If you use just about any AOSP rom other than the puer Google Experience version, yes. It's baked into most AOSP ROMs.
If you use certain custom TW roms there is a 3minit theme option.
If you are using the stock TW rom....no. But you can use the XPOsed framework to give yourself access to some options for changing UI

It MAY not be in all 4.4 roms yet.
Remember they are brand new. A lot of tweaks having been merged yet.

Multi window is a touchwiz feature...touchwiz framework is needed in order for it to work.

Yes some aosp roms do have multi window just not sure if the s3 has I've, I know omni Rom has it but it's not available for our device

Install it and you will see the differnce the battery is greyishwhite the 4g lte icon is all white the battery charged popup icon is all white all around even when u do the pull down also all the icons from the 4.4.2 are put into it i still have a little theming to go though
