Any suggestions on how to proceed?
Or equally, how to install the ROM without using the SDK tools?

You can get the adb stand-alone floating around somewhere.
However, try reinstalling the htc drivers, see if that works.

New to ADB and have a problem I can't seem to find an answer to anywhere. Running Windows 7 32Bit. USB driver loaded successfully and device manager shows Android Composite ADB Interface under Android phone tab. SDK manager downloaded and installed 2.2 API 8 as I am running Froyo on my HTC Desire. I added the system variable as directed and run adb shell but I get an <error:device not found> message. Looking for any direction here please.
Edit: I am running in debugging mode just to clarify
Download 2.3 SDK and update platform-tools. I had this error then did that and it worked for me. Sometimes, it can be really weird.
Problem solved! I had to hit F8 when booting up and disable driver signing!
I've never downloaded an API as that's only needed for developing your own version of Android. I just have the basic tools package and added it to my system path so I can run adb/fastboot from any command prompt (don't have to go to C:\Android-sdk-windows\tools)
Should also say I'm using Windows 7 Ultimate x64 and have had no issues with drivers

I cant get SDK Tools running, installation keep saying Java JDK is not installed. (but it is)
Fastboot drivers wont even start installing. (and phone is not recognized in Device Manager which is main issue)
Did anyone managed to get it running on Windows 8?
Optionally i can get ubuntu but it would be kind of annoying to switch OS just to change hboot etc.

If you're getting a new pc, i recommend sticking to windows 7, mainly because of compatibility reasons.

I used toolkit 9.1 install driver, it only has option for windows 7. the result says the resource loader cache doesn't have loaded MUI entry. I downloaded naked driver 0.7, install from device manager, I get error says 'windows encountered error install the driver' Samsung galaxy nexus bootloader interface.

I had the same issue with Win8.
If u select the manual driver option within the toolkit there is a link to pdanet (or something similar).
I downloaded and installed that (with nexus disconnected), it looked like the installer failed but the driver must have stuck because the next time I connected via fastboot it had the correct driver.

And because of that, you dont know what to do/to try. Just great.
Remove all drivers, reboot. Boot Nexus to bootloader, connect usb, go to device manager, manually update the driver by right click on android 1.0 or whatever the device name is, choose the driver that you previously extracted (naked drivers). Reboot. Should work.

I have installed android SDK and google USB driver is installed. I also downloaded naked driver 0.7 and manually install driver from device manger item called android 1.0, choose folder from naked driver. still get the same error.
Uninstall all drivers, try the ones in the samsung website for windows 8.
Jeez, you need help with drivers go to a windows forum, i'm sure it exists such a thing and google knows about it.

i tryed to get the Desire working with adb and everything works fine. I downloaded HTC Sync, installed only the drivers, and the adb interface worked with the Desire. But if i reboot in bootloader and use fastbootinterface it doesn't work.
fastboot devices get no result.
I downloaded unrevoke modified drivers, i also tryed to uninstall HTC driver and install only the modifed drivers. I also tryed to use this drivers:

And i installed the drivers correctly. So with settings, reboot and tha with deactivate the driver signature.

You should uninstall everything and start from the beginning. HTC sync clearly messed something up.
First, try to reinstall hboot drivers.
allready tryed but i get the same error.

happened to me before, its a windows problem. u have to delete something , cant remember what tho.
i uninstalled every thing desire also the not shown devices in devices manager. than i connected the desire in fastboot with pc and the pc gets the driver from alone. But with the error.

One question? I looked for the Device Class GUID for USB. But there is no lowerfilter and upperfilter. What class is the desire?
I got a similar problem on my workstation, I got an Android Phone in device manager and nothing else, I'm not able to connect and mount desires SD Card. Windows 7 x64, on my laptop (same os) everthing works fine. My PC recognizes desire only with drivers from Android SDK software.
i think your problem is a bit diferent. Do you have a custom ROM installed?
If you did and it is an android 4.x ROM there are many Problems with USB mount. Try an app to mount the SD Card.
Back to my problem. I readed all of the site from up to down and than i deletet the Keys. After Reboot 2 times i got the bluescreen -.- after that the autorepair startet it selfs. the first couldn't repiar the system, and the second couldn't either. So i needed to reinstll windows
The good thing with this is There is difently no HTC on the PC anymore. So in what order i need to install which drivers to get the Desire in Fastboot connected?
A the moment I'm using CronMode 2.1 (previous CM 2.0, SpazeDog ICS, BravoBCM). On previous roms (all ICS based on CM9) got same problem. Laptop - ASUS S6F, Windows 7 Pro x64 - phone recognized, usb mount working fine. Desktop - Gigabyte P55-UD3, Windows 7 Pro x64 - just got Android Phone in device manager and that's all.
What app do you mean?
Try Usb mass storage toggle form the market.

You may have a usb brick. Try the "usb unbrick" option in recovery

Ok then... reinstall your OS on the PC. If your tried everything, it's the last solution I can think of.
You can first try to reinstall the Driver.

Some firms disable this ability and also SD card reading for security purposes. That can be only reason i can think of.

I recently installed a fresh windows 10 latest build (16299).. I have 64 bit windows 10.. The problem is i cant install moto z play drivers on this build. I was able to install drivers on the previous build of windows 10 but on this build i failed... Motorola Device Manager is stuck at step 2 (Installing USB drivers)... I waited for hours but it is stuck... I tried closing and opening the app but still no luck... Tried restarting and then installing drivers but still no luck.. Everything else is installed perfectly including adb but i am unable to install moto drivers.... Can someone help... Without drivers i wont be able to even flash my device

I already have adb installed and it worls fine...its just i am unable to install moto drivers on my pc... I even tried after disabling driver signature bull**** that was introduced in windows...
Those pack also contains proper ADB driver. You do not need separate Moto drivers, original ADB driver from Google will work fine too.
After installation connect your phone in fastboot mode to PC and go to Device Manger. Then update the driver of your phone in manual mode (when you have to choose from the drivers already installed on your PC) and choose Android ADB driver from the list.
