I'm living in europe and ilooked at HTC one site, i understand that the developer/unlocked devices have the same bands as AT&T.
in the HTC site specs the bands are:
4G - LTE:
AT&T: 700/850/AWS/1800/1900/2600 MHz
So AT&t/dev/unlocked have 700/850/AWS/1800/1900/2600
But in this site: http://shopamerica.htc.com/cell-phones/productdetail.htm?prId=42977
it says that the bands are 17/4/2/5 which are 1700, 1900, 850 and 700.
What are the right specs?

So the users that are going to use this device in the USA on AT&T or T-Mobile, where are you purchasing your device from in the states?
Also does anyone know if I were to use it on AT&T will I have to change the cellular settings or will the device pick up default settings on first boot. I remember there were different APN settings for AT&T and an unlocked device to give it access to faster DL speeds. Does anyone know?

No, it's not compatible with T-Mobile US 4G unless you're lucky enough to live in one of the few places where they're using 1900MHz. It'll work with AT&T data roaming at 4G, and it'll work as 2G on T-Mob's own network.

GSM 850, 900, 1800, 1900 MHz
UMTS 850, 900, 1900, 2100 MHz
Data HSDPA+ (4G) 21.1 Mbit/s, HSUPA 5.76 Mbit/s, UMTS, EDGE, GPRS
UMTS on AT&T works at 850 and 1900 MHz so should be fine, I am not sure about t-mobile. it might work at 1700-2100 so could be kind of a problem...
regarding my personal experience, I have a european desire hd (on at&t), and in the bay area (SF) it gets no more than EDGE connection (I saw 3G icon couple of times ). However Desire HD doesn't work at 850 and 1900 MHz, whereas One X does so... should be fine on at&t.

Yep, as I said, there is no 4G on T-Mobile unless you roam to AT&T, or you're in one of a very small number of places in California where they've started using 1900MHz for T-Mob.

I am a new member here, so please forgive me if I am asking dumb questions...
I recently read on the US Samsung website about the T-mobile version GS4 that it has 6 LTE bands on it: 1/2/4/5/7/17, which correspond to 2100 1900 1700 850 2600 700MHz respectively. Since T-mobile website did not specify what bands their GS4 will have, I assume it will be the same as the T-mobile version GS4 on the Samsung website.

LTE: Bands 1/2/4/5/7/17;
HSPA+/UMTS: 850/1900/2100MHz;
GSM: 850/900/1800/1900MHz
T-mobile:
UMTS: Band I (2100);

My questions are:
1. Since AT&T uses LTE bands 1/4/7/17, which are also covered in the Tmobile GS4. Technically, does that mean I can use Tmobile GS4 on AT&T WITH LTE network?
2. I will be traveling to Asia and the country I am going uses 2600MHz (Band 7) as its LTE band, does that also mean I can use LTE on their network too?

Below is the network info for HTC 10 from Verizon and specs do show that 3g/4g(UMTS) should work find as long as you are in 1900 band area. It is because the phone is missing 1700 that T-Mobile is using. As for LTE signal, you are covered I have made bands in "bold" and they represent T-Mobile compatible bands that Verizon model has.

Ignore the LG site.
It only lists bands which are supported DIRECTLY in that region, not the bands the phone supports via hardware.
Where are you buying the phone from? The seller should list the bands on the phone, but all the bands are printed on the box itself.
The phones also say "GSM only no CDMA" but WCDMA bands even work. I don't know if CDMA or WCDMA are the same thing or not.
Keep in mind ONLY the european version (not the EAW) can be rooted right now.
Here are the bands the EAW version supports:
. GSM: 850.900/1800/1900. WCDMA: 850/900/1700/1800/1900/2100. TD-SDMA: 1900/2000. LTE: B1/B2/B3/B4/B5/B7/B8/B12/B13/B17/B20/B28/B38/B39/B40/B41

I answered this question earlier in your other post. Remember I own this phone on tmobile.
No one uses band 66 or 71 from what i've seen anywhere.
Tmobile uses band 4, 2 in some areas, or 12. At least from what I've seen.
You're overanalyzing things now.
I've tested the bands in the service menu.
Why don't you call t-mobile and ask them if they use a strange band like 66 in your area? I've never heard of that before.

Does the LMG710EAW really support both bands 7 and 20? My research turned up that it supported band 7 (2600mhz) but not band 20 (800 mhz) or is this just due to them only listings bands from that region?
I ordered one without maybe doing my due diligence and Vodafone UK for 4G is bands 7 and 20
I have both LMG710EAW and LMG710ULM in hands, LMG710EAW doesn't seem to support B20, as in the parking area I get 4G on ULM but not with EAW.
But it's strange as today I had a look on the original packing of ULM, it's written with B20 support???
Also from LG site, FDD 4G Networks, without B20: 2100(B1) / 1800(B3) / 850(B5) / 2600(B7) / 900(B8) / 700(B28) MHz
