Correct bootloader state to install RUU would be locked or relocked (unless you have s-off, in which case any bootloader condition will work).
Since the RUU is stuck updating, I believe this usually means that security checks (bootloader locked, MID and CID check, etc.) are already passed. The RUU simply got stuck. If you haven't already done so, it should typically be okay to disconnect the phone, kill the process, etc. and start over again. A lot of times, simply trying the RUU again, will do that trick.
Otherwise, you may need to try another USB port on your PC, another cable, or even another PC. RUU can be quite finicky with the PC setup. It also must be a real PC (not emulated Mac, etc.).
If you also know how, please do fastboot getvar all, and post the output (delete IMEI and serial number before posting) so we can see the details on your phone. In some circumstances, how you determined the MID and CID may not actually be getting reported correctly (you didn't mention how you determined these, getvar all is the best and most accurate way).

I have an HTC one m8 , I have been running a rooted device with custom rom which has been working terribly on my device...Now I want to return to stock rom, I have relocked bootloader and it's on s-on...I have tried out diverse RUU but all seems not working...I'm always getting this error in the process "rom update utility cannot update your andriod phone"" which i guess the ruu's have been using are not compatible with my phone...I would so much appreciate if anyone can get me the RUU executable file for my device that will be compatible with it........ I'm having a problem being able to launch apps on my One M8 ATT... I Don't have any apps on my home page and ATT Ready2Go keeps crashing on me. Can someone give me a command line so I can launch SunShine on my device through ADB, that way I can S-Off and go back to a different ROM.

The phone won't allow me to install anything through an RUU. Every RUU I've tried fails with a 155 Reason (Incorrect RUU) and shows "Loading zip file fail!" in the bootloader. A friend of mine has been working on it, got SunShine installed on the phone. But we want to run it to get the phone in to S-OFF. I'm not too savvy with ABD and that's what he's been using to talk to the phone. I also can't transfer items to the phone via USB even though I have drivers and MTP is running. The phone is a mess and I'm trying to avoid sending to HTC to restore it ($$$$$), or just telling my carrier that I "lost" it and pay the deductible to get a new one. Feels like I'm really close to fixing the phone, just not quite there yet.
If you know of a ROM I could try to flash, I'll give it a shot. I'm running out of options and time. Before I just get a new phone. My friend has helped me out a lot, but it's just not quite there yet.

You need to relock your bootloader in order to run an RUU while you are S-On.
In fastboot: fastboot oem lock
Then run the proper RUU again.
I'd link you to the proper RUU, but you haven't given enough info.
In fastboot: fastboot getvar all and post the results minus your IMEI and ser# (private information), unless you already know what the proper RUU to run is already.

The RUU you need can be found here.
Scroll down to the Manual System Update Instructions, and read them. The RUU download is at the end of the instructions.
You can unlock the bootloader again through HTCDev.com. After you are unlocked, flash TWRP from here in fastboot, then use that recovery to flash SuperSU from here.

I can NOT appreciate and thank you for your assistance in this! I went ahead and locked the bootloader and restored the original image with the RUU you linked me to, yesterday. Couldn't wait to try, haha. I had to sweet talk the HTC Live Chat person to tell me if I could use the RUU for the same software version as I had. Phone has been working like a champ. I'm gonna give it another day or two to settle in, do a few backups just in-case the flash doesn't go well.
I will definitely unlock the bootloader again and flash TWRP and SuperSU. But I imagine going S-OFF is just off the table right now since I'm a bit stripped of funds. I can afford it, haha, but my funds are already allocated towards adulting and such.

What version is your phone? Do you have a full RUU to flash? Why did you use a toolkit instead of manual install? What recovery for what version of the phone did you try to install? Can you open a command window and use the command "fastboot getvar all" to give us some details on your phone model? be sure to delete the IMEI/serial before pasting the output here.

Agree with the previous response that we need more info.
Namely, getvar data, so we can see the version (CID, MID) of the phone, current firmware, etc. As well as what RUU file (exact name, source).
Also, any error messages or what wre the exact results of trying to run the RUU?
I also agree that flashing an RUU zip (or just about anything) thru a toolkit is a bad idea. Flashing manually is not any more complicated (at least, not by any significant degree) and a toolkit just constitutes an unnecessary middle man, that I've often seen cause problems in itself. Biggest reason for this, is that the toolkit hasn't been update in over a year (going on 2 years!) and its outdated components cause many issues on even remotely current software/firmware.

How can it be same problem as OP ? Your problem is installed wrong ROM for your device variant.
You asked where to find your correct firmware and I linked to you to correct section for your device variant

But .. now you installed a GSM RUU on CDMA device... the biggest mistake.
Change back MID to original then install Sprint RUU. If you're lucky enough, Sprint RUU will unbricked your M8.

Your phone is the CDMA version M8, that is a fact. Choosing other carriers has nothing to do with it. Being the CDMA version M8 means it supports CDMA, in addition to some GSM and HSPA bands. Its intended for use in the US with the Sprint network, and will give you limited results elsewhere. Really, its the worst M8 version to buy; and I wouldn't recommend it to any international (non-US Sprint) users.

What is the problem? Is it not booting into the ROM?
when there was boot.the phone at the startup gave (unfortunately------- has stopped)error and also no back key home key visible.
wiped the device. it was all same.
tried RUU it was the same
unlocked the boot loader
and flashed
stock recovery
twrp recovery
then tried nandroid backup restore
the restore was succefull but the phone wont reach startup (tried 1Hour max)
one peculiar thing i notice.earlier when it was booting to startup i was unable to copy anything to internal or external memory as it would say device not ready or disconnected.but i was able to browse the folders.
My opinion partition problem.Need others help to sort out

None of these will ever work on your device, in the s-on configuration. The RUUs containing "BrightstarUS" are for the US Developer's Edition. They won't run on your phone, as they will fail CID and MID checks (your device has CID and MID - can't change these with s-on).
The one labeled "Europe" is for an older version (Lollipop) than what is installed on the phone (Marshmallow). This will fail version check. By definition, you can't "downgrade" by RUU with s-on

This is the correct RUU for your version, and should run with s-on. Saying it "Failed" with no other info, is not enough. Were their any error messages, other outputs, etc.? What commands did you use to run it? Were you in fastbootRUU mode?
I would suggest trying to run this again, with the bootloader RELOCKED, and you also need to use htc_fastboot, as the "generic" fastboot will not work with RUU.

Its best if you posted the solution, and what the mistake was. Useful for those helping (to see whether we sent you on the right path), as well as anyone else reading which may have the same or similar issue.
No mistake is that silly when it comes to these devices. Its often just specific knowledge that was missing, or a detail you didn't catch before (which is an honest mistake, either way).

It appears you are new to the lingo and terms, but just so you know "flash" is just a general term meaning to install firmware or software to one of these devices. Just saying you are trying to "flash it" doesn't really tell us what you are trying to do. I see from a later statement, that you seem to be trying an RUU. Even so, please be specific as to the exact version number and file name.

Possibly and probably. But we'd need to know what RUU you are trying, to answer that question.
Also, was the phone stock before you had the problem (no mods like unlocked bootloader, root, etc.)?
On the bootloader screen, does it say UNLOCKED, RELOCKED, or LOCKED near the top (one of those)?
Hi, thank you for the responses, as pointed out I am new to all of this so sorry for not being clearer with my original post. OK my phone is stock never been messed with, it was from carphone warehouse in the UK and is carrier unlocked. The device itself says "locked" and is S-on. The stuff I tried was factory reset, recovery etc from the options listed with no luck, so basically guys I'm stuck as what to do and how to do it? Any further help would be appreciated please.

I think 6.12.401.4 International will work for you,but I'm not 100% sure. After this, u can flash the last recovery.
How to flash firmware:
1. fastboot oem rebootRUU and wait for device to reboot
2. fastboot flash zip firmware.zip and wait for process to complete
Sometimes flashing for the first time doesn't work, so flash firmware.zip again just to make sure.
3.fastboot flash zip firmware.zip
and wait for process to complete , sometimes first time fail so do it again
Important: the flash process halts at around 75% to 90% on phone screen! This is normal and a safety precaution! The last few percent is the reboot, which is NOT happening automatically, so you get a chance to check the console output to make sure it is safe to reboot! The bar will only fill up to 100% once you type:

I'm not sure you know what "firmware" means for this device.
The firmware file suggested in the previous response is not a full ROM, RUU (which is about 1.5 GB); but rather just a small file which contains hboot, radio, kernel, stock recovery and a few other things (only about 80 MB). The firmware is needed for the phone to work, but does not actually contain the ROM. I suspect you may actually want the full stock ROM, RUU, etc.
Further, your firmware is already updated to the latest (last) for your device, as indicated by main version 6.12.401.4 in your getvar output. Flashing firmware again is usually not needed, unless you have some specific issue with radio, audio, etc.
You need to explain what happened to your phone specifically (chain of events, specific issues, etc.), in as much detail as possible. And why you "need" the firmware.
Posting your getvar is correct and smart. But asking a question with a single line, does not sufficiently describe what you are asking for, or why.

Thanks for your replay . My problem is I flashed my htc m8 t-mobile with marchmellow RUU and now my touch screen isen't responding quickly especially on the top of the phone
I don't know exactly is that a hardwar or softwar issues, so I think of flashe it with a new firmware and update the RUU

You mean T-Mobile US? Which version number RUU exactly?
This is what I mean by providing as much detail as possible. We can't properly troubleshoot the problem, if you give us vague, incomplete information.
Did you try anything (flash firmware, RUU, etc.) after flashing the T-Mob RUU?

This is beyond confusing. I still can't help, as I can't tell what you did, or what you are trying to do.
Why is this getvar different from before? Did you do something more to the phone?
Please describe step-by-step, in as much detail as possible, what you did, and include the file names and version numbers of the files you flashed. Don't leave any steps out.
Also, why did you flash RUU in the first place, and what were you trying to accomplish?
