I doubt it. Your best chance would be using a third party app as you named.

Hey I am trying to flash CWM via ROM manager but when I tap Flash, it tells me to verify my phone! Unfortunately my Wind S3 does not appear on the list. Any fixes or ways I can get the latest CWM?
Thanks.

t-mobile isnt there either!
Sounds like the T999V isnt supported? I'd double check on this and email the developer.
Dont know if rom mgr uses build.prop to determine phone model, but you could try to change it there from SGH-T999V to SGH-T999.
Then reboot and try again.

Ok
There is always a wallpaper in your framework. This is probably the wallpaper that appears, because it is default
So it's something that's normally hidden because it doesn't show up

Go to a free wifi place and test it out.
If its the same its your phone.
Please when you ask questions like this
Post them in q&a
Also its easier to help you when we know what rom your on, are you rooted,
Etc etc.

I don't know how fast your wifi is supposed to be, but 9 down and 2 up is plenty for YouTube videos. Assuming you have an AT&T data plan, the easiest way to see if its the phone is by disabling wifi on your device and try playing the video over the data network. If it works, it's most likely some sort of bottle neck in your wifi at home. If that's the case then I would reboot your router and try again. If it doesn't work on either network, then there might be a problem with the phone worth checking out.

Try this https://copy.com/s9agv
I am getting the error message "no network available" when trying to call out since flashing my phone with different ROMs. At first I thought it may be a ROM that just had some bugs. However I am stumped now. Before flashing I had no trouble. Now I get that error message or it allows me to dial the number but never actually dials out. Then when I hang up the phone keeps trying to hang up with no success.
I have tried changing the APN settings, I have tried re-flashing, different ROMs, wireless, different signal areas where I used to get signal, changing mobile networks.
I am kind of stumped here. I am new to this so please bare with me if I forgot something. Also if I unroot my phone and go back to Gingerbread everything works fine.
You have to flash the new radios. I think it's TLMC4. Just do a search for it.
