As we know:
On one hand,s-on means that Security lock is on ,so both "system" and "recovery" are Write-Protected.
On the other hand, flash others'rom common means write "system" to the phone
Some people say that we can flash rom under s-on, I don't understand because s-on means Write-Protected.
If you want to flash Rom,you need ship s-off or ent s-off

Give an example of who "some people" are, I've never seen this stated.
You can flash the stock/official ROMs for your carrier/version with S-On, but nothing else.

Ive rooted my phone and done the radio-S-OFF as also installed a cooked rom. My question is, do I need to have ENG-S-OFF or not ?
What can you do with ENG-S-OFF that you cannot do with SHIP-S-OFF ?
It allows you to flash partitions with fastboot.

The opposite, he wants ENG S-OFF.
ENG SPL or ENG S-off is the same as radio s-off, there is not extra functionality, infact on the classic desire we can modify the partition table with just bootloader s-off

You are mistaken. ENG S-OFF is not Radio S-OFF. Both provide S-OFF, but only ENG S-OFF will allow remote fastboot flashing.

You can, but only with the ENG hboot. The problem is that if anything goes wrong when flashing hboot, you have a brick (unless you manage to reflash it successfully before rebooting).

yeah i understand that, but on the other hand its safer to flash a radio from fastboot rather than recovery isnt it? so its a double edged sword

S-OFF tells you that the security is switched off on your phone, so that you will be able to flash unsigned ROMs (e.g. custom ROMs).
It does not mean that you are rooted, often people get the terminology wrong here.
If you have S-OFF then you may be able to root (i.e. get root/superuser permissions) on your current ROM, or flash a different ROM (either a pre-rooted custom ROM) or a different ROM where you can use an exploit to get root.
See the Wiki for a lot more details.

To answer this bit, that's a stock hboot version, not the eng hboot (development/engineering hboot). So if you have S-OFF with that hboot then that's a good thing, you must have true radio S-OFF, and not the old "fake" S-OFF that was more risky. So you should be in good shape.

You need either a unlocked bootloader or S-Off to root a device.
If you are rooted properly then you can certainly flash Custom ROMs.
Before that go to ClockworkMod Recovery and take a complete Nandroid Backup of your current Stock ROM so that you can flash back Stock when you need.

can i install custom rom without unlocking the bootloader or i have to unlock the bootloader?
You need a rooted device to flash Custom ROM. To get rooted you need to unlock the bootloader or make S-Off.
You said that you are rooted the device with S-off. That' enough you can flash any ROM.
Still if you are not sure you rooted or not just refer this guide:

i cannot unlock bootloader because kernal version 2.6.35.10 ruu is not available on htcdev
Press <power> + Vol Down type what is displayed on your HBOOT.
If your Hboot version is 1.08.xxxx or later version you may skip the RUU Process and try to unlock the bootloader.
Follow the guide, it will help you to root.
I have Hboot Version 1.03.0000

You need to Update the bootloader thru HTCdev.com
Follow the steps carefully and patiently and update the bootloader. For RUU you have to choose according to your country/region and carrier, which matches with. But be sure to chose the right one.
You need to have installed HTC Sync, Android SDK and Java Runtime on your PC, those links are available with Guide itself.
After updating the bootloader, you need to root the device. Then install ClockworkMod Recovery, which will help you to take the Nandroid Backup of your STOCK ROM.
Thereafter if you need, can install LINK2SD which will help you to install all your apps on your SD Card. So that phone's internal memory will be increased and you can see a considrable fast with the device.

as i told u my kenral verion ruu is not listed on htc dev i have already installed clockworkmod reccovery and lind2sd
i just want to install custom rom
all guides of installing custom roms says that u have to unlock bootloader to install custom rom
If you are S-OFF, then you can just install a ROM. There is no need to unlock the bootloader.
is there a way to unlock bootloader without htcdev
is there r chances to hard brick my phone while flashing custom rom?

Hi,
Since your bootloader says S-OFF, you can try any custom ROM.
Just refer the below link, If you like it just download the ROM and Flash it. See all the features listed there. It's not available with the STOCK ROM!....

Why you are asking for S-OFF guide if you are already S-OFFed ??
S-OFF for One X is not available yet so there isn't any guide for it. And if you have an S-OFF device, you probably are among those lucky people who've got a factory S-OFF phone.

The Installation for s-on and s-off is the same?
I thought S-OFF don't need to flash the boot.img
So S-OFF devices only need an unlock, custom recovery.
They only need to flash the ROM but S-ON need to flash boot.img separate .
Isn't it right?

Its exactly the same as hofs said. Most Rom zips don't attempt to flash the boot.img in the installer script even though it would work with an s off phone.
Best off flashing the boot.img with fastboot if you don't know.
Restoring a nandroid will flash a boot though which is handy.
I put this together sometime ago which may be usefull to you.

Just lock up in HBOOT if your device is already unlocked...
If not then unlock your bootloader.
