What was the last stock rom you tried? You must enable volte on stock rom and then flash custom rom else volte won't work (personal experience)
If you have twrp backup of stock then restore it, enable volte in settings and when you get volte sign (HD next to signal) goto twrp and wipe everything and flash custom rom

Was volte enabled with 4G sim inserted? You can flash this stock rom (use the one which is your variant) and enable VoLTE and once you get HD symbol (you have to make a reboot after enabling VoLTE) install custom rom

Sorry you just made me laugh there
I'm also sorry that I can't really help you since I do not have VOLTE in my Country.
Everything I know is what you said you have done already.
aka Flash Stock ZUI, enable Volte (try if its working), shutdown the device and flash a Custom ROM you like.
You could try to get your SIM in Slot 1 (if it isn't already) and then redo the process.
Also using QFIl to flash the latest Stock ZUI Version (I suggest you to use the Indian Version, this will lock your bootloader again)
And then redo the whole process.
Just change the sim slot. You are probably using it in Slot 2.

I am using it in sim1 slot only.
The problem started all of a sudden. I was using the AICP rom, then there was an OTA update from their end so i updated it ,but after that volte doesnot work. Then i changed many ROM's but nowhere volte works except the stock one(which is very ****ty).
Did anyone find a fix for this problem?
My solutions
1. Install nougat update from lenovo i.e 2.5
2. Then enable volte in sim settings
3. Then unlock the bootloader again
4. Install the twrp
5. Install AEX(my suggestion)
6. Install micro gapps
7. Then reboot and please let every process complete dont skip anything let the phone detect the Networks
8. Saying it once again dont skip or hurry while booting let it complete and then click next
9. After booting enable volte in sim settings enhanced 4g lte mode
10. If it doesn't work for you then try the vpn settings which i have attached as a screenshot with this post
There you go.
FYI
i an also having same problem.. i was using AEX and suddenly my VOLTE disappeared........then i have flash 4 to 5 ROMS but nothing worked.............but i have tried my friends JIO sim which is working in my mobile

Same here. AEX messed it up, only solution is go flash stock Rom and then re-install whatever Rom you want.
Hay guys solution 100% working for zuk z2 plus Indian version
Switch off your phone
Remove sim slot
Put jio sim on slot 2 and other sim on slot 1
Switch on your phone
Disable volte from settings
Make a call from sim 1
Switch off mobile again
Remove sim slot put jio sim in slot 1
Switch on ur phone
Switch volte on
That's it
I did this just now and jio sim is working again

So I purchased a Reliance Jio sim for my phone. Thing is, it works perfectly fine on Oxygen OS. It did work properly on CM based roms initially, but now it connects, however in a weird way. I can send and receive messages on whatsapp and fb messenger. The sim icon shows the LTE symbol with the "!" sign next to it. Like as if it's not properly connected to the network, I'd say. However, on reflashing Oxygen, the sim worked perfectly fine. Any help? The sim does work in the Band 40, but still i have the problem mentioned above. It's really frustrating as i'd like to stay on cm. Are there any work arounds? Would flashing the stock modem over a custom rom help? Would that affect the performance of a custom rom in anyway?? Thanks in advance!

Sorry I do not have answer but have the exact same question. Also, I have additional ones: even with Oxygen OS, did Jio work from *both* SIM slots (or only slot 1)? Did you make voice call by VoLTE (or Jio's app)? I too want to move to CM as soon as everything works.

Well, i didn't try it from the second slot on Oxygen, but i did on CM13. The signal was full, and i am sure it'd work. I haven't tried the VoLTE feature properly yet, so i cannot comment. And i actually ended up finding a solution to my own problem, where in there was a proxy which was triggered in the apn. God knows how that happened. Anyway, it'd be helpful if anyone else who has experienced problems could offer some advice. Cheers!

they should work. I did not test those builds out because i wanted to use the oxygen OS camera port. It does work in the official RR, but as i downloaded the blackjubel build, i figured i don't need to test the official one for now. I used to use it before and it's an awesome rom. As for sultan's rom, loved the build, but my desire to use the stock oxygen camera made me stick with official CM.

Actually there were no APN s .. So I created one. Now data is working
As Jio sim uses 4G data for everything that includes voice, sms and data, it is very crucial that u have a proper APN for the sim.
Name: Jio or Jio4G
APN : jionet
Server : just type 3w dot Google dot com
Authentication Type : None
APN Type : default,supl
APN Protocol : IPv4/IPv6
APN Rising Protocol : IPv4/IPv6
Beater : unspecified
Create a new APN with the following settings and than u can either restart the phone or just set airplane mode and than back to normal.

I get the icon in the in call UI. The VoLTE icon appears while using Oxygen OS. Try using the Jio App, one of them is purely meant for VoLTE
I was having a similar problem when I flashed art97 rom (I might have the name wrong but it's similar to that). I have tried other custom ROMs based on CM13 (like resurrection rom) and VoLTE does show up.
Jio sim user here. Everything was fine until I decided to move to another ROM from Community Build. Found that VoLTE is not working on any other ROM, not even Oxygen stock. I tried locking bootloader and going back completely to stock but still VoLTE is dead. Don't know what I messed up but any help would be appreciated.

if you don't have a proper reply please don't comment. I asked about VoLTE not the Jio app. I know I can use it too.
At the moment no other Marshmallow ROM for the oneplus 3 supports VoLTE by itself expect the Community Builds. All 7.0 Nougat ROMs do give VoLTE support. I myslef am on AOKP N.
Flash a Nougat ROM and you'll get back your VoLTE.
I'm on CB 3.5.3 and I can't see VoLTE settings, here two pictures:
What's the problem?
Is the "Enhanced 4G LTE Mode" On under the Cellular networks setting?
No, I haven't.
VoLTE work around on stock / CB
Clean Flash Stock / CB rom using twrp .
You first have to extract 4 files contained in the zip file attached .
Now make a efs backup from twrp
Now go in twrp>backups>device serial number folder>the most recent backup you made folder
And paste the 4 files and replace them with your efs files Then restore EFS back up only using twrp.
That worked for my friend on 3.2.6 stock who completely lost VoLTE , tried every thing found this solution by hit and trail hope it works for you as well.

Did you try stock Nougat? I can no longer see the 'VoLTE' icon in Nougat but voice calls work fine without the need of any app. In Marshmallow VoLTE icon used to appear. If you see '"Enhanced 4G LTE Mode" option in cellular settings menu VoLTE should work.

Strange. Not sure why it is happening so. I got a Nexus 5x running Nougat too and it also doesn't show any VoLTE icon but everything works fine. Data, VoLTE calls etc.

Flash oos or open beta first. Boot up completely. U will have volte enabled. Then flash the custom ROM ..
There is an issue with custom roms .. none of them can initialise IMS properly and registration fails. However if you flash the stock oos or open beta first, the IMS registration works. And I suppose, it just sticks when you boot the next time with a custom rom.
Don't ask me the reason. It just works for me this way everytime without a fail.

Yeah you need to clean flash. Both. First clean flash oos/ob. Then clean flash custom ROM.
My theory is that it has to do with the firmware. So if you stay on the same firmware when moving from oos/ob to custom ROM, then volte should work fine. If you flash a different firmware then the custom ROM will not be able to initiate and complete the IMS registeration ... But as I said just a theory
Why dont you just try flashing the latest firmware which is recommended for your ROM..??

Custom roms dont really support carriers persay. Most roms dont support VOLTE, at least not the India based carriers. Best bet would be look for one that supports VOLTE on T-mobile and see if you can work with the dev. Other then that you will be hard pressed to find one that work with India VOLTE. Its just not something that is tested or cared about by most developers.
I think it's firmware related. So flash the latest Indian firmware. Also Try roms developed by Indian devs. They will try to support all carriers in India.

That will be a problem as most of the devs on different teams are not from India nor are they willing to add closed sourced code just to get something working that only one country uses.

VoLTE is a PIA for developer's. not just because the code is proprietary (meaning no access to the source code).
the Dev's so far have not focused to fix VoLTE for Oreo hence the issues. they focus on other major more important fixes first.
Oreo is a major re-write to C++ compared to Nougat.
VoLTE on 14.1 is stable because the Dev's have figured out a proper way to make it work. Which is not yet the case with Oreo. so if you want stable VoLTE stick with Official LOS 14.1.

I am on AEX.
---------- Post added at 07:50 AM ---------- Previous post was at 07:46 AM ----------
I think AOSP roms have volte problems.
When I am on AOKP os volte working fine..
Yesterday I flashed AEX which is based on AOSP.
Volte gone.
One way to get back the volte is by changing the sim card from 1 to 2 or vice versa. This will get you volte. And then if you want to change the sim cards back to original then do so. The volte will stick.
Other one is, flash the stock ROM modem or an LOS modem. It worked for me with stock and RR modem.

Which RR ROM did you install mate? I'm finding LOS 14.1 performance is sluggish and I'm experiencing kernel wakelock battery drains as well.
Keen to move to another ROM and kernel if necessary.
