I submitted a patch to review.lineageos.org/ but it was "abandoned" stating that only developers can do this ...
What is the "official" way to enable build for a device? Is there a list of developers (assigned to device families?) which one can use as a contact point?
PS The device in question was supported by the CM tree, so it likely doesn't need to be ported.

The nicknames normally (I'm not 100% positive for all of them) coincides with their XDA member names.
I'm sure that if you google their nicknames and/or their names, you'll get something that will take you to a Google Plus, twitter, etc... for them.

The last build for the H811 was posted on 2/6. Where can I go to look and see the status of updated builds for this model? I looked at Jenkins, but the builds don't appear to be labeled like they used to be by model.

There's an app on the Play Store called the "LineageOS Changelog" located here:

It helps you view changes for your device and download nightlies with the tap of a button. It was designed with the Material Design principles and guidelines in mind to make it a pleasure to use.
It provides detailed information for a specific change such as the contributors and the files that were modified.
It can notify you whenever a change is merged or a new build is out. You can also select the devices that you'd like to be notified about. Isn't that amazing?
It also uses colors to differentiate between device/kernel specific changes for a device

Well, if you look at jenkins, you'll see last weeks build failed. This week there was a build issue and the builds are a day late (0221). But they're all available. Alternatively you can get daily unofficial builds if you are impatient.

I currently own a Xiaomi Redmi 3 which has a very annoying problem: it has ghost touches in a very specific row. What I am thinking is to write a Xposed module to make Android ignore touches coming from that row to mitigate the problem. Since I have very little experience with writing Xposed modules, can you point me in the right direction?

Okay... Let's look at it in a different angle @James_patageul...
First, you have the following Xiaomi Redmi Note 3.

Second, towards the bottom of the link above, there's only one LineageOS Maintainer (aka Developer) listed as "TheStrix".
Third, typically, most/all of the LineageOS Developer's has (and uses) Github, Google+, XDA Forum, etc... and, for example, if you search Github... WHAM! you can locate that developer and can verify it by the LineageOS reference here.

Finally, it's fortunate to be able to see some contact information on that developer's Github page.
That's just one of a number of places that you can search and locate a developer.
The case of The Missing Developer has been solved by Mr. Holmes again! LMAO!!!

When it comes to LineageOS... They do have a few ways to report bugs and, pretty much, all of them are not the best for even the novice user.
I've submitted Bugs and still don't get very much confirmation from them unless I use a number of different avenues and sometimes try and figure out if there's a workaround.
I know how this feels... LOL!

Woo I finally manage to send them a bug report but he got directly Rejected ! because I didn't post a logcat file !

I explain them that logcat contain too much private data to be send (and way too much long too clean). and they have all the info to investigate this serious case.
I hope I will find an good AOSP alternative to lineage...
I have a OnePlus One phone running LineageOS 15.1 I update the software once a week, but have noticed that some time over the last month, or so, The email application I have installed, Google's Inbox, can no longer collect email whilst I'm connected to the Mobile Internet.
I've checked the settings and the app is allowed to use mobile data, so there should not be an issue. However only when the phone enters a WiFi network will email be collected. If I try to force email collection then the app complains that there is no data connection. I tried to re-install the app but that didn't help at all.
I'd be grateful of anybody has any ideas about what I can do to resolve this issue.

Not yet (Officially) but, I do see a handful of Unofficial Builds that reflects OMS and/or Substranium within the Topic/Title of the Developments Thread.
This doesn't mean that the Lineage Team hasn't been working on nor has forgotten about OMS either. I do know that I've seen work being done on this in a handful of areas.
I had only seen mentioned, in a few areas/topics of conversation regarding the Lineage Team creating a separate Developmental Repo (within Github) that's specific to LineageOS OMS. I just haven't gotten in looking around and/or asking about this.
Personally, I believe that they are working on it (in more than one form or another) and just haven't worked out everything yet as to its Operation, Implementation and/or Stability.
This is "probably" the best bottom, line information, you're going to get unless there's something that I had missed (which is always a possibility).
Let's keep our fingers!

I really can't elaborate any further but, I had also just found a few references that I can only sum it up with...
"The Lineage Team has been working hard on removing the CMTE (CyanogenMod Theme Engine) code from the LineageOS Firmware."
... And I also have noticed that they don't have any plans, at this time, to implement the Substranium OMS.
I'm hoping that better news/guidance comes soon. Maybe @curiusrom can help with any corrections/clarifications to the above information.
