Like the title states, themes aren't applying to all sections. I've cleared cache but that didn't work. I have dark mode selected, not sure if that affects anything.
If anyone has a trick to get it too work let me know. Thanks.

Hey Everyone,
I successfully used UOT Kitchen to change battery icon, status bar text color, change the default font on my phone, change pop-up colors, make my drop down notification black and semi-transparent.
However, the one thing that doesn't work is the text on the notification pull down bar is black which is of course unreadable on a black semi-transparent background.
I changed it in UOT Kitchen to Blue. Then I tried doing it over again and changed it to Orange. The end result is still black.
Any help would be appreciated.

Next time please post this questions in the Q/A area:
But from what you are saying the test for "ongoing" notifications are staying black right? like music and things of that nature??? that is because the texts is stored in there own apk. so if you want to change the color of the text you will need to take apart the apk for each app that uses the "ongoing" notification area.
I think I got it
First off, sorry for posting in wrong forum. Thanks for answering and not kicking me out! It won't happen again.
So basically, since the HTC Inc is supposed to have a white pull down notification, most apps make their text black and it would have to be changed in each app (text messaging, google voice texts, etc).
I did run the app Cache Cleaner which posts its results in the notification and they surprisingly showed up in the color (blue) that I had chosen in UOT. But nothing else has, so I guess I just need to change my background color to white or something that works with black text.
Thanks,
hollywoodfrodo

No worries on the kick. i dont flame.
The notifications are broken down into 2 groups. "ongoing" and "notification". If its a notification that is controlled by the framework-res.apk it will be themed from the UOT most market apk and gapps use the ongoing section so they are held within there respected apk. the only way around it is to do what you said. have a white bg or if you go and change each apk. sorry. :/
guys i used the UOT kitchen, could i replace the mod'd framework-res.apk by jus using the root explorer?? i mean paste it in the system folder den set permissions n then move it to the system/framework/ folder??
Had this issue to. Tried everything to change the text color with no luck. I finally gave up and settled for a transparent white pulldown. It dosent look to bad but is a bit of a contrast from my mostly black transparent theme.
I'm running Synergy ROM r484. Looking to do some minor theming, transparent status bar, maybe change the colors of the toggles. I've been searching off and on for a couple of weeks and am unsure how to proceed.
I've seen that Morphology doesn't work on r484, so that's a no-go. Ninjamorph hasn't been updated in a while, don't trust it to work with 4.1. All the status bar apps in Play store either don't do what I want, or change too much.
Is there a simple way to do this? I feel like I'm missing something, but I'm running out of search ideas.
I have a few questions about a few things and I wasn't able to find what I was looking for. I would like to try to change the color scheme in the areas not covered by launchers like the status bars on the top and bottom of my Nexus 7, for example making the status bar on top a different color or changing the color of the clock or the battery.
Also, I want to change the color of the background in the menus (like the settings menu) from black to maybe a great and different font colors too. I saw a listing for theme chooser in my ROM toolbox pro and I haven't yet find out exactly what it does or if I can use it for what I want. I gather these are themes different from what you get from a launcher.

With some ROMs, the notification drawer is transparent or semi-transparent, but I find it much easier to read when it's solid black. I've found tons of apps & posts about how to make it transparent, but not non-transparent. Any thoughts?

Some ROM's let you set any image as the background of the notification and quick settings menus. If so, just pick a color you like, make a JPG of that color, and use it. however most ROM's that let you do that also give you the option of selecting a solid color.

Thanks. Any thoughts if the ROM doesn't have that feature?
Download xblast module or wanam lers you chanfe everything from clock color/size/position and all colors in system ui
??
I'm assuming you don't know about the xposed app? Download xposed off of xda. There is a whole forum and then download the module gravitybox and you can change the color of it. And you don't have to change your rom. It's really simple.
I'm on Sultans cm13 and already had this problem some time ago on another rom. Everything was working fine when the color of the statusbar suddenly began to be strange. Normally it would be transparent on the lockscreen and the color would match the app I'm currently in. Now it's just strange, the color does still match the apps but I got a dumb looking black (or any other color) bar at the top in the lockscreen and homescreen when I go out of the app. I'll add two screenshots, hope someone can help.
I already tried to clear cache in recovery and uninstalled some apps but it didn't work.
Edit: there are different colors in apps now too
Here you can see it, different tones of green
Fixed it by applying the standard cm theme and reapplying my dark theme
