i have made a custom rom and i want to publish it here

You must post 10 times first.
It's not that much, and if you post helping out other people or giving feedback for ROMs you will have more credibility when you come to publish your ROM.

i just patched the OTA official update at the Pc and i got the whole files of original rom , then root and that is it .

If you fill out your original post above with how you want your ROM thread to look like I will move it over there for you.
With links, if you intentionally break them by adding a space, I will fix them for you. Same with images & such.

First of all i would like really to express my happiness being in this website , it is very usefull but unfortunatly this is my first time i post thread .
I am seeking your kind if you can help finding a mod for the following , i am note 2 owener international version XXALJ3 , JB 4.1.1 , Stock room and rooted .
1- Stop increasing the ringtone .
2- Automatic brightness , as when it is enabled it is so dark .
3-CRT / OFF and ON MOD
however , i was using those mods in my S3 GT9300 , and it was working perfect , but unfortunatly i found nothing for note 2 international version .
Appreciate your help and support for this .
Hello and welcome to XDA! Some of the mods you mention are cooked into a few of the already available ROMs. Just to give you a heads up though, questions threads should not be started in the development section. That's what Q&A is for.

Thanks for your quick reply , i dont like to use cooked ROMs , that's why i am looking for MOD , am already found an alternative solution for Automatic brightness which is LUX software , it is good .

I am using severel costum ROMs . But didnt make one yet . Can anyone explain me How to edit a custom ROM ? I really want to know . If there is another part like this , please give me the link . This my first post ( question really). So please forgive me for any rule violation
