That would depend on what is Sacs rom and what do you really want out of your phone. There are a number of great roms. you just have to choose the one you like,

This is the first Android phone that I have had where I actually have no desire to flash any custom ROMs. That's how great this phone is (and how not crappy Touchwiz is). I mean, Touchwiz isn't the greatest, and it is full of bloat, but it doesn't get in the way at all. Also, i've used Xposed Framework to add some of the tweaks that I normally like from some other ROMs.
So even if your favorite ROM isn't available yet for the Note 3, I would still say it's never a bad time to make the jump. It's a great phone no matter if it's ROM'd or stock.
Sacs custom ROM has many visual and software features keeps touchwiz but removes crappy apps like s health but still keeps some I use like group play and stock notification except allowing the change of colors notification icon colors but also allows me to choose between different launchers at install without meshing them all together ( I like KitKat) comes with a custom kernel but I can flash another, oh and comes with a lot of small adjustments like hotspot tweak (unlimited) and more but basically I'm looking for those 3 main things in a ROM

And hotspot tweak

Hey everyone. My Mother-in-Law has the Sprint SGSII and.....she hates it! She needs the capabilities the phone offers for her business, but she is extremely frustrated with the UI of Android. She is currently running the most recent ICS update. I am curious to know, from experienced users of this phone, what the most user-friendly ROM is - considering the end user.

I recommend the Blu Kuban Rom, its pretty much drama free. Use Odin to install a rooted version of ICS, then install CWM Recovery. Once that is installed slap the Blu Kuban ROM onto your SD card. Boot into recovery and install the ROM.
You will want to read some FAQs and guides if you haven't done it before.

My vote goes for stock with Apex launcher, the feature to lock the desktop is amazing for newbie android users, grouping shortcuts, customize the bottom icons, slight theming, working good so far.
I've rooted my SGS3 & am running StrongSteve's Odexed Blue, but this is my first Android phone & rooting experience. I will definately read the stickies & FAQs before I do anything. Hopefully the Epic 4G Touch isn't too different from my SGS3.

I have Nova launcher and I like it. Or go to settings, apps, select all, go to twlauncher and clear defaults then hit the home key to switch to twlauncher and you can make it your default for a straight Android look.

Go gingerbread and run stock or a stock ROM with tweaks. I'd say go with either blazers 4.1 calks 3.0 or unofficial ICS gingerbread ROM. ICS is just poo.

Why GB over ICS? I'm new to Android and have only experienced ICS, so I am unaware of the differences in ease-of-use/system UI.

I got my tech retarded dad an evo 3d and put an AOSP ICS rom on it for him.It seems to be working well enough. As such I cannot recommend an AOSP rom enough for simplicity and ease of use. Google is like pretty good at what they do and IMHO AOSP is the cleanest, simplest to use option available. Keep the stock launcher and just put phone, browser, text and email in it...

No ROM is going to fix stupidity. No offense to your in laws.
That being said blu Kuban is a good choice for customizing to her specific needs. I usually refer to it as the "build your own ROM" ROM. However she may be a little daunted by the frequent updates and large amount of options. If you do choose that ROM I would highly recommend that you familiarize yourself with the faq in my sig so you can send to any issues she may have with it. Also any ROM by team VeNuM, especially m'ICS or blue BOA would be a good choice as far as stability is concerned.

I can't remember where I saw the screen shot, perhaps an article on Android Authority, but I seem to recall seeing an initial setup screen shot from a GNex w/JB - shortly after Google launch party. That screen shot allowed two options, basically beginner or advanced mode. I believe I came away with the impression that was geared towards the UI too, not the setup method.
Now, I know JB ROMs are in alpha stage for the e4gt. Do you think I should wait for, what looks to be, an official JB release for the SGSII from Samsung?
Thoughts? Has anyone else seen, read, heard, or experienced this "beginner mode" on JB - or were the paint fumes at my office gettin' to me more than I thought they were that day?

JB roms are not quite ready yet. There was some type of easy setup thing though. Honestly your best bet would probably be a simple launcher and lockscreen.
Keep it stock. Use a different launcher and remove all but one screen. Put the things she uses most on it as shortcuts, then lock it so she can't accidentally mess it up. Did that for my wife and it really helped!

Ive been using the TeAm VeNuM cRaCk StOck[FH23] for the past couple of days and you cant get much more simple than that. Only change I made was switch to the Apex Launcher. The battery life is incredible!!!!

I find GB more stable then most ICS ROMs. Great battery life awesome signal and great GPS locks. Most GB ROMs are complete and done with updates due to ICS coming out. Currently ICS is still being updated and has many flaws. A lot of the devs like ruj and mijjz got their stuff in order but they update a lot and may irritate your mother in law.

You can just keep stock and go dead simple with i launcher. It will obviously have no bugs (its stock). its just an iphone launcher
I searched but didn't see an answer. There are a few ROMs that are stock. I'd like to know which ones are the closest to what you'd get out of the box, has Wi-Fi tethering enabled, and is touch wiz based so I keep the touch wiz apps. All apps enabled to multi window would be awesome.

I've tried a bunch of them and my favorite is are the ones created by Scott's Roms.
Cleanrom ATT SE 1.2 is pretty close to the stock rom without all the bloatware.
Most the roms that are out there for gn2 are wifi tether enabled. As iiqwertyii said scotts clean rom is probably going to be the closest you're going to get to stock.

Me too. Scotts ROM's are super high quality. I have tried AOSP pure Android and other Touchwiz ROM's, but cleanROM is best.

Look at the ROMs OP [original Post or post 1 of any ROM thread] that will list how the ROM differs from stock and/or the adjustments made by the developer to the ROM and those ROMs that include S3 or Note based apps will state that. There are more and more doing it and you should be able to copy those same apps in to like ROMs [say you have a JB ROM and it has the app you want and another JB ROM you want to use does not] you could then copy the apk over and in a lot of cases it should work [it may not if the ROM is AOSP or AOKP those refer to different code bases and you may find some of the apps will like one or the other.
There are also threads in some cases if you search that offer up just the apps and state what they would work with.
As a last ditch you could download a Note or S3 ROM and open the zip [DONT FLASH IT TO YOUR DEVICE] and got in to system directory in zip go to apps and copy the apks you want from it and move them to the ROM you want to try them in. Worst comes to worst if it gives you issues use a root capable file manager and delete those apps that don't work.
OF COURSE, run appropriate backups as this really should not break your install, but on the totally off chance somehow it does it is better to be safe than sorry when just learning.

I was looking at the Embryo Roms and there are two of them one says 6.3 and the other 6.1.1 i saw in the 6.3 there are some issues with call eco and other stuff, and saw in the 6.1.1 that it has some of the features giving problems cause they are experimental, wich one do you guys think i should give it a try?

I think you are referring to the flash bar as experimental and thats because multi-window has not been implemented. I use 6.1.1 and its beeen the best 4.1 Jelly bean rom so far from my experience. Or you can do what that guy above me said and have a much smoother experience.

I have seen touchwiz launchers on none samsung ROM's but that is all you would get. Multiwindow will not and can not work on a nonsamsung based rom. Not until something is built from scratch to emulate what it does...so nope

Oh ok, is there a theme then? I saw in the play store that there was a touch wiz theme of the galaxy s4 which is what I wanted for cm10.1 but it says for T-Mobile theme chooser. Would it not work for my device if I went to cm10.1?

I believe CM still uses the t-mobile theme chooser. It's been a while since I used it... question if you want TW features why not use a samsung based ROM then ?

Agrred. Check the Android Development section. There are loads of TW ROMS, even some that look like AOSP but include TW features.

Well I'm actually using the hyperdrive 10 ROM and I noticed you've used it too. I like it but my signal stays on h+ or 3g and I don't get 4g unless I go to stock or cm10. And cm also had great battery life with my phone and I think it also has working group message and no problems at all. I'm thinking of either going back to the backup of csrom 1.2 or going to cm for battery life and a good signal because hyperdrive isn't working well and I want a touch wiz look.

nope. backups made in a respective custom recovery cannot be restored in another custom recovery.
what you can do is reinstall cwm, restore your backup and then install twrp again.
post #2 in the link in my signature has both cwm (6.0.3.0) and twrp (2.4.3.0) recovery-flashable zips under "Build your own Must Have toolkit"

It's the one thing that had me go over to phantom rom from cm 10.2, i'm just waiting for the guys to sort it out.
I understend roting and ading custom rom to devices like i have before like xperia x8 . But now wit note 2 all working flawesly so i dont understend puting custom rom. All those custom roms have some bugs

The so called bugs you state are only in custom roms that have ported N3 and S5 features.If you want to flash a custom note II 4.4.2 with few tweaks then they are almost flawless.Also I've tried few custom roms with ported n3 and s5 features are 99% bug free.I agree sometimes porting features does break something else but that's what rooting and custom roms are all about.It's trial and error.In the end it comes down what each user prefers.I personally keep switching between 4.4.2 ROM which is heavily modded with S5 and Note 3 features but when i get bored of the heavy customizations I switch to 4.4.2 stock note 2 custom ROM. At times I even switch to AOSP ROM just to get away from touchwiz.XDA is all about preference and the user will get whatever he wishes on here.
I can't stand touchwiz messaging ui, i was wondering if i could just have the standard AOSP one in phantom rom? Any ideas? Also i can't stand the touchwiz widget for microsoft exchange, the standard Android or CM one is far more superior. I don't like merging all my email and messaging into one.
