I'm pretty sure the stock ROM has that feature. I think it's called smart network or something like that? I can't really remember as I haven't used TW in forever.
Tasker can do that. It's a bit pricey, but worth it if you want this type of automation.

I know what you mean, I remember cm did that on my old evo. I am using cm10 now but it doesn't seem to do it. Kinda miss that feature.

How about just toggle it off when you lock the phone or just toggle into airplane mode when you lock the phone. I never toggle data off but I'm in a very strong lte area so it's been awesome. If i was in a 3g only area I would just toggle it on and off as needed.

Because data destroys my battery at work and I like just setting and forgetting I save a ton of battery by turning it off airplane mode is pointless since I can't get any txt messages

Exactly why I suggested two options toggle data or toggle airplane. Pressing you finger against a toggle before pressing the power button to lock the screen or just placing the phone down to lock on its own is really no major effort. Just a suggestion no rebuttal necessary.

chemistry mod has this feature, among a lot of other cool ones. its pretty stable. it was a bit buggy when I first started running it but things have smoothed out.
Ok, so I created a tasker script for you that will do just this. It was extremely easy to do and I've included a couple of photos to help explain what I did.
First Tasker Script: Data Off
This script will turn the mobile data off when your screen turns off.

Ok, you want to be under Profile's Tab (at the top).
Click on the Plus Sign (bottom middle).
Choose a profile name (I chose Data Off, original, I know)
Now choose what triggers this profile (Since this is going to be triggered by the screen turning off, this will be an "Event"). Click on "Event".
Choose the appropriate Event Category (for ours, it'll be Display).
Choose the Display Event (For ours, it'll be Display Off)
Select the piority of the event (I chose Highest, but it's your call)
Go back to the profile screen by clicking in the icon in the upper left corner of the screen.
A menu automatically pops up. Click on New Task.
Now we're going to tell the phone what Task we want it to run when the screen turns off.
Choose a task name (I chose Data Off, again, original).
Click on the Plus Sign at the bottom middle.
Select the Action Category (Since we want to turn the mobile data off, it'll be "Net")
Choose Mobile Data.
Now we can choose what we want to do with it. Since we want the turn mobile data off, let's choose "Off" under "Set." The other ones we don't want to touch. Click the back button to go back to the task and once more to go back to the Profiles Tab.
Now we have a profile for turning the data off when the screen turns off. All you have to do now is create a similar one for turning the data on when the screen turns on. It's the exact same procedure as before, but choose "Screen On" and "Data On" where applicable.
Seriously, even though it's daunting to look through Tasker, it's really a rather simple program one you get used to it. It took me longer to take the screenshots than it did to make the tasks. I exported them to XML if you want to import them, but I'd recommend looking through Tasker to see if it's something you'd like to try out.

If your looking for it to turn off when the screen goes off. JellyBomb Rom has that feature. You can also use DS Battery Saver.

I personally think the theme is a bit much, but that's just me. I wouldn't steer people away from Jellybomb just because of the theme. I tried it for a while and while I enjoyed the stability of it (as well as the extras/mods), I wasn't too keen on some of the deeply themed elements of it. Again, just my personal preference.

Try TPR if you like a Stockish looking Rom. That runs great, and is super reliable. Or if your into something a little more bold, try JellyBomb. Again runs great, and super stable.

I believe (I could be wrong) every ROM based off of MD4 has the Smart Network" built in which turns off data when the screen is off. Goodness Reborn also has this feature.

I did- I also read the instructions on the developer's site, but i still don't see the difference.
I either get "3g" or "1x" showing on my status bar depending on the data connection i have. So would pressing "data" just disable both 3g and 1x, whereas pressing "3g" only disables 3g, but not 1x data connection?
But if that's the case, wouldn't one want to have either one or the other turned on, not both?

How does this affect google talk and other instant messaging apps?
I know on iphone they stay connected in the cloud and send push notifications when you get a message
But android doesn't have push notifications right?
Does this mean I am disconnected every time juice defender disables data?

when data is off, i don't think you can get instant messages, or anything that requires data, so if you are addicted to your instant messenger, don't bother with juice defender. but for gmail and such, new mail will come through during the data windows. for instance, i have mine set to enable data for 1min every 15min.
during the times i'm using gchat, i just disable JD

Is there any apps for instant messenger that keep you logged in via the cloud and send you email notification when you get im?
Maybe I am missing something totally obvious, but in the video I thought he mentioned he was using an Evo, but after installing both JD and UJ on my Evo and messing around with some settings, I do not have a "3G" icon between the "Data" and "WiFi" icons like the phone in the video. What gives / what am I not realizing? Thanks, all.
Yeah I had ultimate juice and didn't have 3g option only data option... Also it did not give me cpu options... I uninstalled ultimate juice really wanted thee cpu option..

I've been a Pre user for nearly 2 years now, and saddened by the current state of webOS. When the GN launches on VZW, it will be my next phone.
Thing is, there are a few UI/UX paradigms that I'd like to replicate if possible.
First, will I be able to add these settings into the notification drop-down so that I can enable/disable radios and adjust brightness on the fly? With my NOOK, I use a few widgets on a home screen to do it, but I hate that I have to hit home, change the settings, then pull up the task switcher to go back.

widgetsoid does exactly that what you want check the android market for the widgetsoid2.x i use it on my gn and works
Cyanogenmod which is a custom rom has these in the notification bar.
Yea there are options to add toggles to the notification window. Android doesn't have this stock but widgetsoid does this. Technically it is a homescreen widget but it has options to put the toggles in the drop-down pane.
I use it on my Transformer (honeycomb). It should be compatiable but I don't have a SGN yet (waiting on Verizon).
Outside of the above, custom roms will include them in. Also check out something like "Stabusbar 2" or something. It's a replacement statusbar that I think also has this feature. I haven't used this one yet.

There's a settings toggle in the notification tray, if that helps
To adjust brightness in Android 2.2 or greater just slide your finger along the notification bar or long press where you want to set brightness to. (Autobrightness needs to be off)

This is part of CM and some Samsung skins I believe... Neither of which the Galaxy Nexus has.
so the best is get widgetsoid for example and then configure it so that you get in the notification bar all the settings you want
only thing that it doesnt work is to turn off data connection besides of data everything works

Small bump....
Today I got a little bit bored and decide to make this simple app. As the name says, it allows to put the phone in Standby (Lock) with the touch of app's icon. I know that there are many many apps that do this, but maybe in the future I could add other options to it. So far it seems to work fine, I tested it with Jellbro latest nightly and works like a charm. Maybe I am too lazy, but because my phone is on the desk most of the day, I find it not very convenient to press the Power button...

App looks fine and the design is not too bad, however I do not see a point in such Apps, since a simple press on the power button does the same. It is even faster, since one of my fingers is usually very close to it anyway.

@FC1032: I never had my screen turning on after lock, but I did with other apps. I am using a clean install with no apps installed (except keyboard app). Maybe there could be a conflict with other app ? I will restore a bunch of the apps I use and see if I can manage to reproduce this. The app code is fairly simple, just access basic android functions and close itself on clock. Even the Settings page is closed when you leave it
I was thinking of adding some extra features on shutdown... what would you like to do extra, when you send your phone to standby ? How about this: if I set some interval, for instance 10 pm-8am, add some functions like: switch to silent, disable data... etc.

Just downloaded the app. Seems to work fine. One thing that will make it more professional is if you proof read your description on the Google Play page.
For example:
Responsibility, not Responsability
Installation, not Instalation
And the word nasTy, unless that T is supposed to be there.
These are nit picky things, but it makes the app and developer look more polished

Interesting request... I see one way of doing this: there is no way I could catch a double/triple touch on the app's icon, as the icon is in a Launcher app. However I could add in Settings an option with Re-Touch for Shutdown popup. Basically the App would start with a black screen, waiting for 1 seconds for another touch, if no touch it goes to standby, if touch it shows the popup. The only downside would be the shutdown command can only be run on a Rooted device (not really a problem for Nexus ).
Are there other users who would find this feature useful ?

Unfortunately it seems that depending on ROM version (I've tested quite a few), sometimes there is a issue with screen starting again after lock. There are two ways of making things, one simpler and one more complex. I will go with the simpler one first and see feedback. I am preparing a new version which will add a really neat feature... but because I want to keep the design path of the settings page, also on the new feature, I will need to spend some time in the drawing app

Ok guys, new version is on Google Play. I did not have enough time to make extensive testing so this may have some bugs on the tasks feature. The Task feature allows you to define intervals in which the Sound/Data/Wifi are On or Off. The app, when you perform a lock will check and update the device of the status as set in Tasks. In order to avoid repetitive operations and prevent battery usage, the check is made only ONCE per interval. So for example if you set the phone to be silent from 22 - 07 and you lock your phone at 22:15, if you reopen and use it, when you lock it again, the app will only make simple lock without all the checks again. If some of you prefer it otherwise, please let me know so I could add an extra setting for it.
As I said earlier, there are some ROM versions where the screen comes On again after lock. The only way I found to handle this is to relock the device after half of second again. So you may notice a slight screen on, but most of the time it will not.

Early this morning the count was at 79mb and now all of the sudden it's at 135mb. I'm at work so I have my llama profile set to Wi-Fi ON and mobile data OFF. I've caught my phone turning on data by itself once already and now I'm starting to think that it wasn't a bug but an actual flaw in cyanogenmod (or new feature, who knows). When I go into Traffic Monitor Plus to check which app is eating away my data, it shows that 122mb have been used by "System Traffic"
Has this happened to anyone? How would I go about fixing this problem?

Ive never used Traffic Monitor. Im not sure of your set up but maybe clean install of the ROM. Dont reinstall any of your apps for a day or two and see what happens?

That's would bug me too.
You sure you don't have a rogue app pulling data like a weather widget? How many launchers you have? One thing that I have have found is if you have more then one launcher installed and you have widgets open in the non used launcher they can still use data and resources. Ex. If you have a stock ROM with touchwiz by default it has a couple widgets in the home screens. Well say you install nova right away and switch to it.., those of widgets on touchwiz are till running.,. Using data etc... check that..

You sure you don't have a rogue app pulling data like a weather widget? How many launchers you have? One thing that I have have found is if you have more then one launcher installed and you have widgets open in the non used launcher they can still use data and resources. Ex. If you have a stock ROM with touchwiz by default it has a couple widgets in the home screens. Well say you install nova right away and switch to it.., those of widgets on touchwiz are till running.,. Using data etc... check that..

I have been chewing through the data since I got my S3. O my Inspire, with the same usage, I would only use ~1.2Gb/mo. I came close to my 2gb cap last month.
Sure enough, I had some widgets in TW. Weather, news, etc. I didn't even think about it. We'll see if removing them has any effect.

Well I do have weather and news widgets but the main thing here is that I was at work, where I'm always on Wi-Fi. My location profiles are set up so that when I'm at work my data is turned off. In fact I have no profiles set up that turn my data on.
I was listening to a podcast and I'm guessing that mobile data somehow turned on and started streaming over that instead of Wi-Fi. I'm trying to figure out why this would happen.
And what the heck would classify as "system traffic"? Kind of a vague term for something that's eating away that much data in no time.

my phone wasted 950 mb of data in 4 hours. I went to pick it up to the Rogers store at 2 pm, and i went back to the office. when i got home at 7, i saw that i had used 980 mb of data. Who's to blame? Picasa web albums, which came with sync on by default.

I am not on Cyanogenmod, just the stock Rom so I don't know if this setting is the same.
But you can try and check this setting: Settings -> Wi-Fi -> Advanced -> Keep Wi-Fi on during sleep.
For me it used to be set to "Only when plugged in" so when the phone was woken up from sleep mode it would always start using my LTE data until i manually turned Wi-Fi back on.
Setting it to "Always" means it always uses my Wi-Fi connection when coming out of sleep, whether I do it or some app does it in the background.
How do I get the toggles and brightness slider back in the notifications bar in 4.2 without having to press settings each time. I want all toggles and notifications in one easy drop down. AOKP

What ROM are you running? If it's something CM10.1-ish, try looking under Settings -> System -> Notification drawer.

Notification Toggles from the market will do that too. I like the look of Widgetsoid on previous post but I couldn't figure out how to use it right away and I downloaded it and Notification Toggles together so I never gave Widgetsoid a second look. Maybe I will now.
Just sucks that such a big feature was omitted in 4.2. I mean its one of the quickest most relevant features on the 4.1.2 rom. Neat and simple too. Guess I'll have to wait even long for 4.2

Those are for touchjizz roms. The OP is asking for AOSP 4.2.1 ROMs.
OP, in answer to your question, 4.2 is still very new (to us at least) and the devs are working on it. TBH, I actually like the hidden toggles that 4.2 has.
I hate that one extra step you always have to go through that extra step each time i want to toggle airplane mode or wifi

Then you can always download one of the toggle apps from play store like previously suggested or revert to 4.1.2

Use two fingers to drag down the notification tray. That will automatically bring you to your toggles.

That's a good suggestion, but do you guys not see what I'm saying? I don't mind waiting for it to happen but basically the way the 4.1.2 was setup was that the notification bar/toggles were available on 1 singular easy pull down. 4.2 has it so that notifications is one pull down and settings->toggles are another screen. It's just annoying to do that with something you use so frequently. Unncessary and bad design on google's part. Hopefully independent ROM designers are listening up.

Actually, most people like how clean it is. Additionally, the only way they wouldn't show up is if you HAVE a notification. Otherwise, the toggles come straight down.

Just do yourself a favour and go back to 4.1.2 already you've been beating this to death! It obviously bothers you and I've been seeing you ask this all over your not gonna get what you want unless you build the damn rom!

Settings--->General UI--->Statusbar brightness slider.
and
Settings--->Statusbar Toggles--->Enabled Toggles
