Neither one of those are useable anymore because Samsung will no longer issue the required key for them to work.

I set my private DNS under connection settings to dns.adguard.com. Blocks ads system wide and no extra apps. I don't even have any ad blocker apps set up on my browser.

I actually noticed this too, with my Note 10. It seems with Samsung Internet Beta and Chrome Beta some ads get through. Using the non-beta version, ads get blocked. I've let the devs know, so hopefully they will put a fix out.

Yeah who cares what app it is. An app in the market can bypass any checks they have to catch malware. So having a protection like this is worth having.

There are many apps in the market that require questionable permissions is my point. Regardless of what they are used for.
The permissions have to be agreed upon prior to downloading the app. All one has to do is pay attention when downloading. All the antivirus software is doing is comparing a set list of probable culprits of abuse of permissions and displaying those apps.
Sorry...I was merely pointing out these are not new "threats" ...the spam loaded app issue has been around for a while now. Games, wallpaper apps, etc. Just pay attention to what you are doing and downloading. It is extremely rare to come across an app that does not clearly list all of the permissions prior to downloading.
I myself use addons detector...it does not mislabel itself as "antivirus software" ...it simply looks for possible issues, points them out and gives you a choice on what to do.
I am not going to rip someone apart based on the app and what it is used for. It isn't worth the time.

I have the private internet access application but it does not want to connect. But if I connect to wifi it works fine.
Is there anything problems with 4.3 and running vpn app off of 3g/4g?
I have already tried other vpn apps and still the same thing.
Any help would be great I can't find any solution.

you know what, I switch back to the stock rooted rom, and now I have the same issue. wifi vpn access works great, but on 4G/LTE I now get "waiting for server reply", no matter what port I use
weird?
Yeah that's the issue I'm having I need to find a way to fix it
Pretty sure this is a kernel issue, something having to do with the tun ko driver.
I am not sure how to fix it, just yet.
The odd thing is that the app (open Vpn or PIA app) work while wifi is enabled.
Could it be a apn setting?

Yeah, it's probably waiting on the NSA's VPN proxy servers, as they've been affected by the government shutdown too... >

This is the first device I've had that I can't log into my company's open WiFi with. It just keeps looping me on the page that I'm including a screen capture of, and never gives me the login screen.
Like I said, this is the first device I've had this problem with. Any ideas why? I've used chrome and internet explorer. Chrome has always worked up until this device.
Placesthat don't require a log in, just an "accept terms and conditions" like Walmart still work.

Maybe it's time to contact your company's IT department. Even if it's an open network there maybe restrictions they put in place? In any case they should be able to make whatever settings needed either on the phone or to the network to get you connected.
This is a longshot... but sometimes open wifi has what's called a "splash page" where you have to agree to the terms and conditions before they'll let you use it. I used to use Dolphin browser and request the desktop site.
