It seems that you are in the same spot I was yesterday. I solved it by installing android revolution lollipop with twrp, then running sunshine un the same ROM, getting S-Off, then you can flash any RUU through fastboot.
I just have my m9 and is in nougat from telcel, is locked, my question is...
How can i get a developer rom or a custom rom in my m9??

For developer rom you need S-OFF.
If you want custom roms you only need to unlock bootloader at htcdev.com, flash twrp and next you know what to do

I have black HTC One x purchasing from T-MOBILE Germany , and there are lots of apps which I really dont want to , that's why I decided to install international rom , after unlocking bootloader and install cm recovery , can i install any other htc stock rom like htc asia or europe or etc ?
can my phone be bricked? thank you

You can unlock the bootloader and flash any custom rom but you will not be able to flash a different RUU other than your carrier branded one.
You can only brick your phone if you don't follow instructions carefully. Check the Dev section - there is a step by step guide to rooting your phone.
but , If you have unlocked via HTCDev the this would have removed your CID in which case yes you should be able to flash the WWE RUU on a branded device.
If you have not unlocked and are still running stock then no it wont work.
I've unlocked via htcdev and my cid stayed the same 001. There's a few threads which all say the same thing, and that is we need s-off to change our cid

Why do you need RUU to flash on an unlocked device. U have a choice to flash custom roms from Android development section. These custom roms from our developers are fully optimized to flash on.
I currently have an AT&T unlocked with TWRP installed. I am trying to get Cyangen 12.1 installed, but I believe I need to get android 5.1.1 installed first(currently running 5.0.2). I can't get any HTC installs to work, probably because of root or because of the bootloader. Any suggestions to get from 5.0.2 all the way to cyanogen mod 12.1? Thanks all!

you'll need to relock the bootloader and flash the RUU found here to update your phone

after flashing the ruu, you'll have to unlock the bootloader and flash TWRP again.
be aware theirs a setting in Developer Options to allow the bootloader to be unlocked again

No limitation because you have the latest Marshmallow firmware installed.
You can install any ROM .. Sense, AOSP and GPE.
For GPE, use the flashable GPE ROM not GPE RUU

Yes ... any ROM .. means any GSM ROM (not Verizon, not Sprint).
Your T-Mobile is not a US T-mobile .. so yes ... any ROM

Any ROM from the "main" M8 Development forum or Original Development forum is fine.
Just stay away from ROMs intended specifically for Verizon, Sprint, Dual SIM or M8 Eye (and the last 2 don't have many ROMs at all). And those ROMs are posted to other variant-specific Development sections.

i'm sorry to bother you but but i have a doubt: does it matter what CID or MID i have in order to unlock the bootloader, instal twrp and flash a zip rom?

I somewhat disagree with the previous response. There are some cases where CID and MID matter:
1) Verizon version, which does require s-off to unlock bootloader (that carrier forced HTC to block bootloader unlock via the normal means HTCDev.com).
2) Verizon and Sprint versions use a different kernel, so the ROM needs to support Verizon/Sprint specifically, otherwise the ROM won't boot. Or another option, is to install the proper kernel after flashing the ROM.
3) Some M8 variants, like the M8s, which requires a different (its own) TWRP version.
But it is true, for the majority of M8 versions, CID and MID don't make a difference for unlocking bootloader, custom recovery, and custom ROM.
Do fastboot getvar all, and post the results (delete IMEI and serial number before posting) if you want us to take a look, and confirm.

Just got an M9 whith bootloader unlocked and rooted,TWRP 2.8 also is installed.
I want to upgrade to MM which mean firmware 3.5 and i cant do it.I cant get any OTA as an 5.1 ROM is installed and i cant update further in MM.
I tried to flash boot.img in download mode and then when to enter in recovery to flash any MM ROM on firmware 3.5 i get stuck in bootloader/fastboot mode.
How do i flash firmware 3.5 on S-ON??
Please as im really desperate for help.

The RUU mode seem's not to work as i get a 131 error,which mean is not the proper RUU for me M9_UL Device.

got mine to upgrade from 1.30 up-to 2.10 but cant update any further, the only thing i done to mod is {getvar all.} any help please kind regard's Joe i used batch tool to get getvar all

I think you are confusing custom ROMs with stock (HTC) ROMs (RUU).
Custom ROMs (as mentioned): s-on if fine, just need unlocked bootloader, and custom recovery TWRP
Stock/official ROM (RUU): If you are changing carrier/region versions, you need s-off and change the CID (or SuperCID). But this is not recommended nor necessary for most folks (only suggested for experienced users, with the proper circumstances).
