It is locked to the network; T-Mobile.
I am trying to unlock my phone to work with an Orange(UK).
I have tried to flash my phone with uspl, but still does not work?
It would be greatly appreciated if somebody could kindly help me out or direct me to a link which advises on how to unlock T-mobile successfully.

USPL does a CID unlock (means that you can flash a different ROM onto your phone, removes model checks etc)
What you need is to go to www.imei-check.co.uk or find a similar service. There is currently no way or removing the network lock for free.

[Q] Need unlock.bin

I bought my HOX off Craigslist, already unlocked. So, I do not have the unlock.bin code and I need it in order to upgrade by Hboot. Any ideas on how to get it? Could I just go on HTC.dev and go through the unlock process again even though I'm already unlocked, just to get the code?

Follow up question: Do I need to be able to open the .bin file he sent me? When I try to open it, my computer says it can't open that type of file. Or, can I just leave it as is?
It's not meant for you to read it, at all!
You will be able to use it through fastboot when you want to unlock your bootloader (providing that you did relock it beforehand)!

How to install CM11 on LT28AT

I just purchased one LT28AT(Sony Ion) from ebay and the seller unlocked it from AT&T for me. Now I am a T-mobile user. Since this phone is still running ICS, I have been trying to install CM11 on it but no luck. I was told that I need to root the phone first and then you are able to install a CM11 rom. I searched all threads here and googled related report. It seems no way to unlock this phone. However, I did see some people installed CM11 on their LT28AT and they also uploaded the videos on Youtube.
Any suggestion or feedback would be appreciated.

Thanks for your reply. I just checked the configuration and the "Bootloader unlock allowed" shows NO. Does that mean this phone can not be unlocked?

Unfortunately you posted in the wrong section ... I think you'll get help faster if your question is put in the right place, you are now on a development section and no one give much importance to requests like this. Thanks !

If you haven't already, you need to look in the 'guides' forum. There's a topic specifically to unlock the BL, and you'll also have to follow the info when you have a Verizon variant, which you have, because that's the one that doesn't have the OEM unlock in dev settings.
It's not that hard to do. Finding a workable TWRP is more involved. Not so much finding it but getting it installed. Because there is no recovery partition any more, twrp has to be ram-disk injected into the boot partition, that's where it gets more complicated.
