Any Note 7 Snapdragon version root / rom??
Only way is with a Sprint debug rom (that has root). Locked bootloader means this'll probably be the case for quite some time.

On my s4, I was able to run international Qualcomm based roms without issue, is the note 3 the same?

No, WIFT/BT does not work but there are fixes available
Yes you are able to flash international roms as well as cross carrier, you just need to flash the fix as said above(only for international n9005 variant) for cross carrier you would need to correct apn and csc info and settings. Both the n9005 and usa variant note 3 share the same SOC the n9000 however houses the octocore exnyos which cannot flash any n9005/usa roms.

I wonder why?
Anyway if you used it to flash the GN4 DEVELOPER DEVICE it would lock the Boot-loader . Am I right?
Yep....

It is for DEVELOPERS EDITION ONLY.....not retail version. Retail version has a LOCKED BOOTLOADER ....Developers Edition does not.

Do we not have the sm n910v ? That's the one that's listed
Do you have a Developers Edition bought straight from Samsung? If not it will not work. It will brick the phone or just not work / complete.

Not necessarily, it will simply fail, chances of getting a brick are same as with dev version
It doesn't brick the retail editon. It doesn't even make it past the flags to install, unlike the DE that flashes fine.
It should specify DEV edition VZW, that way people won't get excited, I downloaded the SM-N910V because it didn't say anything about the zip being for the dev edition, but it is.

You should able to flash any ROM compatible with your hardware and carrier.
Did you install the custom recovery?
Yes TWRP is installed I already have a ROM currently running just wasn't sure ... Thanks
Let me know if you have successfully flashed any of the roms from other carriers
