You need bootloader unlocked to flash twrp and root, you need root to s-off.

I'm planning to buy a phone, so 'm between this one and Samsung Galaxy S3, my question is, can the HTC One X be rooted? I've heard that latest versions cannot, please confirm this, thanks!
Yes, it can, you can find a guide here and probably a couple others in the same forum.

I do not know about a "latest version". If you're talking about the latest software update, the unlock procedure is provided by HTC themselves, so it does work and it will work on all future updates and (hopefully) devices. However, I might be missing something if it's about a newer version of the device's hardware, so don't take my word for it...

Not rootable on new phones with 2.20... try to find a retailer with old shelf stock. Any ones shipped before august will have the older firmware.

Hello everyone! I would like to ask you guys if this is the final version of JB&sense rom just like from the HTC One X+, will this be compatible to all CIDs now? I have the htc_044, and sadly I can't upgrade to version 10+.
Just wait until HTC releases it for unbranded devices. Once the final version comes of course it'll be compatible for everyone. You think HTC would only release JB for a handful of devices?

There is no way to get the "Official" GPE on the Verizon HTC One because it is only intended for the GSM HTC One. But the direction that user brholt6 has pointed you in is the closest thing to a GPE HTC One as your going to get. It does require some extra things to be done first, as in S-Off, rooted, and custom recovery, but after that all you have to do is install the ROM.
I don't know your personal level of knowledge on customizing phones, but all the stuff needed is pretty straight forward and can be done following guides on this site and others.

An official GPE that's compatible with Verizon? I would say it's just about impossible. After the fiasco with the galaxy nexus on Verizon Google doesn't like Verizon and their policies very much

Mike bought a Nexus instead of the 10
Its been 3 months since "21" was promised and around 5 months since any update for ARHD was released on the M9.
The guy has a new family, kid and has clearly lost the enthusiasm for updating his ROMs so afraid you will likely to look elsewhere.
If you want a good rooted stock experience there are a few alternatives on the forums.

ARHD was pretty much stock on the m7, so based on that two popular roms I've tried and ran well on the 10 were leedroid and Viper.

MaximusHD is similar to Android Revolution HD.
It's nearly stock with some improvements.
I also use this ROM and it's perfect for me.
