What really happen when i do hard reset, and why it can't load anything. As i know it has to reinstall the software. How can I fix it. Please someone help me!

I installed it and the program asked to restart and I restarted but it doesn't work again. Only O2 screen and that's all. No Windows Mobile screen here or anything. Please help me how can I solve this problem. I did "Hard Reset" but nothing changed, the problem didn't solve.Please help, waiting you help.
