Not sure on all of this (someone more knowledgeable jump in here)
Sense ROMs need Sense themes
AOKP ROMs need AOKP (CM7, 9, 10) Theme Changer (T-Mobile engine) themes
MIUI ROMs need MIUI themes
...you get the idea.
Certain Launchers (home replacements) will theme part of the UI, like icons and such (ADW, GO launchers come to mind)
Check out this thread for more info...

I'm no recognized dev or contributor, but i believe to edit for any specific rom,you will need to decompile the systemUI.apk/framework-res.apk and if its sense based also decompile and edit rthe com.htc.resources.apk's and thats just for the system itself not apps and settings they are individual.I hope this helped.

Change iconz?

Just wondering, is there any mods I can flash to just change the icons and nothing else, I don't want to change the theme.

I think one can do this with sense roms just no body has done any mods for this... the only rom i think this can be done very easily is the MIUI rom for evo. As for sense roms i havent seen any mods for what you are asking for... depends on your rom

Depends on the rom/launcher combo in use. Is she on the stock rom? If so the options are limited. Most replacement homes have some kind of theme engine. Also Cyanogenmod and a few other rom devs have included the T-Mobile theme chooser and that has a few girly themes.

Shes on stock but I can root her phone n put a custom rom on it for her if necessary... I believe she is currently using panda home launcher
Sent from my SCH-I500 using XDA App
I have never used Panda so I cannot say whether there are any themes for it, but the ones for ADW, Launcher Pro, and Theme Chooser are all found in the market. Do a search for Panda Themes in market. Alternately instead of rooting, have her go with ADW which I know had many themes available for free in the market.
ADW theme...

panda theme

I'm running one of the sense 2.1 roms and one if the skins available from HTC is purple/pink

Master List of Theme Chooser themes?

Unless I am not looking in the right place, I'd really like to see a list of all themes available for our phones! Anyone know where I could find one? If not, why not create one?

Hi,
Here: Theme Chooser Thread [724 THEMES] [UPDATED 2/16/13]
In this very usefull section: http://forum.xda-developers.com/forumdisplay.php?f=527
Thanks man. I figured themes are written for specific devices that's why I didn't even bother to look there. I guess if its cm10 it'll work regardless of the device?

If you are on CM 10.1 or any rom wich include Theme Chooser ( like AOKP) your good to go until there is a specific warning about a specific device (but I doubt) or read the OP if the theme is for HDPI, XHDPI, etc... for this it's mentioned in the Theme Chooser thread. And this, this is mainly the limit for a proper applied theme.

There are themes you can use like the one form Enewman17's rom or Upndwn4par's. Themes are all over the place, its just a matter of copying the pngs to the correct folders and what not.
There is an aosp theme in the verizon sgs3 themes and apps. Also Jelly 'Beans' and Goodness have a dark UI on alot of the apps
If you don't really want a full theme, creative use of wallpapers (available on the play store) and inverted apps(bboy and team blackout) can create a dark ui.

It's A LOT easier if you just take any ROM that you like and just put a theme over it.
Like for example I am currently running patwip's Unofficial CM 10.1.3 latest release, and there are themes available like this : https://play.google.com/store/apps/details?id=com.tmobile.theme.HTC.EleganceX
21Mb download and everything, icons, status bar, colors, settings look like an HTC Sense UI
If you prefer using the stock ROM, simply download a good launcher like Go Launcher EX Prime, it supports and has 1000s of themes, several of which have Sense UI.
But this theme style will be restricted only to your app drawer and homescreen, so not as thorough as in CM.
SenseUI can be ported, but only to devices with similar hardware. You can't just port the launcher because it has many dependencies including the kernel. You pretty much have to port a whole sense ROM which would be a pain for any dev to undertake, several have tried and failed on other devices. So it's just easier to theme a launcher.
EDIT (found some more info) : Apparently, the framework for HTC is closed source which means devs can't use it and make it public fearing legal consequences.
Hope that helps answer your questions

I get that, but I like mentioned in my last post. SenseUI launcher cannot be ported because the framework is closed source and has strong dependencies on the hardware of HTC phones, so I was suggesting alternatives.
Besides, CM themeing is not restricted to just icons and looks of the launcher, depending on the theme/version the following things are themed : frameworks-res, systemui, settings, contacts, mms/sms + widget, phone, trebuchet, browser, apollo + widget, keyboard.
So it gives a pretty good feel of a ported launcher without compromising much memory or functionality.
