I'm looking to get a 5X but want to do development testing against KitKat 4.4 and 5.1. I could use an emulator, but those are slow and wanted to try custom software on real hardware.
Is this possible, perhaps using older CyanogenMod or similar?
Anything is possible. It's not probable though.
You can probably buy an N4 and N5 for cheap though. They run the versions you want.

Sorry if this an obvious question, but I'd really like to know if I'd have to root/unlock it to flash some more recent Android version.
Speaking of which, how difficult is it to flash/unroot?

It's true that the answer is a simple no. But I had to learn the hard way when I first jumped into this site a few years ago that people do not like to be asked questions that are easy to answer. You don't even have to look on this website. Simply look at the spec sheet on LG's website and you will see that it comes with 4.2 .2. There is already a rootkit out for the device but no roms at this time. I honestly don't think you need a newer version at this time. 4.2 .2 jelly bean does everything you need in my opinion. Otherwise get a Nexus device. I have a Nexus 4 running Kit Kat Paranoid Android and Franco kernel and I couldn't be happier. But when it comes to my tablet I just wanted for basic consumption and a stock Android is perfectly fine. Just my opinion.

What is it that you are going to gain from updating to 4.3? The bigger number? There is a lot more that can be improved in the ROM than going to 4.3

would like Android 4.3 or later to enable opengl es 3.0 support for games. Hopefully lg comes out with an update soon.
i would like to see cyanogen mod 11 or pac rom much more than official updates of LG

Can anyone tell me if the htc one can run older versions of sense? I've been looking but can't find it running anything older than sense 5. I've wanted to checkout sense 4+ on the one but can't seem to find out if it's even possible.
Why would you want to? Older versions of sense was laggy and battery hogs. Why aosp based ROMs was so popular back then.

It's just for curiosity and to play around with. I liked the old versions of sense and wanted to see how they looked on the one.
You would I guess need someone to port over an older Rom in which I doubt any dev will do. So unless you are good friends with a dev or you can do it yourself the chances of seeing it done is slim to none.

Is there any hope for this being ported to this device, it hasn't come out yet but I was still wondering since it will be released soon for the nexus devices but not this one as anything else. I'm just wondering if anyone plans on trying to port this in the future after it's release. Apparently it is able to run android apps without a VM and use the processor directly

Only a select few have root, unfortunately. Now that root doesn't work on updated phones, and the fact that android development as a whole is minimal.. I wouldn't look for stock android.
