You can only swipe down the quick settings menu on the lockscreen when no pass code is set. Is there an option to disable that?

From a Home screen, tap Apps Apps icon (located at the bottom).
Tap Settings.
Note If unavailable, tap the dropdown menu Apps dropdown menu icon (located in the upper left) then tap Alphabetical. If still unavailable, refer to Manage App Icons.
From the DEVICE section, tap Call.
From the OTHER CALL SETTINGS section, tap Auto retry to enable/disable.
Note Enabled when a check mark is present.
I'd prefer to use the function embedded in the firmware, rather than an app.
Any thoughts or suggestions?

On all my previous devices I used widgetsoid (fantastic app) which would allow to you add a simple 'Auto Lock' toggle button to the notification panel, that had a padlock icon. You tap/un-tap in order to enable/disable the lock screen, which was very handy for whenever I'd be in a secure place such as home.
Is there anything like this in the G4 settings other than 'Smart Lock'? I'd like to avoid the need for my gps/location settings to be constantly on when they're not needed.
Is there any way to remain stock, unrooted and have a quick toggle for the location setting (high accuracy, battery saving, device only, off)?
I keep it on battery saving generally to ensure I can make full use of Google Now but toggle location on for navigation as needed. It's clunky to have to go back in to the menu manually and change it to battery saving every time. Any suggestions?
No particularly elegant way.
I do the same as you, but have my authomation app (MacroDroid) show a notification when High Accuracy is set and a press on that notification starts a Macro that uses the Tasker plugin AutoInput to switch back to Battery Saving (MacroDroid can use some Tasker plug-ins). AutoInput allows you to automate various screen touches. So still clunky but allows you to switch back with one press.
There is a Settings Widget in stock that will get you there quicker. When you drop the widget onto your screen, it prompts for the setting shortcut type. Select Location when prompted.
If you install "Power Toggles" from the play store you can customize which quick settings buttons appear and would be able to create a toggle to get into the location settings so you could tap that and you would immediately be in the setting menu you want. This doesn't require root. Unfortunately Power Toggles doesn't seem to have the ability to cycle through those settings at all without root. Getting to that settings screen quickly is nice though.
However, If you have root access you can create a "GPS" toggle which would switch your phone between "Battery Saving" and "High Accuracy" and a long press on that toggle could pull up the location settings menu if you wanted to go to "Device Only" mode. For some reason there doesn't seem to be a way to toggle "Device Only" without going to that menu which is why I have the location menu set up as a long press on that GPS toggle. I typically leave it in "Battery Saving" and if I use maps I will toggle it to "High Accuracy".
