Short answer, you can't. It is a hardware limitation, not anything to do with the ROM, and you are unlikely to find a hardware mod anyware.
A simple search of the forums would have given you the same answer as i just gave aswell....

I got an unlocked Roger's HTC touch from Canada and like to use it in Israel. unfortunately, it cant find any networks here.

Are definitely not GSM devices since neither Docomo nor Emobile operate a GSM network. As far as I know there is no GSM network in operation in Japan.

if phone is tri-band or quad-band you can use it in Europe, cause thing is in frequency 850/900/1800/1900 mhz maybe numbers for frequency aren't exact , but look for that thing!
GSM 900 / GSM 1800 MHz are used in most parts of the world: Europe, Asia, Australia, Middle East, Africa.
GSM 850 / GSM 1900 MHz are used in the United States, Canada, Mexico and most countries of S. America.

If you open the battery cover and you don´t see a place for a sim card then it´s a CMDA phone,CMDA phones dont have a sim card slot

On cdma version there isn't the sim slot?
