Does anyone know how to stop the WiFi from turning on automatically ? I have all of the options for the WiFi off and I'll turn the WiFi of but my WiFi will still turn on and say there is a hotspot available.

You mean the options under Advanced in Wi-Fi settings you have off right? If so I am not sure I have not noticed my Wi-Fi coming on without me hitting the toggle.
Yes all the settings in advanced are unchecked,I will turn off my WiFi and next thing ya know I'm getting a notification that there is a hotspot available and sure enough my WiFi is on again! Its starting to get annoying that I get the hotspot notification all the time

That is odd, one of the options under advanced is to make it so it does not try to connect to hot spots in general, also the other says to make it not scan while Wi-Fi is off. If both those are unchecked and it is still happening then there is some sort of issue I would guess. Hopefully someone else with the issue pops in here after a bit.

Yes, this is happening to my Note 4 as well. All settings in WiFi>Advanced are "off" and when I go walking through the neighborhood and turn on the phone I get a screen showing a list of wi-fi networks.

Im gonna guess everyone has saw this already but thought i would post it anyway. In the advanced menu in wifi,there is a section called Always Allow Scanning. Description says "Let google location service and other applications scan for wifi networks, even when wifi is off". Sounds as if that could be the issue but if everything is already unchecked in the advanced settings menu, then im at a loss as well. Im gonna test this on my Note 4 and see if i am getting the same issue you guys are getting.
Nope no issues here i don't get that i turned it off, and i would know this cause if i walk in Walmart i use to get that on the the Wifi Hotspot not no more since i've turned it off, use to tell me the same for kmart or the AT&T Store where i live no more since i've turned it off!
Try disabling AT&T Smart Wifi. Could be the cause, especially if its alerting you to "hotspots".
I have the T Mobile version and it does the same. The white menu pops up telling that there is Wi Fi available, listing hotspots.
On my previous Note 3, it did not present itself as a page over my screen even if I had Wi Fi turned on. I simply had notifications of available wi fi's turned off. But it seems with the Note 4 one has to turn off wi fi completely for this to not show up?

Check in Location Services... Specifically the google stuff. One of them allows the use of your WiFi & GPS data even if they are turned off... Meaning if you choose the high accuracy mode (instead of GPS only) the location services will periodically turn those things on to better pinpoint your location (and send that data back to google)

So when i am home i have my WiFi on, which means my 4g is off. Now when the WiFi is on, i can not receive or send pictures. Also cant use the web or do anything like that but just send and receive text/calls.. and reason to this? maybe i have certain settings on that i don't know about? If i remember right, my wifi worked properly a few days ago.. but i cant remember exaclty. Help please? Thanks

I've been having a different wifi issue. at home I have only edge coverage but I have petty good cable internet so obviously I want to use my wifi but for some reason the phone connects to wifi yet still uses the mobile network unless I turn off mobile data. My wifi sleep policy is set to never btw. Any ideas?

Also if I turn off mobile data while connected to wifi then turn it on while still connected it stays on wifi fine. Its like the mobile radio is preventing the wifi connection from fully initializing or something

I am having the same issue. I have to go into airplane mode, then turn on wifi to actually be able to use it... otherwise seems to default to mobile radio...
I have the same issue..this is what i do to work around it though:
1. Go to Settings>Wireless and Networks>Mobile Networks
2. Uncheck packet data, and then check it again.
Once i do this, my wifi works again, let me know if it works for you.

yes, does seem to work, but agree it's frustrating.... Hope they fix this soon.
Got this from the battery thread. This actually fixes the wifi issue on my SG2
The program is called Llama and can be downloaded from the market. I deleted all the default events and just added these 2. Hope this helps for all of you with this issue.

Try freezing "my account". It toggles data even with WiFi is on. Try it and let me know.

Actually saw this tread and had Llama installed with these 2 profiles added and was till getting this issue... Going to try Freezing My Account to see if that helps... I know it helped with my wifi issues on my G2x.
Update: Nothing seems to work now. Can't have Wifi and cell radio on at the same time... can get calls but nothing else...
I've seen it occasionally as well. I haven't needed to reboot though. It usually recovers after I toggle WiFi on and off and mess with some other things.

Yes, either return or warranty exchange for a new one, I have not noticed this issue with my device at all.
I've been having the same issue and it definitely causes excessive battery drain. Sometimes toggling wifi off then on works. Other times it requires toggling mobile data off then on.
I had it happen just now and tried freezing 'my account' in titanium backup as suggested and my 4g indicator immediately turned off. Sweet! It seems that 'my account' is the culprit!
Edit: I really wish this topic wasn't merged...I think there were a couple 'wifi problem' threads talking about different issues. To clarify, my problem was that while on wifi my 4G indicator would sometimes turn on and consume more battery and (sometimes) force all data to use 4G instead of wifi. Really annoying!

Is there a setting I'm missing somewhere? When I manually turn WiFi off when I get to work I'll look down some time later and the phone will have turned WiFi back on by itself. I'm not sure how long this takes, but so far I'm having no luck finding a setting that would affect this. I didn't have this problem on my EVO 4G, so does anyone have any idea why this is happening. I've got a Sprint S3, btw.
Sprint Connection Optimizer I think is causing your problem...not sure where the setting is since my 32Gb is lost in Sprint/Samsung Limbo, but look under network settings I think.

Actually, I'll try that, but I think it may have actually been the "Network Notification" under the Wifi advanced settings. You can't change that setting when Wifi is off, but it remains checked if Wifi is manually turned off, so I wonder if there's a bug where Wifi will turn back on to to fulfill the network notification function.
So far, since turning that option off I haven't had the issue, but I'll keep an eye out. Either way, thanks for pointing out the Sprint Automatic Connections location, I couldn't find it to save my life. I'll leave it enabled for now, to see if the network notification setting actually fixes the issue.
Sprint Connections Optimizer
Here's a screenshot of how Sprint describes their Sprint Connections Optimizer. I wonder how much this monitors our use of WiFi Tether on rooted devices and reports it back to Sprint. Probably safer to leave unchecked until we know more from the developers on what it actually records and submits.
I'd love to see a thread on all the Sprint bloatware and which ones can be safely removed with Titanium Backup without disabling any major functionality like visual voice mail.
yea, i see this "solution" all over. it does not work, my optimizer is off, i go into menu with *#0011# and shut off wifi power mode. neither work, it just keeps coming on "while im driving" and kicks me off of my internet radio. any other suggestion im willing to try. i dont want to root this phone just to keep wifi off.
If you have any remembered wifi connections forget them so your phone can't auto connect and if the sprint optimizer connections has been disabled then it's weird that wifi keeps triggering. Because wifi shouldn't auto connect to found hotspots automatically.

Are you rooted? If so, use Titanium Backup to freeze the connection optimizer.
Wow, I do really hate my Wi-Fi controls on my sprint phone and am hoping someone knows of a simple setting I have not found yet.
When I leave my house I turn off Wi-fi yet sometimes when I am out and I look at my phone, it comes back on. I think it does this when a wi-fi network is nearby??? The phone asks me to setup a wi-fi hotspot even though I don't pay for the service (although I have rooted my phone and tried to get it working through an app). But what aggravates me the most about it is that the wi-fi will turn on and if it isn't connected to a network, it will cause issues with things like Google Play. With wi-fi on and no network to connect to, Google Play won't be able to search and reports a connection problem. Most times I don't pay attention to it being on or off because I know I've turned it off.
I am not sure if this behavior is normal, this didn't happen with my HTC EVO I had. On that phone, wi-fi stayed off until I turned it back on.
I've looked and can't find any settings that might help me figure out how to eliminate this behavior. Anyone?

It is the Sprint Connections Optimizer that is doing that. It will turn WiFi on even after you have turned it off. You can disable the Connections Optimizer in Settings > More Settings > Mobile Networks. Some have reported that this feature will also re-enable itself. I have seen that happen. I used Titanium Backup to freeze the Sprint Connections Optimizer app and I no longer have to fight to keep WiFi off when I want it off.
aside from this small annoyance, Can anyone say if this is a battery drainer or not?

I don't think it makes much difference on the battery. It's just annoying, like you said. I turned it off (unchecked the box) from the Mobile Networks and it went away. You really don't need that option cuz it will change whenever there the data coverage changes anyways.
Anyone that has updated to lollipop have an issue where it shows your wifi is always on? I disabled the options to always have wifi scanning and set keep wifi on during sleep to never or only when plugged in, but it still shows wifi is always on in battery stats

Do you have the connection optimizer running? If so it will always prefer and select wifi for data.

Sorry, should've been more clear. It is not the icon on the top that's always on. When you go to battery stats, it shows that its always running
Do you have Wi-Fi calling enabled?
Also noticed that now there is a switch for each Wi-Fi network you connect to. You can turn off the ones not wanted.
If not, must be a bad download, flash or corrupt user data. Try a factory reset.
Go into advanced settings in WiFi and untick 'Always allow scanning'.

I think this is a viber issue.
Open viber and go to "Setting>General>Wi-fi sleep policy"
Select "use devices setting"

Don't have viber. Found my problem. It was syncing to Google fit in my account.. never used it but it was checked for syncing under my Google account. Unchecked syncing for it and my wifi stopped showing as turned on even when off

I have a question. I have "keep WIFI on during sleep" option set to "Never".
When I wake up my phone from sleep after 30 minutes or more of not using it, the wifi does not reactivate itself (it's off, no icon in statusbar), but when I go to settings, it says that Wifi is enabled. Just like in the picture below...
I want to know if this is normal or what? Happens to me on both stock and custom rom.

I fixed this by putting my Wi-Fi frequency band from 2.4 GHz to "Automatic" in advanced wifi settings. Htc and google really need to fix their ****!
I also disabled ipv6 in my router settings, not sure if that helped
Sadly for you, it works as expected for me. I let my phone sit for about 40 mins hoping I wouldn't get a text. Picked it up and the Wi-Fi turned on and connected right away.

This is just plain weird for me. Not a real problem, but strange, maybe has something to do with my wifi connection (router).

I have had the WiFi Frequency Band set to Automatic since I got the HTC 10. I came looking for this topic because of what mine does. When I wake up the screen, there is often a message on the screen "wifi has disconnected", and it will show connected to mobile data in the notification bar. It usually will reconnect to WiFi within a few seconds. But it is annoying, so I am looking for a fix, if there is one. I turned on the setting to keep it on WiFi during sleep a couple days ago, but it didn't change this behavior.
From what I am reading here, this sounds like it is common to the HTC 10 regardless of that setting. I am therefore thinking perhaps the "wifi has disconnected" message is actually left over and still on the display from when I turned the display off? But what I don't understand is that I get notifications such as incoming email and hangouts messages while the display is still sleeping. Unless those are coming via the mobile data connection. Perhaps I should try turning off mobile data and leaving wifi on to test if it still does that, but obviously leaving the mobile radio connection off is not desireable, even if that did help. Does the HTC 10 silently always switch to a mobile connection and turn off wifi whenever the screen is off, meaning that keep wifi on setting is flawed?

No. You probably have "Auto-switch to mobile network" enabled in advanced wifi settings.

Thank you for replying. The only 3 boxes I have checked in WiFi > Advanced are as follows:
WiFi Notification
Show Wi-Fi pop-up
Hotspot sign-in
All the other check boxes are blank.
So I have similar problem. When I leave the house it switches to mobile network just fine. When I come back home it doesn't auto connect until I turn on the screen. My advanced wifi settings are below with basically nothing checked.
I agree this is a serious problem and for me I have no mobile network at home and depend on wifi and hangouts for voice calls.
Just curious what firmware is everyone on? Mine is 1.91.617.1.

I tried some of these changes, and things seemed better today for awhile, until I found out my phone actually wasn't getting the internet over the solid WiFi connection to my network. :/ I had to undo all the changes so I could get back online with it.
