Why do you get a "Device Set-up Failed" error?
For security reasons, Google Wallet can only be activated once on a device and must be reset in order to work again.
Can't I reset it by going to www.google.com/wallet?
Yes, but there's a caveat. The Google Wallet app has to respond to the server to confirm that it has been reset. If someone steals your phone and stops the reset process, Google Wallet will be broken. The same goes for installing a new ROM that prevents the Wallet app from communicating with the servers.
Here's how to fix a device set-up failed error:
1. Go to www.google.com/wallet and reset your device
2. Uninstall any trace of Google Wallet
3. Create a nandroid
4. Return your phone to the exact state that it was in when Google Wallet worked. (For me, this was LGNPST to ZVB, rooted but locked)
5. Install xposed installer and reboot
6. Install and activate Google Wallet Root and Region Check Remover module and reboot
7. Install Google Wallet (still can't download from the Play Store)
8. Start up Google Wallet and log in to your account
9. Once set-up completes, create another nandroid
10. After reboot, reset Google Wallet through the app
11. Restore your original nandroid
12. Install xposed and root and region check remover
13. Install Google Wallet and sign in

I don't know how many times I have tried these steps before - the only difference was this time I did go back to an older copy of ZVB (Odex, though I was pretty sure I used DeOdex with my original Wallet) and it worked. Wallet finally re-activated

Wallet seemed to be working. It even let me add new payment cards, but everywhere ive tried to use it I get a declined error from the merchant. Ive tried with both my credit card and my debit card. Both cards go through once they are physically swiped.
I'm about to give up. Has anyone been successful in making purchases with the app?

Your credit card company might not recognize the charge, give them a call to allow them to authorize it.
This was what happened to me.
I haven't tried to use wallet in a long time so I don't remember the exact state it was when it last worked.. Would going back to stock suffice?
Also where can I find the Google Wallet Root and Region Check Remover module?

I have had no issues. I bought soda from a coke machine. And yesterday I bought coffee at Tim Horton's.
Also. I've used it on stock rooted and aosp ROMs.

Hi guys,I searched the forums but cant find a a post retaing to the problem im having so I hope this is in the right area. I just rooted my S3 last night had no problems. I installed google wallet following the instructions that are in these forums,I followed them to a T cleared my caches,flashed the 2 files (the apk,and nfc,lib fix) and changed my prop files. Everything installed perfectly,I could add my credit cards and even when I log into google wallet acount online I can see I have a device connected to my account. My problem is when I go to use my pay pass it wont work,I tried it with my phone unlock on the homescreen,I tried it with the google wallet app open. Nothing! I tried 5 different stores today thinking maybe a pay pass terminal was broken but no of them responded. I know my NFC still works because I can still use my tectiles cards. Am I missing something? Or need to flash another file I missed? Any help would be great thanks.
Im on ATT running stock rom with clockworkmod.
You most likely didn't miss anything. It just doesn't work with some of the ota updates..
Do more research but If you can confirm that.. Flash to an older version of 4.0.4..
I'm stock and haven't ran any ota updates and it runs fine.

I've been getting errors adding my credit card in wallet since 4.2.1. I've tried xylon and aokp with full wipes and have tried clearing data in the app as well as uninstalling and redownloading from the play store with no luck. I've also done a quick Google search but didn't seem to see anything that would match up with this issue. Any thoughts?

I got a replacement gnex vzw and put 4.21 on it. since then, haven't been able to authorize a card on my gnex
don't know if it's the phone or the rom/software
I'm in the same boat.. worked fine earlier, updated to a 4.2.1 rom, now it doesnt work... has anyone got a fix? or is it a simple as flashing back to a 4.1.x rom and it works again?
Same issue here. I just purchased a factory re-certified Galaxy Nexus and set up Google Wallet on the stock OS and it worked. When I flashed 4.2.1 I made sure to not backup or restore wallet from Titanium Backup. I can log into Google Wallet and see my cards but it says "Setup Required" underneath all my current cards. If I tap them it attempts to add the cards then says "Unexpected Error". I've tried resetting Google Wallet through settings. I've tried deleting all my cards and re-adding them which is only partially successful. The cards seem to get added to the account but the process doesn't make it all the way. It says "Unexpected Error: An unexpected error occurred. Please try again."
UPDATE: I gave up on it and reported it to Google via the Send Feedback option. I did nothing about it but tried again the next day and my cards activated. Everything works now. I'm glad it all worked out. I was starting to think I maimed my new nexus.

I new to rooting and android and have some questions.
I think I corrupted the google framework on my phone.
I rooted my TMobile SGN2 using the*toolkit and Odin and SU on my phone. I used Option#2-Flash insecure boot image, root and install busybox" . I also installed Titanium Backup Pro and backed up all of my apps but I didnt do a full image backup using CWM or anything*similar*

The phone worked fine for about 1 week but then*I then decided to call Tmobile support because I was having data speed issues on vacation and they told me to reset the APN and Search for Mobile Operators in the Mobile Network settings. *I forgot about the APN changes I had made and it restored the original APN to the factory settings. *
Now I have the following issues with my phone.
1) I constantly get this error and it freezes my phone for 15 seconds. "Unfortunately, the process com.google.process.gapps has stopped"
2) If I goto the gmail app it says, "gmail has stopped" and it doesnt load
3) Now I cannot*load google play store any more so cannot install apps or do updates.
4) My*AllShare Cast Wireless physical Hub tries to connect to phone but doesnt connect anymore.
I have tried emptying the google files cache and stopped and restarted all of the google services, tried rebooting phone, taking out sim card and even went back the the original APN but the problem is still there.
What should I do?
1) Call Tmobile and see if they will send me a new phone? *I do have insurance but the phone is now rooted.

If I do a factory restore and the phone still has issues, will they be able to tell I rooted if I decide to use my insurance and get a new phone?
3) Try to use SU or some other way to just fix the issues I have?
PS, when I try to use my wifi hotspot now, the Tmobile Tethering wants me to active and setup their service, so Im no longer able to use my hack.
Please help me.

Try flashing this in odin, http://forum.xda-developers.com/showthread.php?t=1975560 pre rooted odin will fix your errors just factory reset. then odin. let me know.. .... leave tmobile out of it

I figured it out! It turned out to be some kind of an error while updating the apps from play store. In the application manager there was a disabled update process which after turning it back on worked liked a charm (scroll all the way down to the bottom in the APP MANAGER-->ALL and it will show any disabled apps. Renable the app. I also decided to clear cache of all of the google services, gmail, app store, internet, etc. and then I deleted my google account. I rebooted the phone and added the google account back and viola... Its all back to normal.
But now that my wifi hotspot is not working, should I try this hack instead?
This application requires a "rooted"-device and (probably) a custom-kernel which supports netfilter (iptables). I only rooted my device but no custom kernel? Will it still work for me?

Then had a problem with the rom so I did a full wipe without having a chance to reset my google wallet. Now after flashing a ROM, I can not have google wallet working any more. Tried everything under the sun and I can not add my account anymore. Google wallet app can be opened but cannot add gmail account. Did a lot of searching but so far nothing seems to work. In my google account the mobile wallet device is shown as deactivated. No button to reactivate. Even tried flashing different ROMs. Any one had this problem? Help please...

If you have a nanadroid back up of your previous rom where your google wallet was working, restore it reset google wallet and then it should work.
if you didn't then i don't think you will be able to get it working again.
Yes before flashing another ROM you MUST reset Google wallet I made the same mistake. I think you can reset it on their website or through the play store I think.

I've flashed ROMs without wiping twice but both times its worked and NFC has not broken. But you can also wipe from computer

Hi, I have all the latest installations of the SkyNote 8.2 and Google Wallet installed according to instructions. But, it produces an error when I launch it...states: "Device Not Ready - Wallet is unable to proceed until this device is fully initialized. Make sure the device has network access and try rebooting if the problem persists" I have rebooted the device several times, and it has working network access ( tried both cell network and wifi ). Please help let me know what I can do to fix this issue. What do I need to do to fix this?

i figured it out, i had to go into android os after installing the first skynote google wallet piece, set up my google wallet account....then, reboot into recovery to load the second google wallet piece for skynote rom, and then everything was fine and tested google wallet to be good.

Hey dude. i have the exact same issue. I have already loaded the finalizing, and restore everything through titanium backup. my google account is fully associated with the phone. Do i need to fully reflash the ROM, or just do the wallet remove flash, then start with step one of google wallet?

I had to fully reflash. Just in case anyone sees this in the future while searching for answers to Wallet issues.
