Recovery not loading, can't flash ROM

I'm asking this for a friend as he has little experience with hacking phones, but did successfully root his Desire.
There is currently no ROM installed because I did a factory reset but didn't install a ROM.
When trying to boot into recovery, it shows the standard HTC screen, after a while I get a black screen with an image of a phone and a red triangle with an exclamation mark in it. So I can't flash a new ROM either.
I can get into the bootloader (where you are given the option to boot into recovery).
What would be the best course of action to fix this problem?
I was thinking flashing a RUU will probably fix it, but does this not require the phone to have a ROM and be booted into it?

[Q] Desire won't boot

Hi all
I recently downloaded and installed the OTA froyo update and now my Desire won't boot, instead it gets to the white screen with green HTC logo and loops constantly. I can't enter recovery either as I get a red exclamation mark inside a triangle.
Can any one help with this?
Thanks

Don't know what you mean by "my normal recovery" but the red triangle is stock recovery, press vol up and power to bring up stock recovery option menu.
If you talking about custom recovery, like TWRP, that would have been removed by HTC during the repair. You need to unlock the bootloader, and flash TWRP back to the phone.
Did the phone ever work when you got it back from HTC? Or was your first time powering it on, with the SD card inserted?
For the RUU, make sure HTC drivers are installed, try a different USB port and different cable. Win7 and USB 2.0 have the best compatibility with RUU.

HTC desire eye stuck in red exclamation bootloop

I recently downloaded a software update while it was updating it showed a upside down triangle with an exclamation mark. Everytime it boots to the HTC logo then the screen goes black and goes back to the exclamation. When I try to go into the recovery screen it takes me back to the exclamation. Please advise me on what to do.
