I may be way off base, but I just upgraded to a new 4.4.2 CM based ROM and the dev believes WiFi Calling is exclusive to Samsung. I am under the impression it is exclusive to T-Mobile firmware. Does that even make a difference?
And can WiFi Calling be integrated into CM based ROMs?

Short answer - WiFi calling is only for T-Mobile and only for Touchwiz Roms. Period.

WiFi Calling is something integrated deep into the OS. The SDK likely is for allowing apps to work with that closed source OS system, not to duplicate it. It would have to be completely reverse engineered by studying network packets generated by the phone during WiFi calling, figure out the protocol and any encryption used, find any encryption keys needed, and rewrite everything from scratch based around those findings. Not an easy task, and for the most part it's of fairly low reward to most users as normal calling works fine. That said I was reading a discussion recently on /r/linux about the Antrax kernels (forget what device it was for) and the developer witholding source code (which is illegal under the GPL if you distribute binaries). It looked like one of the sources that might be witheld is an open source WiFi calling implementation.

If he really does have WiFi calling working at the kernel level then we should be pressuring whoever is entitled to make him release code to do so. By the nature of the GPL license anything at all that goes into a kernel binary released to the public MUST be released under the same license (GPLv2) and thus those people who received the binary are entitled to his source code which they can then redistribute.

I do happen to be in the minority group that has shoddy coverage, so wifi calling is a godsend.
It's unfortunate firms like the one discussed in that post don't have to be 'resolved' quickly, given the volatile responses. Either make them share it asap, or figure out the price points and let everyone know how the game is going to be played...

My wife has an LG optimus l9 (I think that's what it is anyway) with wifi calling - it's a T-Mobile-variant phone thing more than a particular android skin (TW, Sense, ...whatever LG calls its thing..., etc.).
Isn't wifi calling just on t mobile regardless of the phone

WiFi calling is on many T-mo phones, but not all and it's not only Samsung and it doesn't have to be smart phone either. My father has it on some older flip phone, not sure what it is running but I'm sure it's not touch wiz, probably not even Android. I think even some old Nokias had it under Symbian?

I'm curious because I see TW-based ROMs for the Note 3 that don't say anything about Wifi calling as a feature.

It has to be both TW-based AND TMo(carrier)-based (meaning the international TW bases won't have the native Wifi Calling feature).

I'm sure we`'ll see it added soon enough. Cyanogen added it to a lot of cm7 supported devices. It's only a matter of time. I'm stuck on modded stock roms until it is. XP

except that you are mistaken. My old phone was an LG G2X and both CM7 and CM9 have WiFi Calling working on that phone's releases.
What exactly is needed to get it working? Can you just copy the APK and associated files from a stock rom and paste them into a CM9 or is there some underlying system-level programming that has to be done as well?
It is not in the cm9 d2tmo 7/27 nightly.
Cm9 least brings back the 2g/3g toggle so battery life is better than stock without wifi calling in 2g only mode.
Fyi the nightlies are stable... only issues for me are with camera
If trying to obtain focus in low light situation and continually click on your subject for more then 4 seconds...then I get close/wait

I haven't bothered to look through the sgs3 source, but on my old t-959 vibrant, wifi calling also required support compiled into the kernel (KINETEO_GAN or something like that) so it's likely that we'll need the source and means to do the same for the sgs3 before wifi calling is even a possibility on cm10.
And hey, maybe that support is already in the source, like I said, I haven't bothered to download it and check.

WiFi calling can be set up on any ROM. Not T-Mobile WiFi calling, but free WiFi calling nonetheless. There are plenty if tutorials floating around.
And it will never be built into official CM source.

I just reflashed my old Desire Z with the official CM7.2 downloaded from RomManager, and it came with the TMo WiFi calling built in. I'm very interested in this. My office is a cellular black hole. I need to be able to make WiFi calls with my TMo number. I don't care about the other free WiFi calling apps. I hope CM will eventually support this, or someone comes out with a patch.
BTW, the CM team is amazing. I'm not complaining about them.
In using Infamous right now and am really happy with it except for a few hangups here and there, but I was wondering if there was any other yet that I should know of.

You would have run TMO carriers roms to get that feature, and I think all have that feature.

As far as CM and other's of that nature, not a single one. Also, don't expect it to be incorporated into non-TouchWiz ROMs any time soon.
This is a question to all devs who understand the underlying system far better than I. I have a T-Mobile Note 3 and am interested in moving to CM but where I live the signal is not great at all so I MUST use Wifi calling and MMS. now is the mechanism a module that can be moved to another rom or is this something baked into the samsung based rom itself?
If I can move to another type of non samsung rom and take wifi calling with me how can this be done or is it a feature that will have to be added to source and recompile?

If I had a need for it, I'd use csipsimple and voip.ms or callcentric. I believe the AOSP dialer app supports sip calling as well.
I've been tmobile for years with many phones and have never heard anyone porting it. Make that happen and lots of donations would come at ya like a stripper getting rain'd on

This is exactly what my thoughts are if anyone gets it to work out of the box on tmo devices they would be swimming in donations.

Well since it is baked into the samsung roms it would mean that it would have to be reverse engineered. no one seems to want to take the time to do it or they can't figure it out and from what i know they would be able to get about 60k from various device forums.

False. CM7 had it for the Mytouch 4g. But that was also when T-Mobile used the Kineto apk version of wificalling and not IMS.

Hangouts/GV is something entirely different from wifi calling. Wifi calling is baked in by tmo and requires touchwiz and some propriety libraries. Hangouts/GV is completely independent of this and should work fine on AOSP

Short answer: 100% impossible. The Wifi Calling app itself has been open-sourced by T-Mobile, but how to completely implement it into the device framework, as well as the SIM authentication method (I believe) is still a mystery. Well, we know HOW it's done, but not how to implement it. I'm not a developer, just stating what I've read.
On older devices, when T-Mobile used UMA instead of SIP (two different protocols) for Wifi Calling, it was possible to do. But as of now, there are huge bounties to try and implement it in AOSP ROMs because no one has been able to do it.
So since we can flash an international rom on our phones...could there be a flashible mod that will allow us to take advantage of wifi calling and volte?

It's much more complicated. In addition to the configs and APKs, there are certificates that can't be copied amongst other things. It may get easier in the future now that Google has Project Fi going and they more tightly integrate all of the settings for the carriers that offer Wi-Fi calling, but we'll see.
