It's for Miracast. It different than Chromcast.
Miracast is basically wireless HDMI mirroring of the device. There are a few Miracast receivers that support android. I believe the netgear ptv3000 is the most popular.

I'm considering a purchase but like the idea of watching my movies on a hotels TV screen.
So is TV out possible with the Nexus 7 either with an RCA composite output via the 3.5mm headphone socket

Tasker : I have S3 and Nexus 7. I was thinking maybe I could use the NFC and tasker to easy/automatic set up shared internet on the s3 when I bump the devices together. Any thoughts?

Are you asking , can you turn on the wireless hotspot , by touching the devices together using nfc?

Download wireless tether for root, then set the device profile to Samsung galaxy sIII and hit tether. I tether to my Asus transformer prime when I'm at school.

I don't think it's possible by itself.... But in theory you could get tectiles and attach one to your nexus 7, program it to turn the hotspot on.

I was considering that. I have ordered them and was thinking maybe I could place one on the inside of a case for the Nexus so IT wont be visible.

My question is does the new nexus 7 support screen mirroring? I have the n64 emulator and I want to play on the big screen but the mhl adapter I had didn't work. Also my other question is does the tablet support OTG cable?

It does not support MHL. It does support Slimport and Mirracast.
Thank you for the info I appreciate it.

Does this new nexus seven have mhl support? Couldn't find it anywhere.

Not that I know of. It uses Slimport I believe which is a different standard.

I tried two types of MHL (old style that worked with my Galaxy S2 and new style that works with Galaxy S3--7 pin vs 11 pin I think) and neither worked, however slimport does work.
Will i be able to connect to a projector and idealy use my old note 4 cable /connector

No. Note 7 is USB type C. Note 4 is micro usb. It's possible a cable comes out later to make such a connection, but out of the gate there is no such animal.
You could use miracast or chromecast, though. Both support p2p Wi-Fi.
