First I want to appologize if this has been asked b4 and yes, I did a search and I've been unable to find a list of apps ( system manager etc) that can be safely removed from our phone (T-Mobile S4). Thanks for the help.

Mount it USB and go download O&O software file recovery on your pc and scrape them back off...

Sure you can recover deleted photos from samsung galaxy android phone, follow this guide: android photo recovery
Take note that you'd better do the android recovery as early as possible as more you wait, harder to get back lost photos.
For those who missed the download from Samsung Apps / More Services / Polaris Office 4 that was pulled from the store for some reason, I found it so I placed in on my drop box...
