It's a theme, I don't know which but I know this should be in Q & A, not in development!

i found this app on the play store u dont need to go to the setting to activate ur wifi/bluetooth etc just pull down and use it see the screen shot attached and its free and its called Elixir 2 - lots of customization even for the free version

Yes it is only for CUSTOM ROMS as of now..

I'm on unrooted stock rom and both work great, pictured is Notification Toggle

its same as google launcher as u probably know the answer NOPE
blinkfeed and google launcher look for the key ANDROID 4.4.2 to unlock u have it u run it simple!

what's ur device buddy ? bcause analog clock works fine on my XL
from xperia z1 cm12, after flashing the zip the font isn't the same as on the screenshot

It's simple, just uninstall xposed modules n framework from ur rom !! n use stock cm framework to make clockwidgets works properly
