Is there any working twrp with OOS 4.0.2....I am using stock nougat...I tried to flash twrp it says successful in cmd but it boots to stock recovery every time. Also is there any ROM which gives me VoLTE.? I have A3000 and VoLTE doesn't work in India.
Make sure you've unlocked your bootloader.
Official v3.0.3-0 and blu_spark v14 TWRP work with OOS v4.0.2

For TWRP, the answer is as above.
As regards VoLTE, it works in India if you have the A3003 model at least in stock OOS ROM (3.2.6, 3.2.8, 4.01 and 4.0.2 all of which I can personally vouch for). Your issue might be that the A3000 may be missing the bands required for VoLTE in India.
Official TWRP 3.0.4.0 apparently contains a few bug fixes that is present in 3.0.3-0 and they advice you to use 3.0.4-0 in the official thread (https://forum.xda-developers.com/oneplus-3/development/recovery-official-twrp-oneplus-3-3t-t3543391)

Internet will work but may not at 4G speeds. If you don't have the band for VoLTE, you can not do anything about it. Some research is going on here:

What do you mean by 'faster'? The loading time?
If your data partition is on f2fs, then both versions take their own time.

No. I don't think it makes a difference but I didn't boot into the rom. Like I said, i was only interested in the baseband and restored aex immediately after flash.
It did not lock my bootloader.

Can you tell me the procedure you did to update your baseband. ? Just flashing this and booting the device will update the baseband? After booting up I can again reboot to recovery and flash valdis or screwd ROM which need updated baseband for installing the ROM.. please help?

I can confirm if you boot into the rom, it will lock your bootloader. As long as you stay in twrp after flashing then you should have no problems.
I have unlocked my Moto g5s bootloader and installed twrp and Magisk and after some days I removed magisk and flashed stock ROM with mfastboot after this process also, I didn't get system status to official and due to this may be my mobile is not getting updates I am on October patch all

Bro when tried to sideload it showed me error then after I flashed twrp and a custom ROM after that I wouldn't see network after that I came to know that my IMEI no has been wiped out then after I flashed RR ROM it worked when I tried to change to stock ROM it showed me on CMD That security downgrade,preflash validation failed, failed finished now I can't go back to stock ROM

Are you referring to the process to go from a stock ROM to an AOSP based ROM?
For the error you are receiving, is that error occuring in TWRP or in fastboot?
