Hey guys , when I got the galaxy s8+ I couldnt download applications unless I am on WiFi , has anyone experienced this , till this day I still cant download apps , I have cleared cache of google play and services , I even restored the phone and still nothing.. anyone have any idea ?
You need to go to the play store settings and uncheck wifi only...
You can also go into play store, and select which app you want to download. Stop it, then start it again. That is what I did when I had just bought my phone and had to work within that hour. Needed eBay at work lol
I have it so that it downloads from either wifi or data , I have also tried stopping it and restarting it manually , still nothing..
Clear data and cache from download manager.

It happens to me occasionally. I've tried all of the normal fixes. It's just random.

Try restarting the phone, it happened to me with the ported roms. Am keep it to download on auto for data and wifi.

Restarting does not help it. It's just random. Every couple of days it happens.
The only thing I have not tried is a factory reset.
I had the issue. Clear data and cache from download manager fixes it.
Settings > Apps > Show System Apps (3dot menu) > Download Manager
Force Stop, Clear Data, Clear Cache. Then Reboot.

Try going to Data Usage > Mobile Data Usage > Media and then click allow background data usage and Allow Data App While Data Saver Is On. It might solve your problem

The android market just gives me that striped animation anytime I try downloading an app. Have tried clearing the market cache, google framework service cache nothing seems to work! Just the new EU firmware OTA and rooted and removed the bloat apps and downloaded script manager from the market without any problems. Then tried to download a busybox app...thats when the market just stuck on the stripped animation and its been that way with everything else I've tried from the market incuding updates to my apps. Please any help guys??

Done a restart ?
If it does not help: Because you are rooted, you should be able to delete the Android Market. You can get the AndroidMarket.apk from the net and reinstall it(Unknown Sources have to be checked). But before doing something fancy, you should do a BACKUP, with CWM or RZR.

Yeah several restarts. Just got an update, it appears the youtube app also gets stuck with the rotating circle...cant load the video. Cant help but assume these are related. And also I've tried this on both wifi and 3G, same.

This is strange indeed. If even the solution above doesn't help, I would recommend you to flash you ROM via ODIN. Usually it should replace the missing files, so this could work. Do a Backup as mentioned above.
BTW: But generally your internet works? (via Browser)

Yes my internet works fine. I actually cant do anything requiring a usb cable since I lost mine and wont be getting a new one till the weekend maybe. I actually tried some other things like clearing the cache partition in recovery (stock) and logging out of gTalk and relogging in which solved similar problems for people online. Just seems everything is fine...except the market cant connect and download stuff, and youtube cant connect and load videos...I feel its a google account problem surely but dont have a clue what to do. Thanks for your response all the same.

I've done them...nothing. I've also tried clearing the Dalvik cache using Titanium Backup...didnt help. After leaving the phone over night with a dowload still in the background..this was the error I found in the morning 'Error Download Could be Completed (497)'..???

I cant quite explain what happened, but I fixed it. It had to do with a botched backup/uninstall of google books with TB. I tried to back it up but it seemed to just hang up. Then I killed TB in the Task Manager and restarted it. I realised a backup had been made for the older version(1.46) instead of the new version(1.52). Google Books showed up as a system app after my last FW upgrade and I updated it (through the market) but the update made the app unusable(FC everytime I start it). I ignored all that at the time since I didnt use it actually. Tried to remove it yesterday and I guess that set this whole mess in motion. Thanks to all

I get 941 error when installing apps way more often than on any other phones I used. I cleared cache & data for the play store (I also uninstalled updates) and the download manager, that didn't help much because almost every 4th app gives this error. Then I cleared cache & data for the play services, it's better now, but I still get the same error sometimes.
Anybody experiencing this or similar? Also, is there any way to fix this other than the 3 clears I mentioned above? Thanks in advance!
Try to delete the data of play store app. Worked for me

I used to get it every time. Cleared app data and cache which has helped.

edit the host or just delete it(system/etc/host) file then u good to go
i get this all the time now, ever since my phone went to lg for repair. i get the 941 error, then i click install and its installed fine...weird
update: Reading another thread on the forum, if you uninstall the updates for the google play store, that stops the 941 error, but be aware that the play store will update itself as soon as it can. ive turned off auto updating so i'll see if that helps

I've upgrade my Zenfone 2 551ML to 2.18.40.12 few days ago, but after then I can not download any updates from playstore nor download new apps. Its just showing "downloading..." forever, and no actual download happens...
Anyone having same problem?

2. Remove/Re-add Google Account
3. Clear data/cache Google Play Services
but still no luck...

try uninstalling google playstore and reboot,it will take time to upgrade,then try
i have same problem too before uninstall google play and service......reboot...install it again...
hmmm i had somthing like this some time ago while dowloading big games like GTA and such... what i tried is canceling and then imidiatly retring the download. You could also change from network, use other wifi or your own data.
Btw is your account set up download just in wifi? because it wont download unless you are in a wifi network

Well if not working try reseting the phone
I had the same problem yesterday, and I tried to check the My Apps menu in Playstore, it happened that all apps in "Installed" tab are downloading updates all at the same time. So I cancelled all the process and everything is back to normal.

Are the apps you are trying to update on the micro sd. If so try moving them to the device storage before you update.

Possible solution

A factory reset should work. However, I disabled my downloads app and the downloads provider and the play store refused to open.
I think that you should try to disable both of them; wipe any data or cache.
Then reboot and enable them and reboot again.
This should solve the problem.
Nexus 7 2013 Marshmallow not play store joy...
My Nexus 7 2013 updated with latest OTA Marshmallow some time ago, have rebooted a couple of times since then, suddenly stopped doing any app updates even though it seemed to think it needed to do so. The downloading progress bar would just go on forever. I finally got fed up and reset cache and data, rebooted and nothing. Then I did a factory reset, but let it try to re-add all my apps, that was taking forever as well and never actually getting anything to complete the installation. Then I did a factory reset without restoring any apps. The tablet runs, I can surf the web, lots of other things, but when I start the play store it apparently is the older version of the play store and it never wants to update itself. When I click the play store build(5.12.7) within play store settings, it says there is a newer version available and will be installed. That hasn't happened for 2 solid days now. I can't get any apps to install at all and the play store is stuck on the older version.
Advice?
P.S. Yes, I have a good WiFi connection.
I am having this issue now on Zenfone 2 version 4.168. Somehow, this started happening after my friends wifi went down. When it came back I still couldn't use it effectively. I could not connect to games or google play store. I tried clear cache and data from services and play store one by one but no solution. I booted to recovery and wiped cache from there still no difference. Factory reset was only solution that worked and that was my last resort. I thought the wifi I was on got hacked or ddosed because thats when issues started. So it has happened again after I did the factory reset. I synced my apps from gmail after I reset and it was fine for at least 4 hours till now I can't connect to game of war and when I go to play store and my apps, I get can't connect to play store.
I tried almost everything. Cleared Google Playstore cache, data and Google services framework Data, cache and download manager cache ..hard reset my phone. But still same issue. Tried adding my Google account again and removing. Switched on vpn and tried without VPN but nothing works.
I'm able to download apps on mobile network but with wifi running I get this error 489.
Using everything stock and its an international version.

You're not supposed to clear the data for Google services framework. I would recommend a factory reset at this point.
I'm getting the same issue on mine. I've done everything you've done except for the reset. It's sort of random, on mine, which apps will download and which ones won't. I can still download/update some apps, but not others.
Does anyone know what can I do? what happens is that I install the Android 10 update and it doesn't let me install applications from Google play I already did the cache removal but I still can't download (European version)
Maybe force stop and clear all data? Not just cache.

Stuck at 'waiting for download' or do you get an error code?
I had a problem with the VPN (used by my adblocker) after the update, it kept losing connection. Couldn't figure it out so backed up some app settings and did a factory reset. Everything works fine again now.
Stuck at 'waiting for download', I guess I will have to do the same because I already tried several things and I can only install and uninstall with mobile data, but that is not convenient since it spends a lot of data

So you can install apps via mobile data? Sounds like a wifi problem. Already did a reboot? That's always my first option. If that doesn't (or didn't) do it then try force stop play store, clear data ánd uninstall/remove updates.

Connect to someone else's wifi to check if your wifi really is the problem. If so, unplug it for a few seconds. Maybe that helps.
Or visit APKMirror and update the play store.
