It's A LOT easier if you just take any ROM that you like and just put a theme over it.
Like for example I am currently running patwip's Unofficial CM 10.1.3 latest release, and there are themes available like this : https://play.google.com/store/apps/details?id=com.tmobile.theme.HTC.EleganceX
21Mb download and everything, icons, status bar, colors, settings look like an HTC Sense UI
If you prefer using the stock ROM, simply download a good launcher like Go Launcher EX Prime, it supports and has 1000s of themes, several of which have Sense UI.
But this theme style will be restricted only to your app drawer and homescreen, so not as thorough as in CM.
SenseUI can be ported, but only to devices with similar hardware. You can't just port the launcher because it has many dependencies including the kernel. You pretty much have to port a whole sense ROM which would be a pain for any dev to undertake, several have tried and failed on other devices. So it's just easier to theme a launcher.
EDIT (found some more info) : Apparently, the framework for HTC is closed source which means devs can't use it and make it public fearing legal consequences.

I get that, but I like mentioned in my last post. SenseUI launcher cannot be ported because the framework is closed source and has strong dependencies on the hardware of HTC phones, so I was suggesting alternatives.
Besides, CM themeing is not restricted to just icons and looks of the launcher, depending on the theme/version the following things are themed : frameworks-res, systemui, settings, contacts, mms/sms + widget, phone, trebuchet, browser, apollo + widget, keyboard.
So it gives a pretty good feel of a ported launcher without compromising much memory or functionality.

[Q] AOSP Looking rom with Sense.

Does anyone know of a ROM that has sense but more of an AOSP look?
The Epic has one that is kinda what I am looking for http://forum.xda-developers.com/showthread.php?t=922773 It has more of an AOSP look but still has some of the TouchWiz framework.
I mostly want to still be able to use HTC Widgets and apps. Any ideas?
There are roms in the development section but if you want sense Widgets you have to use the sense launcher or launcher pro

Just use a Sense Rom and manually modify the Rosie to look like Aosp. Assuming you just want the launcher to look like Aosp. Btw, this is easier said than done unless you know a little bit about theming and modding.

have a good search on the market yourself would be the best option for you. there are literally thousands of different options for you. but customisation is relatively limited for non rooted phones, live wallpapers and HTC themes, avaliable though HTC built in Sense Themes.
with certain roms, they take on the T-Mobile theme system what utilises much more themes to download and customise. launchers only make changes to your main screen and application list, icons as such a limited.

This might raise some hackles, but in my opinion, when it comes to the aesthetics between rooted and stock phones, there isn't usually a drastic difference. You can get a stock ROM looking really great. I run LauncherPro Plus on CM7.1, but to be honest the cosmetic difference between that and running it on stock Froyo is fairly minor, to the, uhm, passerby. *hides*

Themes Don't Change Every Icon

I have been trying out different themes for my phone, but what I came to notice is that not all of the icons match the theme and stay stock, and it looks stupid. Is there any way around this?
usually theme creators only theme the most common apps

are you talking about sense skin apks, or aosp theme engine apks? very different

I'm talking about themes downloaded from the market for ADW.Launcher on CM7.2 RC3.
Your not going to find an adw theme that changes all apps. What you can do is if there is a popular app that is not themed, you can always contact the dev and ask nicely that it be put into the next update. I think a lot of devs just hit the basics and post to market quickly to make a few bucks. But some of the better ones will actually take the time to listen to their customers and incorporate requests.

What about some of the lettered icon packs?(Icon pack A,B,C, etc.) I've noticed there are a few if them, so maybe try those and see if they have what you're looking for.
A couple of devs have even posted numerous packs of 50-100 icons each....they are paid, but they should cover just about everything.

Also some themes don't have direct replacment icons, rather, they have a lot of generic icons. For instance, if you use a 3rd party twitter app, you can use the stock Twitter icon.

Sense ROMs need Sense themes
AOKP ROMs need AOKP (CM7, 9, 10) Theme Changer (T-Mobile engine) themes
MIUI ROMs need MIUI themes
...you get the idea.
Certain Launchers (home replacements) will theme part of the UI, like icons and such (ADW, GO launchers come to mind)

I'm no recognized dev or contributor,but i believe to edit for any specific rom,you will need to decompile the systemUI.apk/framework-res.apk and if its sense based also decompile and edit rthe com.htc.resources.apk's and thats just for the system itself not apps and settings they are individual.I hope this helped.

[MOD][Theme] Samsung Galaxy III - TouchWiz, Apps, Wallpapers etc for any ICS/JB rom

This thread in the Galaxy II forum has all the resources you need to make a reasonable TouchWiz based Galaxy III lookalike on your DZ/G2. Have a look at the attached images.
TouchWiz is a light and simple launcher. Overall I am impressed with the speed and smoothness. I am running it over the latest build of Flinny's CM10.1 and it is smoother and cleaner than either the built in Trebuchet or Nova. It is well worth deleting Trebuchet with Rom Toolbox (or equivalent) otherwise it tends to run in the background and hog resources. Should work with any AOSP/CM ICS/JB. Not sure what it would do to a Sense rom? It is less of a memory hog than most launchers. Once booted and settled down, I get about 200meg of user ram

If you want theme along with this launcher, you can get it from playstore. Just search for touchwiz 5.0
It would completely give a TouchWiz looks.
