I-mate phone are sim free. They are independent of network operators. Or do you mean extended ROM unlocking?

Unlock SIM : I don't think it's possible already
Unlock Extended ROM : don't know about this on the compact

Yes you can I did upgrade mine from German to English but SIM lock is still there

NO , flush rom will not change any sim lock, if you UNI is unlock

No. The extended ROM unlock is not the same as the SIM unlock.
The SIM unlock is available from the main blue angel page, under the upgrading section.

I just got my MDA compact IV (here in holland) as upgrade. It's all in dutch, how do I change the language? do I have to re-flash with another ROM? how do I re-install windows mobile after? How do I check if the phone is sim locked?

You will have to do a CID unlock , to flash the rom.
To unlock you need the network lock code.
Check out the thread in diamond section , there is a sticky.
