hotboot loads the kernel once only.

Yes, that is what it is used for a lot, guessing you still need a unlocked Bootloader though, unsure tbh

No it isn't.
For flashing kernel or recovery your bootloader MUST BE unlocked.

You should check about it in the Arc forums, but I know for sure that it won't brick your phone as DoomLorD has already released a kernel for CM7.

No it wouldn't work mate, a recovery or IMG flasher must run on a different and seperate partition in order to flash kernals directly from the phone

you can flash stock based roms like Gin2JellyBean and true ancestor and Xperia NXT as they can be used with stock kernel.

For custom kernels : you can't
For official/SONY stock kernels : you can
