I would like to install Lineage on my Verizon Galaxy S4 but the instructions state that I must have bootloader version I545VRUAMDK which would require downgrading to android 4.2.2.

Is it possible to install Lineage on my device without downgrading the firmware?
Is it possible to downgrade the firmware? If so, could someone post instructions on how to downgrade using heimdall (console or gui)? I'm using linux so win apps are not an option. The link below indicates that it's possible but the instructions are for Odin and I don't want to mess with it unless it's required for Lineage compatibility.

Does the bootloader have to be I545VRUAMDK or can it be any android 4.2.2 build? For example, I found a firmware download for I545VRUAMD1. Would that work on my phone?

The MDK firmware for the I545 was the last to have an existing exploit for unlocking the bootloader. All the firmwares that were released afterwards have the bootloader locked up tight.
There's no (publicly) known way to downgrade the PL1 Firmware to the MDK.
The bottom line of your situation is that there's no way to install LineageOS on your device.
LineageOS is a Custom Built Firmware that requires to be flashed via a Custom Built Recovery (like TWRP) and the only way to flash the Custom Built Recovery is to have an unlocked bootloader. This leads to your having the PL1 that cannot have its bootloader unlocked.
Your only options are to either Root and Debloat your Stock Firmware or to install a TouchWiz (aka TW) ROM. The TW ROM is basically the Stock Firmware that has been Debloated and slightly customized but, to a point whereas the locked bootloader will still allow the TW ROM to install as if it's the Stock Firmware itself.
Finally, if you attempt to flash a previous firmware version over your PL1, you take the chance to potentially Soft/Hard Brick your device.

In addition to what DocHoliday77 said: Samsung does not provide pre-rooted official firmware, but you can find CWM-flashable or Odin-flashable ones in the S3 Android Development forum. I.e.:

I would also suggest you browse through the pages of the Android Dev forum, as you may find other stock rooted ROMs available. The thread that present stock and/or rooted ROM have it indicated in the thread's subject. Instructions are also written in those threads on how to install the ROM.
Moreover, if you have in the past upgraded to at least Android 4.3, make sure not to install a firmware older than 4.3 (or at least, the bootloader part, as you will brick your phone).
I would only add to that by saying if you flash anything outside of this sub-forum, be careful abd make absolutely sure it is compatible with your device. Flashing roms intended for other devices often results in a hard brick.

What does it day in download mode? What about the baseband/modem version?
Best way to know for sure is to install terminal emulator and enter this:
getprop ro.bootloader
You may simply have a T999 running on an I747 based rom. The two are very compatible when it comes to custom roms.
Since it sounds like you are on pretty old firmware, you will probably need to fully update it before flashing a newer rom. Just remember to only flash firmware for your model device. So if it's a T999 do not flash I747 firmware. Once updated you can then flash custom roms from either device.
(Also check the sticker under the battery to see what model it says)

And just for good measure, check the sticker under the battery.
You are currently running on T999 base firmware with an I747 based rom, so you can be pretty certain you've got a T999 model.
You'll want to flash one of the two latest firmwares for the T999. (NC2 or OH1 if I'm remembering correctly) (note that some roms may not flash on the newest OH1 firmware if they have been updated recently, so you may want to go with NC2 to make things a little easier for now.)
After flashing your firmware, flash a custom recovery and then from the recovery flash your choice of rom.

When you are dealing with firmware, it includes everything, unless otherwise stated. Download and unzip the firmware package. Then flash the .tar.md5 file with Odin. Back up data first of course, just in case.
Doing this will give you a fully updated, stock, unrooted device. Reroot using Towel root, or flash recovery then a rom if you choose.
If you haven't already, I suggest reading the first few posts of my firmware thread (sticky in dev section). There's already a lot explained there.

Yup, the unlock is permanent. You can safely flash firmware, roms, etc.

Which variant of the galaxy s3 do you have? You should be able to flash any ROM compatible with your phone using TWRP or Phil touch recovery.
I have the i747m (rogers canada). I have TWRP 2.8.7.0 & rooted with Kingo root. Somehow it was the only way to root it. Tried Towel root & odin but both were doing nothing.
TWRP was installed a long time ago. I recently made an update on kies (what a mistake sign...). I was on 4.4.2 before and after the firmware update on kies.
I got a spare S3 motherboard (with cpu etc.) I might try on that one first but I need to disassemble & assemble everything... not very tempting.
I usually just use odin and http://www.sammobile.com/firmwares/ to start fresh and root again when I want to upgrade bootloader and modems.
As you saw at sammobile, OB3 is the latest official release for the i747. You do not need to do anything to your baseband (modem) to run CM11. You may want to verify that your bootloader (firmware) matches the modem. This can be done from within TWRP. Go to the advanced menu and in the terminal enter

getprop ro.bootloader
You should get a return ending in OB3.
I suspect the CM 11 updater-script has not been updated to account for the just released OB3 firmware. If that is the case, you could always edit the script in the roms zip file.

The unofficial CM12 -5.1.1 by @matrixzone is good for the i747M, aka d2can. If you have any doubts, ask on that thread if it is updated to run on OB3? Matrixzone is active on the forums and should respond to your question. Also I just checked the updater-script for the latest CM11 official nightly and it is set up to run on the i747M.
So, either should run with no problems for you.

I have been reading how to downgrade the firmware here on XDA, so I am able to unlock the phones, but I have come across a few posts stating that downgrading from 4.3 firmware will brick my phones. My phones are currently running 4.4.2.
Is it safe to downgrade my 4.4.2 phones to 4.1.1, or will this brick my phones?

No, it is not safe at all to try to downgrade from 4.4.2... but if what you care about only is to be able to use your phone on Rogers network, sim unlock by code still would be possible...
If you are running a 4.3 or newer bootloader, you must unlock via code running a stock Samsung dialler.
You can only downgrade the firmware build (downgrading from OB3 to NF2) but you cant download full builds. This will cause a soft, user recoverable brick (you can fix the brick using odin or Kies).

Just to clarify, you can downgrade the Rom build, but not the firmware. (Firmware includes the bootloader and modem, and others.) But it is perfectly fine to flash a custom rom built from an older base.

You might be able to use a custom rom lets say im at 4.4.2 and i use a rom based on 4.3 i might be able to use it, or else i will het a SOFT brick. i used 4.1.2 while having a 4.4.2 bootloader o with no probelms
The key to unlocking the i747 is accessing the stock 4.1.1 dialler's menu system. Unfortunately, the stock 4.1.1 dialler will not work on a 4.4.2 bootloader.

It depends on the custom rom that you're gonna using, some of them will work just fine.
but on the other side the rom requires stock bootloader and so on,
the safest way is to flash to the stock latest android 10 rom through odin,
but if you don't want do that just make sure that the custom stock rom includes the latest stock bootloader where you can just ask on the rom's discussion
also don't forget to update your twrp version to the latest first, or there might be a possibilities that you will end up with error
