If you use just about any AOSP rom other than the puer Google Experience version, yes. It's baked into most AOSP ROMs.
If you use certain custom TW roms there is a 3minit theme option.
If you are using the stock TW rom....no. But you can use the XPOsed framework to give yourself access to some options for changing UI

It MAY not be in all 4.4 roms yet.
Remember they are brand new. A lot of tweaks having been merged yet.

Go to the play store and get the free app called: "softkey enabler".

Is there an app where I can pick and choose parts of an cm theme? The theme I'm on now has an awesome keyboard but some other aspects are lacking
