Just a thought; wouldn't one need an unlocked bootloader to install a custom recovery, and then flash a custom ROM?
Since Huawei has gone to some length to hinder owners of this device to unlock the bootloader, the developers might feel reluctance to develop for it?

You can still get it unlocked for free in india. You'd think there would be a million unlocked devices just from there

Vivo not only lock the bootloader but also add the verify to most of the partitions.So even if you unlocked the bootloader,you can only flash the official firmware and cannot do any modification.
So it's impossible to root this device.I suggest you to change another device.
I got a z2 play in secondhand.
This phone is from china mobile so it had zui to start off with and the previous owner has flashed 7.1.1 .
Now the phone is stuck in 7.1.1 and it does not get get updated to 9.0.
I contacted Lenovo and they say that the build number is not in the database .
I tried ADB sideload with oreo and Pie OTA zip files but does not work keep getting different error messages.
Is there any way this can be done ?

yes bootloader is unlocked already , it says bootloader already unlocked.

please pay attention to skip 4 instruction (modem NON-HLOS.bin, modemst1,modemst2 and fsg) to preserve the signal and the fingerprint sensor.
then, you can update from oreo to pie following this guide:

there are directions how to unlock spd bootloader on https://www.hovatek.com/forum/thread-32287.html ("How to unlock Unisoc (SPD) bootloader using Identifier Token") i havent tried, just share information

Developer Rom- Unknown bugs, recommended for a developer who can debug it
