Is there a way to unlock the phone, because I read that Austrian operators relock the phones? Is there a way to unlock this via flashing rom???
Buying a unlock code is the way.
Flashing a ROM would not do.

I have never used unlock codes as I didn't had to.
But using a simple search suggests:

You can also talk to the carrier that it's locked and asked them how much will they charge you to unlock it.
Be careful when using sites and read the disclaimer and the refunding options before paying for a code.

I have tested this with my HTC Touch Diamond and it works perfect.
So many people already unlocked, so having all those unlock codes, doesn't it allow to create an unlock tool that wouldn't require htcdev?

No. Unlocking the baseband to accept other networks is completely different than unlocking the bootloader and getting it into S-OFF mode.

Simple answer NO - there is no other way atm.
there may be in the future tho. its gonna take some time.

I know. You can't do it at the moment. If you mean SIM unlock codes then they're not for the same thing. If you mean the htcdev unlock token then no again as they're specific for your phone and requires you to upload a unique phone identifier first. Nobody except HTC knows how to generate the bootloader unlock tokens at the moment and it won't give you S-OFF even if you did.

I guess you mean create some sort of key generator for the unlock code. Seems a reasonable idea to me but I, unfortunately, don't have the skills.
We would have to gather information from a number of devices ie. Unlock_code.bin and the corresponding device data (whatever that is exactly) for somebody to work with.

Exactly. Many people would like to unlock while keeping warranty. I personally do not care about S-Off, what I want is to be able to flash custom ROM and still have warranty, I think that's what most users want.
I personally will probably go with htcdev, but depending which is easier to do: S-Off or unlock generator, that's where it would make sense to focus development on.
No skills here either :-( Just an idea.

You want S-OFF if so. If you unlock using the htcdev bootloader unlock token then it'll be unlocked which is fine. The problem is if you want to relock it again for warranty which is done with a fastboot command. It will go to the RELOCKED state instead of back to LOCKED so it will be clear that you've messed with the bootloader.
Creating a generator for the unlock tokens by inspecting known tokens isn't going to be easy. It is highly likely that HTC are using public key cryptography here as most manufacturers have moved towards that for security.

I know that some phones bootloader cant be unlocked. I checked mine and of course mine couldnt be unlocked.
My phone is locked to Vodafone and for the love of god I would like to use CM10 on my Xperia Arc S.
Two questions.
1. Is there no possible way to unlock my bootloader?
I mean Sony does officially support unlocked bootloaders. I requested a unlock key and they sent it to me. (I read about having to call your carrier and getting a code of them which can cost up to 50€ or so?)
2. (This is just to make sure that im not failing at a simple task) You can´t Fastboot with "non-unlockable" bootloader correct?
If anyone knows how to install CM10 on a locked bootloader or how to unlock the bootloader with out having to a pay a ridiculous 50€ I would really appreciate it.
I mean I simply can not understand why I should not be allowed/able to unlock my bootloader on MY phone. Its like as if I buy a house and im not allowed to unlock the front door...

Primarily this:
There are three ways to Unlock yours, the Standard/Official method (For SimFree/Un-Branded Phones) which is explained HERE, (PLEASE NOTE! - You loose DRM when using the official method but not with the TestPoint) but if your Phone came from a Carrier then chances are (99%) you won't be able to use that method. There is a simple method of checking if you can or not which you'll find HERE.

Unlocking bootloader has nothing to do with locked SIMs.

You need to use the third method as the first two are for SIM-Free, unbranded Phones.
Hmm seems like the only way it could be unlocked is if I pay for it.

Nope, you need to unlock bootloader first to gain root access to your phone!
To do that, you need the unlock_code.bin file from htcdev.com
I don't think it's possible to do it any other way

I don't know what is the problem but I'm not getting the key while unlocking the phone.I have unlocked several devices in past 2 yrs & experienced enough to understand what i'm doing.
Belive me I've tried every method they've given,even the tool for htc did not work.My s3,note 2 , previous nexus s ,galaxy s2,optimus all the devices i've unlocked & used custom roms..but not this one

Yes, there's a new unlock method posted on one of the famous Russian forums. I haven't tried it, but it involves booting once with a rooted boot image, using root and a root adb terminal to overwrite the bootloader with an unlockable one, unlocking the bootloader, and copying the original boot loader back. It seems fairly straightforward, though, as I said, I've not tried it.

As far as I can tell the method has only been posted in the G7 Telegram group. I think I'm not allowed to link to the group invite, but if you Google for an LG G7 Telegram group you should be able to find it and get access to the group.
