What is ROM you are using now? No, gapps is the project of CyanogenMod team, they (apps) are not uploaded to Google Play. Instead they (CyanogenMod team) have a repository to upload an updated gapps.
i have CM10 final version installed from here:
http://forum.xda-developers.com/showthread.php?t=1990795
and the gapps version there is gapps-jb-20121011-signed
in the cm10.2 thread there is gapps-jb-4.3-20131116-signed
probably they sotpped updating the CM10 thread so no newer gapps will be posted there.
is it ok to use the newer file on CM10?
Gapps should be flashed together or after a new ROM is installed in pristined way, atleast according to arsradu.
Edit: And gapps in 4.3 are somewhat different from 4.2/4.1.

Which CM should I run? A stable or a nightly?
Also, how well does it work?
Depends on you. The stable version is stable, has everything working. The latest nightly has all that, and additional fixes, ect. I would recommend the latest nightly, though if you were to have trouble [which you shouldn't], bump back to the latest stable version.
If you're new to rooting and custom roms, always start out with a "stable" version and yes, it works quite well. Also, feel free to try SalvageMod 1.2.1.

so does the nightly basically fix the problems of the latest stable while the devs work on the upcoming stable?

Well the stable is more of like a shelf as in "everything works at this point" print. So the stable, you should have no issues.
The nightlies are tweaks to that stable version to make it even more better, so there is a chance you COULD run into a small bug on it, which would be fixed in the following nightly.

could someone provide a reliable download link for the CM7 stable?
the nightlies are pretty stable, akin a few bugs here and there, try the stable if your new to custom roms, once you get comfortable try the nightlies, see what works best for you.

Best to bookmark it. The lastest stable is the 3rd file down. When first flashing CM7, you also need to flash the latest gapps with it.

nevermind that, they work. how do i install the gapps? i'm new to the whole gapps concept.
Cranky post edited.
As for gapps, you flash after CM7 so in recovery do the following.
-In your current rom, backup all your apps with titanium backup
-boot into recovery, backup your current rom
-wipe factory/data, cache, and dalvik cache [under advanced in clockwork]
-install zip from sdcard
-navigate and install your version of CM7
-"go back", wipe cache and dalvik again, then flash the gapps
reboot
Gapps is google apps, which allows your market, gmail, ect, to work.
There was a link to the gapps ripped form a nexus s 4.0.3 ota that would replace:
/system/lib/libspeexresampler.so
/system/vendor/firmware/libpn544_fw.so
I've renamed the 2 libs to:
/system/lib/FROMNEXUS_libspeexresampler.so_BACKUP
/system/vendor/firmware/FROMNEXUS_libpn544_fw.so_BACKUP
I've created a new gapps that is safer to flash on the gnexus http://tinyw.in/w8Lg
So this ZIP can be flashed/merged to your 4.0.3 ROM as it is? We don't just have to pull the apps from it?

Awesome, will give it a go now
DO you also recommend them for CM9 based builds?
(Insted of the gapps from Koush or http://goo-inside.me/gapps)
the cm 9 builds seem to be based off 4.0.1 currently. i would continue to use koush's initial rip
link is not working for me?

Stop using bloody ROM Manager for a start! Just boot into CWM and flash them there like everybody else
While I understand that most (if not all) ROM devs are not going to provide support if using any gapps package besides what they post in their OP, I am curious, which gapps people have had the most success with?
I have come up with a list of main ROM gapps packages, not including inverts:
1. task650's gapps - newest build 6/12/13
2. PA gapps - newest build 6/15/13
3. SlimROM gapps - newest build 6/22/13
4. Official gapps - newest build 3/1/13
5. MIUI gapps - newest build 6/23 (not sure if these are the right ones, just the first ones I found)
The two main gapps packages I tend to lean towards are task650's and the PA gapps, and I haven't flashed the official gapps package since the first time I flashed a custom ROM
My main curiosity is this: which gapps take the fullest advantage of the features of the widest variety of ROMs? Is it best to flash task650's if you're using an AOKP-based ROM, since his ROM is AOKP, and PA gapps on a PA-based ROM? When is the best time to use official gapps? Does the individual gapps package affect things like AOKP's Dark UI, PAC-Man's "PAC in Black", and SlimROM's TRDS?
Bear in mind, I am talking mainly about either AOKP-, CM-, or PA-based ROMs, as I don't use MIUI, even though I did include a link.

The Gapps are nothing more than apps google won't let you package with AOSP ROMs. There isn't a ''better'' package per say, just look under system/app and check which one are included in there. Also, most of the time, the date is the latest app update so the difference you'll see is when you flash it, you might have to update your app through the store (often the case with Google Search in the past).

I know what gapps are, and what the dates mean. There are definitely packages that are different or include different apps. My question wasn't "what are gapps", but "which gapps go better with which ROMs?"

Slim gapps, for example, are multi DPI because their ROM has a different DPI. Same goes for paranoid. If you're not using either ROM, then I personally use tasks gapps on my other Roms.

I would say to use the gapps that is in the OP of the ROM thread. I think some of them are tweaked for the ROM. I'm guessing that if you don't use the gapps in the OP and ask the dev/devs for help you will hurt their feelings. *cough* *cough* task *cough* *cough*
i currently have gapps-jb-20130301-signed.zip flashed, which is the official package i assume.
do the more recent (date-wise) packages have any advantage?

The 03/01 gapps are the "official" ones, in that they come from the CM team. The newer dated packages usually have more up-to-date apps in them, and depending on the source, can have different apps entirely.

Unless the ROM dev says different, use this chart:

I usually use tasks gapps. It includes calendar, which I use. Currently running Novagen rom, which is Rootbox based.

I use the PA Gapps and don't seem to have an issue, but since they don't specify i don't think it really matters which Gapps you use. I think the 20130813 is probably the intended default Gapps to go to.
