month no payments no interest financing, but with Dyson's promotion, it has Easy Payments instead. 6, 9 and 12 month no interest terms, but you'll gonna have to pay each month depending on your items price with tax and shipping. And if you don't want the merchant's own PP Credit promotion, then just checkout with PayPal, and by doing that, you'll only be getting 6 months no payments no interest financing. So that's how I understood how PP Credit works now. It's now up to merchants/seller on how they want to customize the their promotion with PP Credit. I hope this made it clear for people getting confused with this whole PP Credit issue as I was a few days back then.
Maybe because the phone is still in the pre-order stage.You could contact to the HTC service.
Just got off the phone with Paypal and they told me the reason the payment wasn't going through is that even though I have a 2750$ credit line I signed up so recently the system wouldn't let me use it. If that isn't backwards then I don't know what is. Why give me a credit line if you don't want me use it. Should have given me a 50$ credit line so there wouldn't be this confusion.
