Backstory (you can ignore this part if you want)
I bought a used Sprint Galaxy Nexus SPH-L700 (toroplus) phone off eBay, the seller stated it was untested as he had no battery or charger, but the screen was good and it had a clean ESN, so I bought it. When I got it I put in a spare battery I had and tried the power button. It vibrated and the Google logo appeared, but it never booted past the logo. I pulled the battery and tired it a couple more times, and even let it sit for 10 minutes or so. I also tried to boot into fastboot, and when I did it just went to a black / blank screen and I had to pull the battery. I was able to get it into download / Odin mode. I tried to flash the phone in Odin mode, but the flash failed.
Current Status
When I boot up I now see a phone and computer with a yellow warning triangle in the middle (see this pic for example). Odin still seems to recognize the phone but when I try to re-flash it hangs on "radio-cdma.img" and eventually fails.
I was able to get back to the Google logo by flashing a tar with Odin that did not contain "radio-cdma.img" but the phone still only boots to the google logo or odin.
Summary
-- Can't get to fastboot.
-- Flash with Odin fails radio-cdma.img (which I think is the last step, but can flash with it) and leaves it in the warning state.
-- When I boot I can only get to the Google logo or Odin.
Any suggestions or ideas? (or should I just resell it on eBay?)
I tried flashing the Zeus kernel using CWM, but I failed to realize the kernel was for the Verizon S3. When I restarted after flashing, it displayed the Samsung logo for a split second and then went to a black screen. The screen was on, but it only showed black. At this point I passed out, and when I woke up it was still on the black screen. I pulled the battery and tried to restart, and got the same black screen. Then I tried every way I know of (except using a jig) to get into download mode to no avail. Now when I turn it on, it vibrates once, flashes the logo, and then the screen shuts off and is useless. I think there's a solid chance I've ruined it this time, but if anybody has any suggestions they would be greatly appreciated. Thanks!
Put the phone in dl mode. It's possible the screen will be black and you can't actually see it's in dl mode. Plug into your computer. Odin flash a stock Rom.
The fact that it's doing something means it is not completely ruined. It just may be harder to restore to working order.

I recently flashed a Pacman 4.3 ROM and today decided to restore my phone back to my stock/rooted Nandroid file that I made beforehand. Used CWM and, after it said the restore was completed, I went to reboot and have been unable to get past the "Samsung Galaxy Note II" bootscreen. It'll go to that screen for a bit and then the entire screen will go black, requiring me to take out and reinsert the battery to do anything else. I can get it into recovery mode and download mode and have tried using factory resets, cache clears, and Odin to try and reset everything back to the original stock firmware, but so far nothing has worked. Every time, I wind up looking at the "Samsung Galaxy Note II" screen for a bit and then the entire screen shuts off.
Can this phone be saved or am I SOL?
Edit: If I take the battery out and put it back in and don't try to turn on the phone, I can plug my phone into my charger and I get a visual on the screen saying the battery is charging and the LED lights up red. For what it's worth.

This is gonna sound like a long shot, but are you sure your battery has juice? I had something very similar to what happened to you on a tablet I owned. I thought the device was messed up, but it was just really low on battery somehow. Left it sitting on the charger for a few hours and it came back.

Thanks for the help guys, I managed to fix it. What I did was download the stock ROM file from here: (can't post the URL for some reason) and then opened Odin, put it in the PDA slot, put my phone into Download Mode, connected it to my computer, and ran it. Phone rebooted back to a factory reset version.
The link I used is from a site called "Stockroms" and, after typing stockroms, add the following to the URL: .net/file/GalaxyNote2/SGH-I317/I317UCAMA4_I317ATTAMA4_ATT.zip

Firstly thanks for taking the time to view this and helping me out.
Yesterday I was out and my Galaxy s4 mini l9190 was on and charging using a power bank, checked the battery status a couple hours after and the phone was switched off. I switched it back on and was working fine till I restarted it the phone got stuck on the boot logo (Samsung logo). I tried booting into recovery (twrp) and it got stuck on the boot logo for the recovery as well. When i reached home I tried using Odin to narrow my issues but it got stuck on initializing status.
Currently when I try to switch my phone on it vibrates and nothing shows up, same goes with trying to boot into recovery, nothing shows up just a single vibrate. Only thing works is Download Mode.
Recovery: TWRP
OS: CM 13
Things to consider:
1) Connecting a wall outlet to charge doesn't show the charging status.
2) Shows up on Odin.
3) Battery was supposed to change because I had draining issues.
I Tried:
1) Holding down power button for 30 seconds with no battery in place.
2) Charging it (no charging status showing)

Recently I tried to upgrade my P5210 from 4.2.2 to CM12.1 5.1. The update failed because I could not get past the setup wizard. I decided to recover back to 4.2.2, but that failed. The recovery loaded but the tab was soft bricked. It would only boot into recovery (TWRP 2.8.6.0).
My recourse was to use Odin and flash P5210UEUANB2_P5210XARANB2_HOME.tar.md5 into the Tab. This was successful and I was now back to stock. I flashed TWRP, then performed a recovery of my last backup. My Tab was now back to the way I had it before trying the CM12.1 flash.
However, there seems to be one thing missing. Before flashing CM12.1, when I charged my Tab (with Tab power off) there was a green (or was it blue?) animated battery displayed. This would give me an indication of the state of charge. Now that I have flashed OEM, rooted, and restored, the green animated battery state of charge icon is missing.
I am wondering if this was some app I installed and forgot about, or if it was a part of the OEM flash and somehow is not being activated.
Does anyone here know about this green animated state of charge icon?

Some roms don't have that display ,its completely normal whether you charge it powered on or off it will charge normally
