Ok, so I have a newish Pixel 2 XL that has the bootloader unlocked, but completely stock Android Pie.
Is their any way to get my device Certified??, or do I have to just lock the bootloader or install magisk (which I don't want to do either)...
Things like Netflix (won't show up in Playstore) and Google Pay won't work, and I'm guessing it's because the Play Store says 'device is not certified'. I sideloaded Netflix, so it's really just Google Pay that I want to get working. So far, I have:
Disabled USB Debugging and Developer options
cleared storage, cache etc in all Play store apps and/or services
added device id to Android's Certification page @ google.com/android/uncertified
Ran the *#*#checkin#*# command
Even removed both google accounts, re-added them and then did a factory reset.
Try to clear data for the play store and see if that helps. I'm rooted with magisk, and this worked for me
Yes, try clearing playstore cache/data and reboot...

Well if not working try reseting the phone
I had the same problem yesterday, and I tried to check the My Apps menu in Playstore, it happened that all apps in "Installed" tab are downloading updates all at the same time. So I cancelled all the process and everything is back to normal.
Update Error
Hi! I'm having the very same problem. Any advice please?
Are the apps you are trying to update on the micro sd. If so try moving them to the device storage before you update.

Possible solution
@reaf
A factory reset should work. However, I disabled my downloads app and the downloads provider and the play store refused to open.
I think that you should try to disable both of them; wipe any data or cache.
Then reboot and enable them and reboot again.
This should solve the problem.
Nexus 7 2013 Marshmallow not play store joy...
My Nexus 7 2013 updated with latest OTA Marshmallow some time ago, have rebooted a couple of times since then, suddenly stopped doing any app updates even though it seemed to think it needed to do so. The downloading progress bar would just go on forever. I finally got fed up and reset cache and data, rebooted and nothing. Then I did a factory reset, but let it try to re-add all my apps, that was taking forever as well and never actually getting anything to complete the installation. Then I did a factory reset without restoring any apps. The tablet runs, I can surf the web, lots of other things, but when I start the play store it apparently is the older version of the play store and it never wants to update itself. When I click the play store build(5.12.7) within play store settings, it says there is a newer version available and will be installed. That hasn't happened for 2 solid days now. I can't get any apps to install at all and the play store is stuck on the older version.
Advice?
P.S. Yes, I have a good WiFi connection.
I am having this issue now on Zenfone 2 version 4.168. Somehow, this started happening after my friends wifi went down. When it came back I still couldn't use it effectively. I could not connect to games or google play store. I tried clear cache and data from services and play store one by one but no solution. I booted to recovery and wiped cache from there still no difference. Factory reset was only solution that worked and that was my last resort. I thought the wifi I was on got hacked or ddosed because thats when issues started. So it has happened again after I did the factory reset. I synced my apps from gmail after I reset and it was fine for at least 4 hours till now I can't connect to game of war and when I go to play store and my apps, I get can't connect to play store.
I never was aware of this before. When I was setting up my phone again after unlocking my bootloader I saw that my play store is uncertified. Does this have to do with the bootloader?

If you're running magisk after a few reboots it'll go certified or you can just go to settings apps Google Play Store clear data and it'll go back to certified

Yeah I don't think you'll ever be certified if you run just SuperSU I believe the only rom that will say certified if you run it stock is pure Nexus other than that it'll always say uncertified until you install magisk.
It's not a big deal there's just a few banking apps and think of Mario run maybe Netflix which some of those you can get off the mirror site

If you're not rooted or not on a custom rom I would go to settings apps Google Play Store and clear the data
The bootloader is a safety net check. Probably what's causing the issue.

Ok but what if bootloader was unlocked then relocked, never rooted, factory reset, and from fresh boot it says not certified. Even finished set up and cleared data / cache and still squat.
Granted its only blocking Netflix now but its still not "right" any ideas is greatly appreciated

Clear data and cache of Google Play Store. Then reboot. It should become certified.

Sure sounds like it should say certified after your steps. Sounds like there is some remnant of the certification on the Google side. Wondering if you have another device logged onto the same Google account (or one to start fresh with and test like an old phone that you could use over WiFi). Maybe it would resolve a conflict.
As for the Netflix block, the side-load version on the Netflix site works fine. The bootloader is unlocked on both of my boys' phones, but they are not rooted (so I can't use Magisk Hide on the Play Store). It still trips SafetyNet because of the unlocked bootloader, so I needed to install the .apk.
I just Magisk Hide root from Play Store and Google Play Services, clear Play Store storage and reboot phone. Then it goes back to being certified and I can find Netflix again without a problem, even with my bootloader unlocked.
I have a problem with Google Play store app - every time I click on icon it starts and quit instantly with message "Google Play has been closed" (no other info what was wrong). It's newest version available.
I've tried many things:
- reinstalling the app (turning off to uninstall any updates) and reapplying update.
- clearing cache of app
- clearing cache for Google Play services for Instant Apps and Google Play Services
- clearing Data of store app.
Only two (first and last) gave temporary results for the first start - after that I can use app normally, but just after quitting problem is always back until I don't clean Data in Settings/Apps/Memory. I don't want to do factory reset, but it's kinda annoying. Something is loading/changing in app data after the initial start, that results in problem with starting again. Thanks for help in advance...
Uninstall Play store updates, clear data of Google play services for instant apps and perform a wipe cache after that.
Open the app and try if it works.

Can you precise "and perform a wipe cache" - did you mean wiping cache in the 'Google Play' store app or 'Google play Services for instant apps' app or device cache in recovery mode?

First uninstall playstore updates then clear cache of the app "Playservices instant apps" and then perform wipe cache via recovery.
Didnt helped - first start, with "old" version is ok, after closing the app and reopening its quit again ?
Could be problem with Google play app. Couple of days ago, I've noticed that sometimes is not showing updates for installed apps. Force stopping usually helps.

Baronik, please check if you are using latest google play service, 8.1.29 at least. I had the same issue last week. I made even factory reset without lack. Then I found this suggestion on Lenovo forum for Moto Z and verified that I used outdated version 8.0.X. When I tried update it I received notification I use latest version. I was singed to google play service beta program so I unsubscribe it, and done factory reset one more time. After restart 8.1.31 version has been installed. You can try to uninstall updates for google play store first.

I'm not sure about app you're talking about - I got 3 apps "connected" with store:
- Google Play store - version 8.0.73
- Google Play Services - version 11.3.02
- Google Play services for Instant Apps - version 1.19
I've been uninstalling store few times with a hope, that phone will update to newest version. Looks like 8.0.73 is newest my phone can install automatically. Any trustful source for 8.1.29 version to manually install? I really don't want to do factory reset...
Problem SOLVED - I've just installed 8.1.29 version of Google Play store app from APK-mirror and everything is ok for now. I can start app, close it and start again with no problems. Thanks for suggestion about version - I was more than sure, that phone will always install newest store app, but that wasn't true.

Looks like your Play Store is uncertified. Clear data and cache for Play Store and try hiding Play Store in Magisk then reboot. Hopefully that solves the issue.
Same thing happened to me a few days ago. Clearing cache/data didn't work. What did work was disabling the app (it uninstalls updates and reverts it back to the factory version), then re-enable and you should be good to go.
I've hidden it in Magisk but I still get uncertified; doesn't bother me though since everything seems to be working normally as far as I can tell.

You sir are a saviour! i was facing the same issue and had tried a lot of stuff like deleting cache/data of the play store, removing and adding the Google account but nothing worked. I disabled and reenabled the Play store and its perfect now (on Android P DP4)!
So I'm on the latest firmware, fresh flash with magisk, flash kernel, and xposed installed. It was working fine before but now it showes only what is In the attached screenshots. I have force stopped and cleared data from playstore, play services and play framework, as well as removed my Gmail account and rebooted and re-added my account. But it won't fix itself. No magisk add-ons or xposed modules should have any affect on this.
I've used the market doctor feature of Titanium backup to repair market links in the past. You could try that

I had the same issue after I had to clear thev data of the Playstore.
For me, nothing helped: I tried to delete my Google account and set it up again, I installed the newest version of Playstore and Play services from APKMirror and I tried some combinations of this.
The only thing which solved the issue was a clean install. I won't mess with the Playstore again
I had the same issue and i tried literally everything. The only thing that solved it was a factory reset. Also keep in mind that since that occurred any of your actions are not backed up in Google.
Ti backup fixed my playstore links, no need to factory reset
You just have to get the play store to be certified. Here is a quick guide that I wrote myself. It has worked 10 out of 10 times for me as well as my friends. Hope this helps. ?
To get playstore back to being verified. Long press the Google play store icon. Go into app info. Clear data, and data cache. Also hit disable...it will ask you to revert back to factory settings. Hit yes. After that enable playstore again. Reboot the phone. Once you reboot the phone...let it sit for a minute or two for everything to load. After waiting...open up playstore and do not touch anything. Again wait a minute or two for it to register your device. I usually wait until my screen turns off which is a minute. After you waited long enough, check to see if you're verified. If you're not...you have to do the process over again (clear cache, data, disable, reboot, etc) Just make sure you wait long enough this time.
