Actually, It can and has been tested to work with both voice and text but as of data I am not sure. Might require specific APN programming to work but even then you might only get 3G as some has stated they have received.

[MOD] How to enable built-in wifi tethering

Things you will need:
1) rooted phone
2) root explorer app (paid)
3) sqlite editor (paid - root explorer will direct you to it)
*** Now that cm9 is available I wanted to update this posting to let you know that these instructions are for stock gingerbread as well as the custom gingerbread roms. Cm9 has this option natively and you won't need to do this on cm9. Just want to save anyone from having problems with cm9. Now if your on gingerbread, go for it. ***
Now go to this directory with root explorer:
/data/data/com.android.providers.settings/databases/settings.db
(You will have an option to open it with the internal viewer or SQLite editor, choose SQLite editor)
Select secure
Now locate tether_entitlement_check_state and change the value to 0 then save and reboot.
Now you can use the built in tethering without the pop-up saying that you don't have a tethering plan.
I hope this helps you guys out.
Disclaimer: As chrisd1a1 pointed out doing this is at your own risk as far as breaking your terms of service with at&t. I do not know if at&t can detect this or what the result will be if they do. I'm just throwing this out there as another option.

This is exactly why I'm using the ClockWorkMod app. I've already been kicked off my unlimited data plan once for "unauthorized tethering" and it was hell getting back on the plan. The loophole to do so is no longer available, so I really don't want to get kicked again.
I'll have to wait and see how it works out for others. But good job on showing us the way to enable it. Thumbs up!
If I'm not mistaken, the tether_entitlement_check_state will not be available in the database until first attempt enabling tethering.
interesting thread. moved to DEV as this could be handy for future development.
the only disclaimer I'll put in is that it's at your own risk if you break any terms of service from your carrier....

I've done this with my phone I only use the tethering maybe once a month and only for a short time. I do not know the effects of this with at&t but I figured I'd throw it out there as another option. Also I'm updating the op to state that.

I can't think of any reason why they wouldn't be able to detect it. It works the same way as it does on any other Android device.

3g/4g Network

Hi, my dad brought the this phone from China (for the second time, the first phone got bricked) and it came rooted with an ics rom. Wifi and the edge network was working,but I could not get 3g or 4g data. (It showed a 'G' on top of my network data bar on the top right). Is there a rom i can download that will allow at least my 3g data to be working. So far I tried cm10 but only the edge network worked and I had no wifi connection. My Baseband is SU640-MDM9200B V10i. I live in Canada and the phone is from China. Who knows what is wrong?
As far as I know the radios are different so that could be the problem.

you have to modify build.prop to correct region so your phone uses the proper radio settings for this region.
i'm not an expert but you can get a build.prop editor on play store, change the region to US i think it's ro.product.locale.region is the entry i think that's what it is on my rom atleast

Thanks for the suggestion, i tried your idea but no luck. I changed the value of that line to US and also CA but it was still giving me edge network.

Lol yeah I did this already. I put the correct APN (the same one I use for my lg optimus 2x that receives data connection). Thanks for the suggestion though, it's the simple ones that are usually the solution. Not this time though

Same problem happen to me when I changed the baseband before set the network mode to "GSM/WCDMA preferred".What I do is to rollback "the initial baseband" and make sure is 3G available.

What is your baseband now?Have you ever changed it?If yes, rollback your baseband using " dd if=/sdcard/baseband.img of=/dev/block/mmcblk0p14"(baseband.img is the one you used before,v10i,v10f...or else) ,after finish reboot your phone and set your network mod to "GSM/WCDMA preferred". (not sure it will work,just for your reference)

Haven't done anything to the baseband. It is APQ806/MDM9200. Should I just type that line into a terminal I download from Google play.
Extra info: I'm rooted on the newest jb v30c but can't seem to get into recovery I think because it's a secured/locked boot loader.

Before and after I input the code the network mode says 2 things... Lte preferred and 3g only. Either one I choose gives me the 'E' network above the bars.

I have searched this, but there seems to be no unified answer lately, so I thought I'd give it a new go now. Basically, is it possible to do it?

With WiFi calling on and using either gosms or native text app, it does not work for me. It just says sending.

Its blocked intentionally by tmobile for "security reasons" if I'm remembering correctly.
It should kick on your mobile data and send it though.
Are you using any roms or sms/mms mods?

MMS over WiFi calling works for me and I've been using it for a while now.. It even works without data being enabled, it shows the message that data is not enabled blah blah blah and that it will send once it is active or something but it ends up sending it anyway and I checked my sister's phone to make sure she received it and she did.. Tried it twice with the stock MMS app so maybe if you try using a different ROM

I have terrible cell service at home. Can't send MMS without Wi-Fi calling, it just never goes through. With Wi-Fi calling on, it takes just a couple seconds. It definitely works.
Check /system/app for gba-service-TMO-Signed.apk. You need that to send MMS over WiFi.
You are right! Couldve sworn it would activate mobile data and send that way.....now that I'm thinking about it, I think that's how it worked on my old phone! Oops.

I'm currently using S3Rx 1.5 Premium Suite, but I am not using any mods for MMS. I just have the native app and GoSMS.

I've tried it with both Wifi calling on & off, with no positive results. And as for that .apk, is it "gba-service-TMO-Signed.apk"? Or can you post a link to whatever it is?

You can pull it from the stock rom and copy it to your /system/app directory. Make sure permission is correct then reboot and try again.
I'm just guessing, but Im thinking in some cases people who don't know what it does remove it thinking its bloat since it has tmo in the name.

Used permissions rw-r-r. Put both in system/app and rebooted. Still a no go. In both gosms and native app, pic just sits there, saying sending (native) and sending flashing green arrow (gosms). Again, I tried it both with WiFi calling on and off, and let each try sit for 5+ minutes.

Is the GBA service running? And do you have the files in /system/app:
OmaCP.apk
OmaDrmPopup.apk

You would need a task manager to see it. I was using ROM Toolbox's. It's GBA-something. But what about those OMA files I asked about? I think you need those also.

All three are already in my system/app. And using my ROM Toolbox, I don't see anything with "GBA" in the title.

Also a no go.
This is becoming problematic for me, as I like to send pics often, but are always on WiFi at home and anywhere I can pick it up. Network indoors at home is spotty, but manageable.
If any of the files were missing from the rom, you could add them back in and reflash. Maybe they would make a difference then.

Scenario being two phones on the same network (WiFi) is it possible to turn on adb over WiFi on device1 and access this device over adb in device2 terminal app ? Kinda just wondering any input is appreciated

There is no apk. Its built-in to the framework of the phones.

There is a apk for wifi calling at least I rememeber seeing it but you are correct it is also tied up in framework-res and settings

Ya, I remember a bunch of ppl on the s4 forums trying to get wifi calling working on aosp roms. Never could get it, said it was built in and they couldn't get it out. Never personally looked though. We won't have to worry about it soon though, Lollipop will have it built in. So in theory, the aosp versions of 5.0 should too.
