I installed CM11 on my N7100. Most of the things I'm finding online indicate since Android 4.4 uses host card emulation (HCE) instead of the secure element, any 4.4 ROM on any device should have Google Wallet's Tap and Pay feature enabled, but this doesn't seem to be the case. I haven't actually tried paying with my phone yet, but when I go into Google Wallet, there's no Tap and Pay Settings, so I'm pretty sure it's not working. Does anyone know why it's not working and what I can do about it?

No luck with CM11 on tmo sg3.
Same issue here on M7spr running cm11 tried it at a store where I know works and no luck
Its working fine for me on ATT GS4. I just flashed the January 31 nightly and went and downloaded wallet from play store and it set it up on its own. No troubles at all for me yet with this ROM besides that the s-view cover does not work, but that's to be expected.

You have to enable Tap & Pay within Google Wallet and make sure NFC is on. The Tap & Pay option in the settings menu only showed up on my phone after I did that.
I can't enable Tap & Pay within Google Wallet because it says "Not Available."
NFC is on. There's still no Tap & Pay option in the settings menu.

I have the same problem. I have a Verizon GS3 and it worked on CM10 up until they disabled devices running anything lower than 4.4. So I moved up to CM11 and my NFC is on. There isn't a "Tap & Pay Settings" option in the Wallet app anymore. And under the "Tap & Pay section in the main phone settings, Google Wallet is selected.

For those of you who do not know what HCE is, it is what makes tap and pay work for apps such as Google Wallet when device is running Kitkat. Kitkat does not use secure element. Android 4.3 used secure element and that is why Google Wallet worked when running on Android Jellybean 4.3. I am quoting information below from another article i read.
"Tap and pay functionality is available in the US, and requires one of the following NFC-enabled Android devices with a Secure Element chip running 2.3 (Gingerbread) or higher on select carrier networks, or an NFC-enabled Android device running 4.4 (KitKat) or higher:
I read that as an either/or statement.. the second doesn't seem conditional to the first
EDIT: What they didn't tell us, according to Entropy512:
HCE support is missing from the AOSP stack for NXP NFC controllers. It only works on Broadcom (NCI) controllers. (Unless it was pushed as part of the android-4.4-r1.2 tag...)
So if you have a device with an NXP NFC controller - still no Wallet for you. If your device has the HCE permissions XML (this will only happen if someone made a mistake), Google Wallet will indicate that it's 100% ready for payment, but won't react at all to a payment terminal.
(Another option is if an OEM implements HCE for NXP chips even though it is missing from AOSP.)"

So some of you may know that today (11/14/13) ISIS went live nationally in the US. I popped into one of T-Mobile's many fine stores and replaced my sim card with a secure element sim card that will allow you to use ISIS. Well long story short I installed the google wallet app to find to my surprise that it worked! Check out the pictures below.
You can access Google Wallet (Thanks to PhantomRampage for correcting me)
Tap to pay does not work from what I see however if you have used it in the past and added your credit cards,
your cards will still exist. Someone will need to test this to see if maybe it could work regardless and if not then
maybe a patched .apk could be created to allow tap to pay?
This method might work on AT&T and Verizon phones as well (with an ISIS sim card)
Everyone can install the app from the market now, but only 'supported' devices can use the tap and pay function. Check to see if that option is available to you. Probably isn't.

Exactly. Everyone can install Wallet now, even non-NFC phones. They only enable the tap to pay and NFC functionality if the phone is "supported". If you want the tap to pay, I believe you still still have to mod it. I was using the framework mod and the build prop mod to get it to work. Pretty simple.
We all know google wallet wont work with our phones anymore, but there is no clear answer that I could find.
Requisites for wallet:
Kitkat (4.4.x)
4g
NFC
NFC SE SIM card (this one was new to me)
Unrooted (this one may or may not be true)
I just went to verizon today to get my new NFC SE SIM card. It was surprisingly painless. When I booted back into Kitkat, there was still no option under the general "Settings" or "NFC" to enable Tap and Pay.
I am still rooted, so I will probably unroot soon just to test it. I will report back with anything I learn.
If anyone has been able to use tap and pay on Kitkat with the latest wallet app, please let me know what I've missed.

It's just google not allowing it to work from non factory updates. i've read it on various threads here. it really sucks.
Good news that Google will replace Softcard, however, I just installed Wallet on my note 3 and there is no tap and pay. What is the point of switching from SoftCard with Tap and pay to Wallet without?
Does anyone know when/if google wallet will support tap and pay? Do I need a hack, like in the old days?
Has anyone got the note 3 to work with Wallet for tap and pay purposes?
Update: Called Google, They said that Wallet doesn't support the Secure Element in the Note 3, and cannot access the SE on the SIM that SoftCard used. So essentially, Google is turning off tap and pay access for all of us with non Sprint Note 3 phones. Google should at least replicate the functionality prior to turning it off. I thought the idea was to build up the tap and pay user base. By disabling softcard, they have actually reduced the tap and pay users. Very disappointing
It already does support it.
You need to have a valid card/bank account registered, NFC must be enabled and you must enable Tap and Pay in Settings.

I feel like a noob, but I've looked and can't find a tap-and-pay option in my settings.
You can enable the settings in smali. I don't know if they'll work or not though, as I could care less about tap & pay. I don't mind lifting my arm for the three and a half seconds it takes to swipe my card.
Thats the problem, no tap and pay option in wallet settings. I seem to recall the note 3 had a different secure element/nfc chip, and needed the isis sim to get around this. I fear wallet just will not work unless it is updated. Has anyone got this to work.
Stock rooted rom here, if that matters

My Note 3 had a secure SIM from T-Mobile for Softcard, but Tap and Pay always worked for me with Google Wallet as well. Used it many times.
I have a Note 4 now and Tap and Pay works with GW there too... no secure SIM required.

I just received lollypop, still no tap and pay. I uninstalled softcard and reinstalled wallet but tap and pay still isn't there. here's hoping google ill use the softcard functionality to update wallet to give us the tap and pay love. I'm glad its working for u, the rest of us are still in the card swipe stone age.
I wonder if Google already has a thread setup we can "star" for this issue...

I have tried with the softcard sim and without and tap and pay doesn't pop up in Google wallet .... which note 3 did you have? Thought none of them would work because of the drivers for the nfc chip ....goggle couldn't get them so they just disabled it .....
SO Android Pay is out, and since we lost ISIS/SoftCard we have been without Tap and Pay. It says that Android pay should work on any NFC Android phone KitKat or above. I installed the app and made sure I have the latest Google Services, which I do, but I keep getting an Android Pay Unavailable error when I try to run it. Has Anyone had any luck. I have a Note 3 with stock Deoxed Rom Rooted and Xposed.

Same issue for me. Actually found services 8.1.14(238) and get same issue and am stock. I have unlocked the BL in the past though if that becomes info we need to see to understand this. Would be curious what luck a 100% stock and never messed sorta T-Mo person would have.

It won't work on a rooted system. It also won't work if xposed is installed...even with root cloak. I think you have to be 100% stock unrooted and odexed. I really hope I'm wrong here, but that seems to be the case.

I am 100% stock and get Samsung updates and the like. I had rommed prior and so had unlocked the BL, but am now 100% stock again other than the BL security flag that knows I once had BL unlocked. Getting this same exact message.
I have to assume this fist release of Pay has yet to address the missing tap to pay sorta NFC stuff on our T-Mo Note 3's and is basically won't load on our devices as it knows it won't work. Probably why none of us have seen Wallet upgrade to Pay in the Play Store just yet or got the services 8 upgrade without doing it manually. They probably need updated still to make our devices work.
The SM-N900T never had a locked bootloader. You may be referring to the knox flag, which shouldn't matter.

Yeah...meant the Knox flag...other than tripping that awhileven back I am 100% stock again...recovery and all. Never realized the BL was always unlocked on this. I have just tried Google Services 8.1.15 and still the same error.....seems the base Pay app is still not compatible with all NFC capable hardware yet probably. I'm sure this is why I can load the new wallet app from Play, but still don't see the Pay upgrade to the old one.
New Pay app and still no luck...same Pay Unavailable error. This build of Pay may have added support for some devices other than ours though...

3rd play build still no good....the Play Store page for Pay now shows up and old Wallet is gone. The Pay page says my device is not compatible....so the NFC nonsense must will be an issue...so annoying they can't get this working.
Then they shouldn't say that it will work on any device with 4.4.4 and above with nfc because that is clearly a lie

This is something I have researched for a while. It appears that the note 3 was built with an NFC not capable of host card emulation, which google wallet and now android pay depends upon. The work around I am hoping for is to pair a gear s2 with my note 3 and get samsung pay loaded somehow, so I can tap and pay with the watch. I was linked to a page by AT&T support that listed the note 3 as a non supported device on Google's android pay site.

I just recently got ahold of a tmobile Galaxy S3. it came with 4.3 on it i rooted it and installed the cm11 rom evrything worked out perfectly but the tap to pay functions were not working. i have searched online and see this is a common problem and was wondering if there is any working roms or fixes that will allow for the nfc to work on the phone?
Short answer nope.
Back when Google Wallet was Google's the nfc payment app(AKA when it was good) it used Secure Element that worked as long as you had a T-Mobile sim and a modded copy of Google Wallet. Later on Wallet switched to H.C.E (Host Card Emulation) as so died NFC payment on the S3.
Cyangenmod doesn't support H.C.E and Samsung stop at Android 4.2-43 which also doesn't have H.C.E support. Even if the S3 had an official 4.4 rom Samsung used some weird NPX chip that doesn't work with H.C.E anyway.
Let's say you find a way around all that Android Pay doesn't work on a custom rom or rooted devices even with the system less root method.
