This is sometimes a bit finnicky. Try changing to PTP instead of MTP. If that doesn't work, enabled Android Debugging. For some odd reason, Windows 10 wouldn't discover the storage on my HTC One M9 unless I enabled debugging from the developer settings menu.

I've tried everything that you suggested... and I'm still having the same problem as the OP.
Did you open the notification that appears on your phone after you connect it to the pc and select mtp?
How about just using a USB OTG memory with Type-C connector, something like this...

Yea MTP nor PTP didn't work. What I did was plug it in and wait for it to show up in device manager. Then I deleted the device from device manager. Then I unplugged the device and plugged it back in... Then waited for drivers to install on it's own. Everything was good after that.

I'm trying to copy some files over, but for some reason MTP doesn't work at all. I have tried enabling/disabling USB debugging.
When I have debugging on and connected as a PTP I can see the folder on my PC. When I have debugging off, I can't see the folder under MTP or PTP.
Any ideas?
What does it show in your computer device manager with debugging on and off?
Nvm I fixed it. Basically nothing would show with debugging off. I uninstalled the nexus 7 device from device manager and then plugged in the N7 again and everything started working.
I had that same issue. Glad to see you fixed it. I used one of the all in one tools that shows the USB device tree and removed all nexus, Google and Samsung devices. Then plugged it back in and it worked.

So I got my Nexus 7 2013 to work perfectly on my laptop, which runs Windows 7 x64. However, on my desktop, which also runs Win7 x64, I only have the ADB working correctly for the N7. As I recall, sometimes there is a device under Device Manager called "D:/", which is non-descriptive, but seems like the closest thing to the N7. I have tried to update this mysterious device's drivers by pointing to Google's USB drivers and the OEM drivers, but neither was accepted. There are also no devices with missing drivers listed in Device Manager.
At this point, I am not sure how to proceed. Is there a precise way identify under what device name/category the N7 shows up in Device Manager? Please advise. :fingers-crossed:
See if this helps:

Make sure USB Debugging is disabled, device is plugged in, and go to device manager in windows. Then right click on nexus 7 or android adb device, or any similar name. Then after uninstalling everything, unplug device and replug it in. Let windows get the drivers, and MTP should work!

Deleted everything related to google and nexus. Still installs as adb device but doesnt show as nexus 7 device! Wug fresh has this program in its tool kit
It might sound dumb, but I was literally just having this issue. But apparently certan roms or kernel disable MTP mode when they are installed. i reinstall every driver just now. My fix was as easy as going to Settings > Storage > Menu Button Top right > Enable MTP box.

Going to try a custom rom see if that works!
I have tried a number of the suggestions in this thread, including the deletion of all my google/adb/nexus (and samsung) drivers. None of these steps resolved my problem. However, at the end of the day, I can still use both ADB and MTP, just not at the same time. So it's not a big deal. I think I will mess around with Tasker and/or get a widget for turning ADB on/off.
Are you ale to get a nexus 7 device to show so you can access internal storage? I can only access camera storage.

Are you running stock?
If so, do you have USB debugging turned on?
If you have USB debugging turned on, the USB IDs change and it might not (depending on what you have previously installed) recognize the MTP device anymore.
If you turn off USB debugging, it should recognize MTP.
Now if you are on a custom ROM, there might be some issues on the ROM side causing the MTP problem. Try going back to stock and see if it works.
If you are on stock and have the case where MTP only works with USB debugging disabled, then you can try this driver inf I put together to address that.
It is available in this thread:

Hey guys. I been here for like 4 hours just dabbling with everything. And cannot seem to find any solution to this...
I have uninstall all drivers and restarted like ten times now doing the same process over and over, cleaning up each file carefully of the nexus or any android device.
My problem is when i plug in my nexus 7 2nd gen, it seems to not even detect squat.
I have usb debug enabled
my MTP is on
( if i switch to PTP i can access the folder)
Ive done fresh start on everything i even look through device and try changing the option to MTP and STILL DOES not work
I don't even see my nexus 7 in my HDD external or anything, nothing pops up but an ADB success driver, and when i changed it to MTP a MTP success driver with STILL no luck....
I just bought it today and it worked fine earlier, now when i root it and stuff it seems to be glitchy with my MTP
I even factory reset everything i couldn't access my ADB
any help would be appreciated
Someone said that manually updating the adb usb driver in devices should show you a choice, choose mtp. It should then sort itself out properly.

On your Nexus, open "settings", click on "Storage", click on options(3 vertical dots on the top right corner), click on "USB PC Connection", now check MTP option.
Try connecting to your PC (or Mac) now. I didn't have to do that on a stock build, but for some reason I had to do it on a couple of custom roms. Hope it helps ya out...
Try enabling USB debugging. I know it sounds odd but its helped me with my devices.

do this only if you can see PTP on PC
On PC check device manger, on Android if there is ADB driver - uninstall it
On N7 set to MTP, debug off and reboot with N7 USB cable connected to PC
It should re-install the ABD drivers on PC before N7 fully boots up
You will be back in action.

Actually for me, it's the opposite. If usb debugging is on I can't access the device to view files. Try disabling it?
yea thanks though everyone I got it to work. I had my old nexus and new drivers mixing up my ports for some reason not being able to access it at all
After recently flashing the new aosp kit kat, I have now lost the ability to link between my computer and phone. usb debugging is checked and all it does is slow charge. I have restored previous roms and debugging still does not work. Anyone else having this issue?
what operating system does your computer have? ive heard on windows 8 your have to reinstall the usb drivers, and some people have lost connectivity after upgrading.

I am still running windows 7
RESOLVED
Set debug mode on, connect your phone. When you get the prompt for File Storage, MTP, or Charge mode click on the back arrow on the top left corner. This will take you back one screen to where you can see USB Tethering. Turn it on and debug will be enabled.
I hope it works for you.

Same here. I have stock unroot LS970ZVC. I want to root but debug won't work.
With Debug on, all I get are the options of Charge Only, File Transfer, and MTP.
Without nothing happens.
Windows 7 and the LG Android Driver from LG's Website.
Unfortunately the screen to choose between, charge only, mtp, or pics. No longer even comes up. Just slow charges.

I was having an issue with my i9250, my phone would not be recognised in windows when switched on normally, so I replaced the USB flex inside, and I'm still having the same problem.
My computer will detect my phone in fastboot mode, or in odin mode, but I will not be detected normally, nothing appears, not even unknown device, and I have enabled usb debugging, flashed mutiple stock images but I still have the same problem, have you got any more ideas for me?
Thanks.
what windows you using? did you enable usb conection on phone? if you are on windwos 8 look at softwere update to install new usb driver for our phone
Make sure you have the right drivers installed. There is a stickied thread that contains all the steps of returning to stock 4.3. I believe the first step deals with getting the right drivers and installing them correctly. I would suggest following those steps.
Connect phone in usb debugging mode and then Try to manually install the drivers from device manager.
Had the same problem
