Chances are your data plan does not include tethering. Check this post for a possible fix:

rooted evo running baked snack rom...wireless tether speed is between 0.2-0.4 this is ridiculously slow..can anyone help me out ? why is it so slow ? i really need this function and is the sole reason i rooted. anyone else come across this or know how to fix ? ive tried searching but couldnt find a solution. thanks
are you sure thats speed & not amount of data transferred? if you do not believe this to be true, can you post a screenshot of a speedtest.net showing this tremendously slow speed?

Check your PRI Version its need to be 1.40
OK just check my pri isn't 1.40

No, it wouldn't be, and you'd probably get pegged for something. I'd just stick with the wireless tether app. It works just fine for me, make sure you're running the latest version, or try a previous version. I'd stay clear of the hotspot if you're not paying for it. If you run Cyanogen mod though, you can use the deafult Android 2.2 hotspot app for free.
Anybody know if they are planning to fix the TOS/WCDMA search bug in Gingerbread? It seems like it would have been a simple fix a long time ago.

Do you mean TWS bug? Mine was gone with EC05.

I haven't switched to ART and I can't update any apps today, they all fail. Something must be up with the store.

Yes I had the same problem I sent it in for warranty work with LG that seem to fix the problem. They changed out some radios on the phone
