With which ROM is the Duo Camera running? Is there an Android 7.1.2 or 8.x version?
Only sense based roms have properly working duo cam, so the highest android version you can get is 6.0

No, Duo camera it's working properly only on sense based roms.
Probably on some aosp roms Duo camera it's working somehow, but not like in sense.

The secondary camera module is not working at all on anything other than sense, so no bokeh and stuff.
ckpv5 has made a working camera app for any rom, but that still doesn't use secondary camera.

Is it possible to have the effect on a cm or aosp ROM? The HTC gallery is working fine but the effect isn't there. Maybe installing certain library files would do the trick? Thanks.
Pretty sure it's dependant on the Sense framework.
Perhaps someone will correct me though. ?

will never happen, mist likely to get O android version on G4 then camera stock in CM AOSP.

yep aosp roms are nice fast and battery friendly but camera framework from LG are missing. if the same framework and drivers were used beleive me no one would be on stock. at least me i wouldnt. they use a generic driver so thats why picstures arent same quality and some features are missing.

is it true that the only (custom) rom with perfectly working Oxygen OS Camera App is freedom OS?
I would like to try a new rom like RR but want to make sure the camera is working as best as possible.

it is true. but for me, camera quality on other roms is still good enough
freedom os is not really a proper custom rom, it's just oxygen os with some tweaks and an aroma installer
I use Snapshot release of the official CM13 with http://forum.xda-developers.com/oneplus-3/themes/port-oxygenos-stock-camera-cm-t3451721
You might give it a try
every ROM based on OxygenOS (like FreedomOS) will have camera performance/quality equivalent to OxygenOS.
every other ROM will have decreased camera performance/quality, which can be improved to a certain extent by flashing the ported OxygenOS camera

You cannot use any camera mod on LineageOS 14.1 and on basically any AOSP based or CM based custom ROM.
You will need stock firmware for camera mods and I would recommend Cyberian Camera.

I use Manual Camera on the ROM that I am currently running(Exodus ROM) but it has half of its features disabled because I believe CM ROMs don't support so much manual controls yet and for some reason the stock Camera app on Exodus is hidden from the launcher so yeah.
If I was on stock I would just use the stock camera app.nothing else.
The only thing that I miss about the stock OS is the camera app. Is there a similar one that isn't the gcam?
Alternatively is there a pre debloated version of the stock?

Yeah. There's MIUI EU. A debloated and optimized version of stock MIUI
I don't want to push you away from ArrowOS, because it's a nice and simple AOSP ROM, but there are other AOSP ROMs which *do* have a almost fully functional MIUI Cam. Check the Global Poco F3 TG Group-chat, which posts various ROMs.
The problem is, there hasn't been a working Magisk Module for most AOSP v13 ROMs. Has to be baked into the ROM, for some technical reasons I guess..
